𝐌𝐀𝐁𝐈𝐍𝐈-𝐂𝐀𝐘𝐀𝐂𝐀𝐘 𝐈𝐀 𝐇𝐎𝐋𝐃𝐒 𝐆𝐄𝐍𝐄𝐑𝐀𝐋 𝐀𝐒𝐒𝐄𝐌𝐁𝐋𝐘, 𝐁𝐋𝐄𝐒𝐒𝐄𝐒 𝐍𝐄𝐖 𝐅𝐀𝐑𝐌 𝐌𝐀𝐂𝐇𝐈𝐍𝐄𝐑𝐈𝐄𝐒

Reaffirming its commitment to empower irrigators, NIA Region VII actively facilitated and supported the successful conduct of the General Assembly Meeting and Blessing of New Farm Equipment of the Mabini Cayacay Irrigators' Association, Inc. held on May 21, 2026 at the Covered Court, Brgy. Abaca, Mabini, Bohol.

The newly released farm machineries from PhilMech—a Combined Harvester and a Four-Wheel Drive Tractor—was blessed by Rev. Fr. Niel Patrick Salada. These modern farm equipment are expected to enhance farming efficiency, reduce labor costs, and contribute to increased agricultural productivity among the association's members.

During the assembly, members discussed key organizational matters including the association's financial report, policies on the operation and management of the farm machineries, the cropping calendar, and water delivery schedules for the upcoming planting season.

Present during the event were IA members led by IA President Mr. Rito S. Muring, Abaca Brgy. Captain Julio R. Tutor, PhilMech representative Reymundo Gimenez, and NIA Region VII Regional Manager Engr. Eusebio S. Villamanto along with Irrigators' Development Officer (IDO) Ivy S. Alo, PIC Engr. Isra Rujo B. Angway, and ROW Negotiator Grace S. Ugay.

In his message, RM Villamanto encouraged the farmers to maximize available government support programs citing that NIA is always there to assist in facilitating various assistance opportunities from partner institutions such as the Sustainable Livelihood Program (SLP) of DSWD, Agri-Asenso Program of LandBank, DOLE, the Department of Agriculture (DA), among others.

The activity concluded on a festive note with a raffle draw featuring farming tools, bringing excitement and appreciation to the participating farmer-members.

The National Irrigation Administration – Negros Oriental Satellite Office (NIA-NOSO) successfully hosted KADIWA sa NIA today at its compound, bringing fresh and affordable farm products directly to the community.

Through the active participation of Irrigators Associations such as Upper Candau-ay Calabnugan FIA, RAMSTAR FIA of Canlaon City, and Tambulan-Tambo FIA of Tambulan Tayasan, a variety of locally grown vegetables and crops were made available to the public. Among the products sold were eggplants, cabbages, mung beans, and other fresh produce eagerly purchased by residents, teachers, senior citizens, and passersby.

The initiative highlights NIA’s continued commitment to supporting local farmers, improving food accessibility, and strengthening agricultural livelihoods in Negros Oriental.

CARCAR CITY, CEBU – The Cluster I Federation of Irrigators’ Inc., composed of Irrigators’ Associations (IAs) from Districts 1, 2, and 7, successfully conducted its General Assembly Meeting, Election of Officers cm Ceremonial Mass Turn-Over of Irrigation Projects on April 17, 2026 at the Can-Asujan Dam in Carcar City, Cebu.

The activity gathered farmer-irrigators, officials of the National Irrigation Administration (NIA), local government officials, and stakeholders in a collective effort to strengthen collaboration and further improve irrigation services for farming communities in Cebu.

In her message, Engr. Maritez I. Soria, Division Manager of the Bohol-Cebu-Siquijor IMO, emphasized the agency’s continued commitment in delivering efficient irrigation services and sustaining strong partnerships with irrigators’ associations. She also recognized the important role of farmer-leaders and IA members in ensuring the success and sustainability of irrigation systems throughout the province.

A significant highlight of the activity was the presence of OIC Deputy Administrator for Engineering and Operations, Engr. Reyne B. Ugay, who shared his experiences during his time as a Project-in-Charge in the Cebu Office. Engr. Ugay recalled his direct work and close coordination with farmers in the field, stressing the importance of understanding the real conditions and concerns of farmer-beneficiaries. He likewise shared the ongoing efforts of the administration to further maximize the assistance and support programs of the agency for irrigators and farming communities.

Also present during the gathering was Cebu Province Governor Pamela Baricuatro, who personally engaged in a dialogue with the farmers and listened to their concerns and immediate needs. During the discussion, the governor expressed her commitment to support the agricultural sector by providing assistance such as tractors, pumps, and other farming equipment needed by the irrigators. Gov. Baricuatro also assured the participants that the Provincial Government of Cebu will continue to coordinate closely with NIA in implementing programs and interventions that will benefit farmers across the province.

The activity also featured the presentation of accomplishment and financial reports, discussions on irrigation concerns and proposed projects, as well as the ceremonial turn-over of irrigation projects to various irrigators’ associations. The gathering concluded with the election of Cluster One Federation officers, reaffirming the organization’s commitment to unity, cooperation, and strengthened leadership among irrigators in Cebu.

Through the successful conduct of the activity, NIA and its partner stakeholders once again highlighted the importance of collaboration in advancing sustainable irrigation development and improving the lives of farmer-beneficiaries in the province.

𝐍𝐈𝐀 𝐑𝐞𝐠𝐢𝐨𝐧 𝐕𝐈𝐈 𝐂𝐨𝐧𝐝𝐮𝐜𝐭𝐬 𝐈𝐧𝐭𝐞𝐫𝐧𝐚𝐥 𝐐𝐮𝐚𝐥𝐢𝐭𝐲 𝐀𝐮𝐝𝐢𝐭 𝐟𝐨𝐫 𝐂𝐘 𝟐𝟎𝟐𝟔

In line with its commitment to maintaining high standards in public service delivery, the National Irrigation Administration (NIA) Region VII conducted its Internal Quality Audit for Calendar Year 2026 on May 12 to 13, 2026. The activity gathered top management officials and process owners to assess the effectiveness of the agency’s Quality Management System (QMS) in ensuring efficient and responsive irrigation services for stakeholders.

The two-day audit aimed to determine whether the QMS is effectively implemented and maintained across the regional office. It covered the scope of public administration, specifically the provision of irrigation services through the development, construction, operation, and maintenance of irrigation systems. This initiative forms part of NIA’s continuing efforts to uphold quality service and compliance with established management standards.

The audit was conducted based on established criteria, including the International Organization for Standardization ISO 9001:2015 standard, the NIA QMS Manual, Desk Manuals, relevant regulatory laws, rules and policies, NIA Memorandum Circulars, NIA Region VII Office Memoranda, and Commission on Audit COA Circular 2012-001. These served as benchmarks in evaluating the conformity and effectiveness of documented procedures and operational practices within the organization.

To ensure a thorough and objective review, the audit employed various methodologies such as sampling, interviews with auditees, site visits, document review, and the use of audit checklists. Through these approaches, auditors were able to validate actual practices against documented procedures and identify areas for improvement in the implementation of the quality management system.

The conduct of the Internal Quality Audit underscores NIA Region VII’s dedication to continual improvement and institutional excellence. By regularly assessing its systems and processes, the agency strengthens its capability to deliver sustainable irrigation services and supports its mission of contributing to agricultural productivity and food security in the region.

𝐋𝐎𝐎𝐊: During the flag raising ceremony today, Operations, Institutional Development, and Equipment Management Section (OIDEMS) Acting Section Chief Engr. Maria Donesa A. Autida emphasized the agency’s continuing commitment to its primary mandate—expanding irrigated areas through irrigation development.

This milestone reflects the strong collective effort of NIA employees in advancing irrigation services, with the National Irrigation Administration (NIA) remaining the major contributor at 76% to irrigation development in Region 7, complemented by the Department of Agriculture (DA) and the Bureau of Soils and Water Management (BSWM) at 14%.
