PNP, UNIFIED 911 NET DRUNK SUSPECT FOR CHILD ABUSE, ILLEGAL FIREARM, AND RESISTANCE IN QC

The Philippine National Police, under the command of PNP Chief Police General PGEN Jose Melencio C. Nartatez Jr., arrested a 46-year-old male former security guard for violation of RA 7610 (child abuse), RA 10591 (illegal possession of firearm and ammunition), and Article 151 (resistance and disobedience to a person in authority) in front of his residence in Brgy. Gulod, Novaliches, Quezon City at around 6:30 PM on April 9, 2026, following an emergency call coursed through the Unified 911 system, a crucial public safety platform of the Department of the Interior and Local Government under Secretary Juanito Victor C. Remulla Jr.

Police investigation disclosed that a heated altercation erupted between the intoxicated suspect and his spouse inside their home, prompting the latter to leave to avoid further confrontation. The suspect then turned his aggression toward a 15-year-old female minor seated outside, physically assaulting her by kicking and punching while hurling degrading and offensive words. He subsequently retrieved a firearm from inside the house, pointed it at the victim, and threatened to kill her, causing fear and distress before the victim was rescued by a family member.

Acting on the report of a concerned citizen who alerted authorities through the emergency hotline, personnel of QCPD Novaliches Police Station 4 immediately responded, leading to the suspectโ€™s arrest. During the operation, the suspect resisted and attempted to flee, resulting in a brief foot chase and physical struggle before he was subdued. Recovered from his possession were a caliber .38 revolver without serial number, five live ammunitions, a black leather holster, and a gray lunch bag. The minor victim is now under the care of her mother, while the suspect remains in police custody pending inquest proceedings before the Quezon City Prosecutorโ€™s Office.

PNP Chief PGEN Nartatez Jr. emphasized the organizationโ€™s firm stance against violence, especially those involving minors: โ€œWe will act decisively against individuals who inflict harm and threaten lives, particularly the most vulnerable members of our communities. PNP ORDERS FULL-SCALE PROBE INTO PNPA HAZING; ACTIVITIES SUSPENDED, 22 VICTIMS IDENTIFIED, 3 SUSPECTS IN CUSTODY

The Philippine National Police (PNP) has launched a full-scale and uncompromising investigation into the reported hazing incident involving cadets of the Philippine National Police Academy (PNPA), following the directive of PNP Chief, Police General Jose Melencio C. Nartatez Jr.

The Chief PNP directed Police Lieutenant General Bernard M. Banac, Deputy Chief for Administration (TDCA), together with the Directorate for Investigation and Detective Management (DIDM) as the Office of Primary Responsibility (OPR), in coordination with the Criminal Investigation and Detection Group (CIDG) and the PNP Health Service, to ensure a thorough, impartial, and evidence-based investigation.

The case stemmed from a follow-up operation by the CIDG Cavite Provincial Field Unit after reports of alleged maltreatment inside the PNPA. The operation led to the arrest of involved cadets and the recovery of items now submitted for forensic examination.

As an immediate directive, all cadet activities at the PNPA were suspended effective immediately to give way to the ongoing investigation, ensure preservation of evidence, and safeguard the welfare of cadets.

Initial findings revealed that twenty-two (22) Fourth Class cadets sustained injuries allegedly inflicted by three (3) Third Class cadets in an incident that occurred on April 3, 2026 at the PNPA. The victims were immediately given medical attention.

Medico-legal findings indicate that the injuries sustained have an estimated healing period of approximately fourteen (14) days. Further body checks conducted by the PNP Health Service also revealed additional cadets with minor injuries, which are being validated as part of the expanded investigation.

The three (3) identified suspects are now under the custody of the Criminal Investigation and Detection Group and have undergone inquest proceedings for violation of Republic Act No. 11053 or the Anti-Hazing Act of 2018.

Ongoing investigation has likewise unearthed possible prior hazing incidents, which are now being consolidated to ensure full accountability of all responsible individuals.

PNP Chief PGEN Jose Melencio C. Nartatez Jr. has ordered the strict enforcement of command responsibility, directing that lapses in leadership, supervision, or reporting be addressed through appropriate administrative actions.

The PNP also emphasized that PNPA submits regular weekly reports to the Chief PNP on cadet discipline and welfare, including hazing-related concerns, and that corresponding reminders have consistently been issued to leadership.

A comprehensive review of PNPA policies, systems, and training protocols is now underway to strengthen safeguards and prevent recurrence of similar incidents.

Following compliance with initial directives, PNPA activities are set to resume on April 11, 2026, subject to strict monitoring and additional control measures.

The Philippine National Police (PNP), in coordination with the Philippine Drug Enforcement Agency (PDEA), successfully conducted two separate anti-illegal drug operations on April 9, 2026, resulting in the arrest of six suspects and the confiscation of large volumes of suspected shabu.

In Paraรฑaque City, a joint buy-bust operation led to the arrest of five newly identified high-value individuals in a residential area of Sun Valley. Operatives arrested alias โ€œBossing,โ€ a 35-year-old female, along with four cohorts, all Filipino nationals, during the coordinated operation of PNP and PDEA anti-illegal drug units.

Authorities seized more than 13 kilograms of suspected shabu with standard drug price (SDP) of โ‚ฑ 91,045,200.00, along with fi****ms, ammunition, cash, and other non-drug evidence.

In a separate operation in Brgy. San Jose, Dulag, Leyte, joint elements of RPDEU8, together with PDEA RO8 and other support units, conducted a buy-bust operation at around 11:35 PM, resulting in the arrest of a 45-year-old drug suspect listed as Rank No. 3 in the regional priority target list.

Confiscated during the operation were approximately 1,547 grams of suspected shabu with SDP of โ‚ฑ10,519,600.00, along with buy-bust money, boodle money, and other personal items.

All pieces of evidence were properly marked and inventoried at the place of arrest in the presence of required witnesses, in accordance with established procedures. Charges for violation of the Comprehensive Dangerous Drugs Act of 2002 are being prepared against the arrested suspects.

PNP Chief, Police General Jose Melencio C. Nartatez Jr., commended the operating units for the successful operations, highlighting the importance of strong coordination and sustained efforts in the anti-drug campaign.

OVER 53K VIOLATORS RECORDED IN LATEST SAFER CITIES OPERATIONS

The Philippine National Police (PNP) reported continued implementation gains under the Safer Cities Initiative, following sustained operations across the National Capital Region on April 10, 2026.

A total of 9,810 individuals were recorded for violations of local ordinances for the latest monitoring period, bringing the cumulative total to 53,293 apprehensions since the start of implementation on April 6, 2026.

Breakdown shows drinking and smoking in public places at 2,857, followed by roaming without shirts at 886, curfew violations among minors at 802, and karaoke beyond allowed time at 220, while 5,045 were recorded under other ordinance violations.

Across police districts for the latest period, the Southern Police District recorded 3,229 violators, North Police District with 1,830, Quezon City Police District with 1,695, Eastern Police District with 1,557, and Manila Police District with 1,499.

For case disposition on April 10, a total of 4,011 were fined, 91 were charged, while 5,708 were warned and released, depending on applicable local ordinances.

PNP Chief, Police General Jose Melencio C. Nartatez Jr., said the figures reflect the continuing impact of visible and consistent enforcement on public behavior. โ€œMakikita po natin na habang tuloy-tuloy ang presensya ng pulisya sa komunidad, unti-unti ring tumataas ang pagsunod sa mga ordinansa,โ€ he said.

He added that the initiative supports the PNP Focused Agenda under Enhanced Managing Police Operations and is aligned with the peace and order direction of President Ferdinand R. Marcos Jr. The PNP also acknowledged the support of the Department of the Interior and Local Government in strengthening coordination with Local Government Units and barangays.

The Safer Cities Initiative continues to focus on addressing common ordinance violations through coordinated enforcement with LGUs and barangays, reinforcing discipline and community order.

Authorities reminded the public to strictly observe local ordinances to avoid penalties and inconvenience as enforcement operations remain sustained nationwide.

The PNP said the initiative will be expanded nationwide as part of its continuing commitment under โ€œBagong PNP para sa Bagong Pilipinas: Serbisyong Mabilis, Tapat at Nararamdaman.โ€
