A good harvest is only half the challenge local rice farmers need to overcome; the other half is in making sure their produce reaches the market and generates enough income to support their families.

To help address this challenge, the National Irrigation Administration in Eastern Visayas (NIA-8) has provided P1 million in livelihood assistance to the LAKKASMO Irrigators Federation of Agriculture Cooperative (FiCo) in Brgy. San Jose, Ormoc City to support its newly launched rice trading business venture.

‎The National Irrigation Administration (NIA) Region VIII, together with the 𝘓𝘈𝘊𝘈𝘚𝘕𝘈, 𝘒𝘈𝘚𝘈𝘕𝘈𝘎, 𝘒𝘈𝘚𝘚𝘈𝘔𝘈𝘝𝘈, 𝘚𝘑𝘚𝘉, 𝘔𝘈𝘙𝘓𝘐𝘚, 𝘖𝘚𝘋𝘐 (𝐋𝐀𝐊𝐊𝐀𝐒𝐌𝐎) Irrigators Federation of Agriculture Cooperative (FiCo), officially launched its Rice Trading initiative today, August 28, 2026, at Sitio Tabak, Brgy. San Jose, Ormoc City, marking a vital milestone for the local farming community.

‎Organized on October 13, 2023, LAKKASMO FiCo is the first secondary cooperative under the Bao River Irrigation System (RIS), composed of six active primary cooperatives. With an initial capital build-up of Php 1.2 Million , the cooperative has since engaged in various business ventures.

‎LAKKASMO FiCo received 𝐋𝐢𝐯𝐞𝐥𝐢𝐡𝐨𝐨𝐝 𝐀𝐬𝐬𝐢𝐬𝐭𝐚𝐧𝐜𝐞 𝐟𝐫𝐨𝐦 𝐍𝐈𝐀, 𝐭𝐡𝐫𝐨𝐮𝐠𝐡 𝐭𝐡𝐞 𝐈𝐫𝐫𝐢𝐠𝐚𝐭𝐢𝐨𝐧 𝐌𝐚𝐧𝐚𝐠𝐞𝐦𝐞𝐧𝐭 𝐓𝐫𝐚𝐧𝐬𝐟𝐞𝐫 𝐒𝐮𝐩𝐩𝐨𝐫𝐭 𝐒𝐞𝐫𝐯𝐢𝐜𝐞𝐬 (𝐈𝐌𝐓𝐒𝐒), 𝐚𝐦𝐨𝐮𝐧𝐭𝐢𝐧𝐠 𝐭𝐨 𝐎𝐧𝐞 𝐌𝐢𝐥𝐥𝐢𝐨𝐧 𝐏𝐞𝐬𝐨𝐬 (₱1,000,000.00), to support its rice trading operations. This initiative aims to generate additional income for the cooperative and its members, while maximizing the potential of the primary cooperatives covering a total service area of 2,482 hectares.

‎This is one of the objectives of the NIA Administrator Engr. Eddie Guillen, to empower Irrigators Associations (IAs) and Irrigators Service Cooperatives (ISCs) to expand their sources of livelihood, ensuring sustainable development beyond farming.
‎
‎Additionally, LAKKASMO FiCo has secured a contract with the City Government of Ormoc to supply 37,311 sacks of rice (10 kilos per sack) at ₱500.00 each, with a total contract value amounting to ₱18.6 Million, through the Sagip Saka Act.
‎
‎With this breakthrough, LAKKASMO FiCo is positioned to achieve greater financial independence, secure better market prices for farmers’ harvests, foster sustainable economic growth within their barangay, and build stronger, self-reliant farming communities.

On August 26, 2026, the National Irrigation Administration Regional Office VIII (NIA RO VIII) conducted an Orientation and Hands-on Training on its In-House Developed Information Systems and Modules, attended both face-to-face and virtually by Administrative and Finance personnel from the NIA Regional Office, Biliran-Leyte del Norte-Leyte del Sur IMO (BLNLS IMO), Eastern-Western Samar IMO (EWS IMO), and Northern Samar IMO (NS IMO).

The activity was spearheaded by Engr. Jojo A. Arceño, Engineering and Operation Division (EOD) Manager, and Arnel B. Mendoza, Administrative and Finance Division (AFD) Manager, and facilitated by the Information Technology (IT) Unit personnel Paolo P. Montejo and Lyndon de Castro.

The orientation covered the following systems: Reports of Supplies and Materials Issued Information System (RSMI IS), Reports of Spare Parts Issued IS (RSPI IS), Reports of Construction Materials Issued IS (RCMI IS), Online Leave Application and Balances Information System (OLABIS), and the Payment and Financial Monitoring System(PFMS). These provided participants with both an overview and hands-on experience using the systems.

As we move forward in the digitalization era, these information systems, are relevant innovations that enhance digital tools for efficient monitoring, accurate reporting, and timely delivery of services.

‎The University of Eastern Philippines (UEP) Tilapia Hatchery, led by Mr. Jonas E. Estorba, Officer-in-Charge, distributed 4,000 tilapia fingerlings to the Macagtas Small Water Impounding Project (SWIP) Irrigators Association (IA) to support its livelihood and aquaculture activities.

‎Mr. Romeo A. Lim, IA President, formally received the fingerlings on behalf of the association, with Barangay Officials of Macagtas witnessing the distribution. The activity highlights the community’s support for programs that promote sustainable livelihood and food security.
‎
‎Beyond irrigation, the Macagtas SWIP IA continues to maximize its resources to develop additional livelihood opportunities for its members, with the support of the National Irrigation Administration (NIA) and other partner agencies.
