BFP REGION 8 CONDUCTS HOUSEHOLD FIRE SAFETY LECTURE

Tacloban City – October 22, 2026 – Under the guidance of FCSUPT WILBERTO RICO NEIL A KWAN TIU, Officer-in-Charge, and the steadfast leadership of FSSUPT CROSBEE B GUMOWANG, DSC, Acting Regional Director, the Bureau of Fire Protection (BFP) Region 8 conducted a Basic Household Fire Safety and Prevention Lecture at Hotel de Fides, Tacloban City, to promote fire safety awareness and prevent household fire incidents.

The lecture was facilitated by FINSP JASPER M OPADA, Acting Chief of the Fire Safety Enforcement and Prevention Division; FINSP JUDE JOCYRIL S ALCOSEBA, Chief of the Community Relations Section; and FO1 Michael A Kahano, who discussed essential fire prevention measures and appropriate responses to household fire emergencies.

Through this initiative, BFP Region 8 continues to promote proactive fire safety practices and strengthen public awareness to protect lives and properties.

BFP REGION 8 STRENGTHENS WILDLIFE RESCUE AND HANDLING CAPABILITIES

Tacloban City — 22 October 2026 — Under the guidance of FCSUPT WILBERTO RICO NEIL A KWAN TIU, DSC, Officer-in-Charge of the Bureau of Fire Protection, the Bureau of Fire Protection Region 8, under the leadership of FSSUPT CROSBEE B GUMOWANG, DSC, Acting Regional Director, continued the second day of its Wildlife Handling and Rescue Training in collaboration with the Department of Environment and Natural Resources (DENR) Regional Office 8.

The sessions focused on wildlife behavior, defensive mechanisms, and appropriate handling procedures to minimize risks to rescuers and prevent injury or stress to the animals. The personnel from the Special Rescue Force (SRF) also conducted practical exercises and return demonstrations to apply the techniques necessary for safe and controlled wildlife rescue operations.

In his closing message, FSSUPT CROSBEE B GUMOWANG, DSC, Acting Regional Director, expressed his appreciation to DENR Regional Office 8 for its technical expertise and support in the conduct of the training. He emphasized the importance of equipping the SRF personnel with the knowledge and practical skills necessary to respond effectively to wildlife-related incidents, particularly those assigned to mountainous and other areas where encounters with wildlife are more likely.

The training reinforces the Bureau's commitment to enhancing the operational readiness and technical proficiency of its rescue personnel in handling wildlife-related emergencies.

BFP REGION 8 GAD FOCAL POINT SYSTEM ATTENDS GAD CAPABILITY-BUILDING ACTIVITY

Under the guidance of the Officer-in-Charge FCSUPT WILBERTO RICO NEIL A KWAN TIU, DSC, and the steadfast leadership of Acting Regional Director FSSUPT CROSBEE B GUMOWANG, DSC, members of the Bureau of Fire Protection Region 8 Gender and Development Focal Point System (GFPS) participated in a four-day Gender and Development (GAD) capability-building activity to strengthen their knowledge and competencies in gender-responsive planning, budgeting, and implementation.

The delegation was led by FSSUPT FRITZIE G MANATAD, DSC, Assistant Regional Director for Administration and Alternate Chairperson of the Regional GFPS, together with FCINSP ALAIN REEV M JACA, Head for Planning, and FCINSP CHRISTIAN REY A GOYONE, Head of the Secretariat.

The activity covered essential topics, including gender and development concepts, GAD policy imperatives, gender analysis, the Harmonized Gender and Development Guidelines (HGDG), and the GAD Planning and Budgeting Process. Through these sessions, participants gained valuable insights into integrating gender perspectives into agency programs, projects, and activities to ensure inclusivity and responsiveness to the needs of all personnel and stakeholders.

The participation of BFP Region 8 underscores its commitment to strengthening institutional GAD mechanisms, promoting gender equality, and fostering a safe, inclusive, and equitable working environment. The knowledge gained will further support the effective implementation of gender-responsive policies and initiatives across the region, in line with the BFP’s mandate of delivering professional, accountable, and people-centered public service.

Tacloban City – October 22, 2026 – Under the guidance of the Officer-in-Charge, FCSUPT WILBERTO RICO NEIL A KWAN TIU, DSC, the newly designated Acting Regional Director of BFP Region 8, FSSUPT CROSBEE B GUMOWANG, DSC, paid a courtesy visit to the Regional Director of the Department of the Interior and Local Government (DILG) Region 8, DIR. ARNEL M. AGABE, CESO III.

Accompanied by Assistant Regional Director for Operations FSSUPT ELLAFIL A LIBARNES, DSC, and Regional Chief of Staff FSSUPT ELBERTO C MARQUESES JR., DSC, the visit served as an opportunity to establish rapport and reinforce the strong partnership between the BFP and DILG under the new regional leadership.

The courtesy call highlighted both agencies’ shared commitment to strengthening inter-agency coordination, enhancing public safety and emergency response, and delivering efficient, responsive, and people-centered services to the communities of Eastern Visayas.

OCTOBER 21, 2026 - A MILESTONE OF EXCELLENCE

The Bureau of Fire Protection (BFP) Region 8 joins the entire BFP family in celebrating the Bureau’s recognition as the Philippines’ Best Employer for 2027, ranking first among 300 organizations nationwide.

This remarkable achievement under the leadership of FCSUPT WILBERTO RICO NEIL A KWAN TIU, DSC, Officer-in-Charge, marks the Bureau’s third first-place finish, following its achievements in 2024 and 2026. This recognition reflects the BFP’s continuing commitment to personnel welfare, professional growth, and excellence in public service.

BFP R8 ACTING REGIONAL DIRECTOR CONDUCTS OFFICIAL VISITS, INSPECTS REGIONAL HEADQUARTERS

LEYTE — OCTOBER 21, 2026 — Under the guidance of Officer-In-Charge of the Bureau of Fire Protection, FCSUPT WILBERTO RICO NEIL A KWAN-TIU, DSC, the Bureau of Fire Protection Region 8 Acting Regional Director, FSSUPT CROSBEE B GUMOWANG, DSC, conducted a series of official visits to the various divisions, sections, and units of the Regional Office, the 911 Satellite Command Center, Office of the Provincial Fire Marshal of North Leyte, and Palo Fire Station to engage with personnel and gain firsthand insight into their respective functions, ongoing activities, and operational concerns.

As part of his first official engagements, FSSUPT GUMOWANG also visited the newly constructed BFP Region 8 Regional Headquarters in Candahug, Palo, Leyte. He was accompanied by FSINSP BENECIO C VIRTUDAZO JR., Acting Chief of the Regional Logistics Division, and other commissioned and non-commissioned officers.

During the site visit, discussions centered on the progress of the facility, identified areas for improvement, and the ongoing construction of Annex Building. The inspection formed part of the continuing efforts to ensure that the Regional Headquarters meets the operational, administrative, and logistical requirements of the Bureau.

Through responsive leadership and sustained institutional development, BFP Region 8 aims to further enhance its operational readiness and deliver efficient, reliable, and effective fire protection and emergency response services to the people of Eastern Visayas.

BFP REGION 8 STRENGTHENS RESCUE CAPABILITIES THROUGH WILDLIFE HANDLING AND RESCUE TRAINING

TACLOBAN CITY — October 21, 2026 — Under the guidance of Officer-In-Charge, BFP National Headquarters, FCSUPT WILBERTO RICO NEIL A KWAN-TIU, DSC, and the leadership of Acting Regional Director of BFP R8, FSSUPT CROSBEE B GUMOWANG, DSC, the Bureau of Fire Protection Region 8 commenced the first day of its two-day Wildlife Handling and Rescue Training, in collaboration with the Department of Environment and Natural Resources (DENR) Regional Office 8, aimed at enhancing personnel capabilities in the safe, effective, and responsible handling of wildlife-related emergencies.

The training brought together members of the Regional Special Rescue Force and Special Rescue Company from various provinces across Eastern Visayas, alongside personnel from the Regional Operations Division and Tacloban City Fire Station.

The opening ceremony was spearheaded by FSSUPT ELLAFIL A LIBARNES, DSC, Assistant Regional Director for Operations, together with FSSUPT ELBERTO C MARQUESES JR, DSC, Regional Chief of Staff; FCINSP VIC LEONIL L MACASIL, Acting Chief, Special Rescue Force; and key representatives from DENR Region 8.

With DENR subject matter experts facilitating the sessions, the first day of training featured lectures on proper wildlife identification, safe handling techniques, rescue procedures, and coordination protocols to ensure the safety of responding personnel, the public, and the animals involved.

Through continuous capability development and strengthened partnerships, BFP Region 8 remains committed to delivering responsive rescue services that safeguard lives while protecting the region's wildlife and natural environment.
