The Department of Agriculture is the principal agency of the Philippine government responsible for the promotion of agricultural and fisheries development and growth. In pursuit of this, it provides a policy framework that directs public investments and, in partnership with the local government units (LGUs), provides the support services necessary to make agriculture and fisheries, and agri-based enterprises profitable and to help spread the benefits of development to the poor, particularly those in the rural areas.

[I am happy that our area was included for the demonstration. Before, in weather like this, we harvested nothing because we lost it to the high tide. Now, we managed to plant and harvest the NSIC Rc 534 variety. I am grateful for DA's support because if without this demo, we would not have any yield right now.]

Lagang, Farmer-Cooperator, ang kanyang karansan bago at pagkatapos ng Harvest Festival and Farmers Field Forum - Expanded On-farm technology Demonstration (EOFTD) of Saline-tolerant In**ed Varieties in Eastern Visayas noong ika-3 ng Setyembre, 2026, sa Hinundayan, Southern Leyte. Ika niya, kung hindi dahil sa ginanap na techno-demo, maaring hindi pa rin siya makakaani gaya noong nakaraang panahon sa pagtatanim (cropping season) dahil hindi kinaya ng mga pananim ang tinding alat dala ng pagtaas ng tubig dagat o high tide.

Along with other government agencies, the Department of Agriculture- Regional Field Office 8 (DA-RFO 8) joined the rollout of government services during the Handog ng Pangulo: Serbisyo Para sa Lahat Program at the Southern Leyte Provincial Gymnasium in Maasin City.

Representing the DA-RFO 8 was Dr. Leonarda Londina, Regional Technical Director (RTD) on Research and Regulation, who led the ceremonial turnover of agricultural interventions, together with Governor Damian Mercado, Vice Governor Rosa Emilia Mercado, and other agency heads.

The agricultural interventions turned over to the Province of Southern Leyte included: Hybrid Rice Seeds and Inorganic Fertilizer to the Provincial Agriculture Office; Biologics and livelihood opportunities for livestock farmers through the Provincial Veterinary Office; Two heads of goat to Mr. Rolango R. Credo, livestock beneficiary; and Greenhouse shelter and vermi-composting facilities handed over to the Local Government Unit (LGU) of Sogod Southern Leyte.

Dr. Francisco B. Cabarrubias, Provincial Veterinarian of Southern Leyte, showed his gratitude towards the department and the national government for the livestock interventions the office received for the farmers in their province.

[Thank you very much to the Department of Agriculture, especially to our partner, the DA-RFO 8, for the support given to livestock farmers here in the province of Southern Leyte, by providing livelihood opportunities through the distribution of livestock and poultry, as well as providing veterinary drugs that help maintain the health of our farmers’ tended animals.]

Meanwhile, six provincial awardees of the Young Farmers Challenge (YFC) were also given certificates during the ceremonial turnover of interventions. Among the YFC startup capital grantees is Mr. Leo C. Beloy, proprietor of AquaTerra Farm in Silago, Southern Leyte. He then gave his thanks and shared his hopes for the agricultural sector.

[I am grateful to the Department of Agriculture for providing this grant because it is a big help in starting up my enterprise. My only hope for the DA, and for the agriculture industry, is that they continue to support our farmers so they will no longer struggle to sell their produce, which will hopefully increase the income of our farmers as well as our country.]

The DA - RFO 8 also offered walk-in services such as provision of packets of vegetables seeds and printed Information, Education, and Communication (IEC) materials on agriculture, veterinary services such as deworming, anti-rabies vaccination, neutering, and spaying, alongside the Presidential Assistance for Farmers and Fisherfolks Program (PAFFP) payout and the rollout of the P20 Rice Project.

Meanwhile, Kadiwa ng Pangulo exhibitors from Maasin City, Macrohon, and Saint Bernard also showcased their products during the event.

The DA - RFO 8 indeed contributed to the simultaneous rollout of public service initiative, as well on the overall fulfillment of the program’s purpose– to bring essential government services, financial aid, and public programs directly towards the local communities across the Philippines. # # #

The Department of Agriculture - National Organic Agriculture Program (NOAP) officially begins the Training for the Roll-Out and Implementation of the NOAP Playbook at Tierra de Milagros Resort, Brgy. Arado, Palo, Leyte.

The four-day activity from September 14-17, 2026, is composed of key NOAP stakeholders, and resource persons to implement the 2026-2035 National Roadmap. The training covers essential marketing principles, building demand and market development through intensive sessions, and offers practical advice for organic producers to empower them.

NOAP aims to establish an integrated ecosystem governance model from national to regional, co-op, and LGU levels, that will help to shift the organic farmers from being traditional producers to competitive agri-entrepreneurs. The initiative ensures sustainable agricultural development and long-term market viability, through collaborative workshops and plan presentations.

The Department of Agriculture - Regional Field Office 8 (DA-RFO 8) took center stage today at the Handog ng Pangulo: Serbisyong Sapat Para sa Lahat caravan, The agency drew massive crowds bringing vital agricultural interventions, seeds, and affordable food to the people of Samar.

In line with President Ferdinand R. Marcos Jr.’s commitment to national food security, DA-RFO 8 spearheaded efforts to empower local agrarian communities, accommodated 308 PAFFP beneficiaries, and provided immediate market access for both producers and consumers.

[This is good because we did not receive this before, but now we have the PAFFP. So, a lot of underprivileged people have benefitted from these government projects. Thank you to the Department of Agriculture and to our President for helping those in need.]

At the heart of their frontline operations was the highly anticipated Kadiwa ng Pangulo market. This platform directly connected ten (10) local farmer groups and micro-enterprises with buyers, offering fresh, nutritious, and highly affordable agri-products while cutting out middleman costs.

Alongside the market, lines formed for the distribution of various seeds which will help smallholder farmers jumpstart their planting season. On-site technical teams also distributed agricultural IEC materials to empower farmers with modern, climate-smart farming techniques.

Additionally, a major highlight of the activity was the ceremonial turnover of certificates for various breakthrough agricultural programs.

Under the corn program, a tractor was turned over to Samar Multi-Purpose Cooperative. Chickens and layer feeds were also distributed to thirteen (13) Special Area for Agricultural Development (SAAD) Program farmer-group beneficiaries.

Meanwhile, the Provincial Veterinary Office of Samar led the distribution of certificates for veterinary drugs, dewormers, biologics, livelihood opportunities, and viable enterprises to secure animal health across the province. Meanwhile, the Himay Farmers Association from San Jorge, Samar, officially received livelihood assistance under the 2026 Livestock Economic Enterprise Development (LEED) program to jumpstart their poultry enterprises.

Aiming to boost future crop yeild, the Provincial Agriculture Office of Samar awarded hybrid rice seeds and inorganic fertilizer for irrigated areas tailored for the upcoming dry season. Another significant support was realized through the turnover of the Coconut Farmers and Industry Development Plan (CFIDP) nursery to the Calapi Irrigators Association Inc. and Rawis Farmers and Fisherfolks Association.

Furthermore, youth empowerment in agriculture shined bright as Eden P. Palma was officially recognized as one of the 2026 Young Farmers Challenge (YFC) awardees.

Through these continuous agricultural interventions and direct community caravans like today's Handog ng Pangulo, DA-RFO 8 continues to pave the way for a more resilient, sustainable, and food-secure future across Eastern Visayas. # # #

The Department of Agriculture RFO 8 has officially launched the “Benteng Bigas, Meron Na!” Program in the Province of Biliran. A total of 200 bags were readily available and was benefitted by 2000 families. Each family was able to buy rice at P20.00 per kilo at a maximum of 10kilos. Beneficiaries include farmers and fisherfolks and those under the vulnerable sectors.

[This is a big help because in our daily lives, we all need rice especially that we have children who go to school. We can give them packed meal for lunch instead of money. They already have food which cost cheaper.]

He also expressed his immense joy seeing that the P20 has indeed came to reality. The Province of Biliran is the 18th LGU who has officially implemented the program.

During the said activity, P20 app was also introduced and utilized to ensure accurate rice distribution and proper monitoring. This app is also designed for convenient registration of buyers and faster transaction.

The “Benteng Bigas, Meron Na!” is a flagship program of President Ferdinand R. Marcos, Jr. to attain food security and address one of the basic needs of every Filipino family. Thus, this launching was made possible in line with the Handog Ng Pangulo 2026, in partnership with the PLGU Biliran.

• Review of Financial and Economic Analysis of the various feasibility studies and business plan proposals submitted under PRDP;
• Provide technical assistance to the Local Government Units and Proponent Groups during the conduct of technical validation in the field, preparation of economic and financial analysis for the different feasibility studies and business plans and other related activities if necessary;
• Assist in the conduct of rapid appraisal of emerging benefits;
• Assist in the conduct of prioritization run for I-BUILD subprojects;
• Assist in the development/ enhancement of economic models and analytical methods and tools, including spreadsheet analysis as well as other econ related databases;
• Conduct primary research, data collection and analysis and literature reviews;

In a major effort to bolster food security, cushion economic burdens, and drive inclusive rural development, local farmers and fisherfolk in Eastern Samar received Php15,236,428.00 worth of agricultural interventions during the nationwide Handog ng Pangulo event at the Capitol Gym in Borongan City.

Delivering the President's message, Assistant Secretary Rosalinda P. Bautista reaffirmed the event's public service mandate, highlighting the government's commitment to delivering health, employment, and livelihood support directly to grassroots communities.

The Department of Agriculture Regional Field Office 8 (DA-RFO 8 ), represented by OIC- Regional Technical Director for Operations Francisco C. Rosaroso alongside Governor Ralph Vincent M. Evardone, spearheaded the turnover of high-impact production inputs and infrastructure.

To boost agricultural resilience for farmers and fisherfolk across the province, the aid package delivered one High Value Crops Development Program (HVCDP) rain shelter, two coconut nurseries under the Coconut Farmers and Industry Development Plan (CFIDP), 11 Livelihood Opportunities and Viable Enterprise (LOVE) Projects, 23 sets of livestock veterinary drugs, dewormers, and biologics from the National Livestock Program (NLP), six sets of hybrid rice seeds and inorganic fertilizers for irrigated areas during the dry season, and 500 vegetable seed packets. Recognizing youth-driven agricultural innovation, the ceremony also celebrated four awardees of the Youth Farmers Challenge, equipping young agripreneurs with the capital and momentum to modernize local farming.

Directly connecting producers with consumers, ten local farmer groups joined the Kadiwa ng Pangulo market. Anita Dadulla, General Manager of the Balangkayan Agriculture Cooperative (BACO), shared, “This is a huge help to our cooperative as well as to other farmers. They no longer struggle to sell their harvests, and at the same time, we are able to help consumers eat fresh and affordable products.”

To alleviate rising living costs for everyday consumers, the DA facilitated the official Authority to Withdraw rice from the National Food Authority (NFA) for the Benteng Bigas Meron Na program, releasing 150 sacks of quality rice priced at just Php20 per kilo. Beneficiaries expressed deep relief over the immediate savings, with Charlita Pomentil, a 4Ps beneficiary from San Julian, Eastern Samar, noting, “𝘔𝘢𝘶𝘱𝘢𝘺 𝘬𝘢𝘺 𝘮𝘢𝘺𝘥𝘢 𝘩𝘪𝘯, 𝘥𝘢𝘬𝘰 𝘯𝘢 𝘪𝘯 𝘯𝘨𝘢 𝘣𝘶𝘭𝘪𝘨 𝘶𝘳𝘰𝘨 𝘯𝘢 𝘪𝘵 𝘱𝘢𝘨-𝘣𝘶𝘥𝘨𝘦𝘵.
