PRESS RELEASE: NIA Achieves Outstanding Corporate Governance Rating for the First Time Since 2015

The National Irrigation Administration (NIA) earned its first Outstanding rating in the CY 2024 Corporate Governance Scorecard (CGS). NIA's score improved from 89.98% (Excellent) to an adjusted rating of 91.15% (Outstanding), the highest rating given by the GCG.

The milestone reflects NIA’s commitment to transparency, accountability, good governance, and reforms under the leadership of Administrator Eddie G. Guillen and the NIA Board of Directors. It reinforces the Agency’s dedication to efficient irrigation services and sustainable agriculture.

CGS is a tool devised by GCG to measure the performance of all GOCCs based on Stakeholder Relationships (15%), Disclosure and Transparency (35%), and Responsibilities of the Board (50%). It is different from the Performance Scorecard which is a tool that measures the performance of GOCCs based on unique criteria and parameters.

The National Irrigation Administration (NIA) has earned an “Excellent” rating on the Corporate Governance Scorecard (CGS) administered by the Governance Commission for GOCCs (GCG), marking its highest governance score since 2015.

A proud milestone for Eastern Visayas

The Hibulangan Small Reservoir Irrigation Project (Hibulangan SRIP) is the first completed impounding earthfill dam with canal networks in Eastern Visayas. This landmark project now provides a reliable water supply to rice farms in the towns of Villaba, Matagob, and Kananga—areas well known as major rice-producing communities in Leyte.

By ensuring year-round irrigation, the Hibulangan SRIP strengthens food security, boosts farmers’ productivity, and supports sustainable agricultural growth in the region.

As an annual tradition of the agency, NIA Region VIII through the leadership of Regional Manager Engr. Jaime C. De Jesus, kicks off Ushering 2026, today, January 12, 2026 with the theme: Ready.Set.Flow! at the NIA Regional Office VIII Grounds.

NIAns across the region participated in the activity, by tying their commitments to the Ushering Wall with the colored ribbons that represents their goal for the year. Navy blue represents Efficiency, Royal blue for Resiliency, Aqua Blue for Energy, Light Blue for Gratitude, and White for Health.

This activity does not officially welcome the new year, it sets the tone for a year guided by strong leadership,united purpose and collective momentum, flowing forward together towards sustainable irrigation development for the farmers of Eastern Visayas.

Ngayon araw, nakikiisa ang National Irrigation Administration (NIA) sa paggunita sa kanyang buhay at mga prinsipyo. Sa pagpapatuloy ng aming tungkulin, kinikilala namin ang mahalagang papel ng ating mga bagong bayaning magsasaka at bawat Pilipinong patuloy na ipinaglalaban ang mga adhikain ni Rizal: ang pag-unlad ng pamayanan at kapakanan ng sambayanan.
