The Department of the Interior and Local Government (DILG) Tacloban City joined the 2026 Outstanding Sangguniang Kabataan Awards and Recognition (OSKARS) held on September 5, 2026, at Pacific Point Resort. The event served as a platform to recognize and commend the good governance, quality leadership, dedication, and accomplishments of the Sangguniang Kabataan (SK) officials of the barangays of Tacloban City.

The program commenced with a welcome message from SK Federation President Hon. Emmanuel Dirko S. De Paz and Mr. Jefferson Pabunan of the City Youth Development Office (CYDO). A special message from Atty. Christy Anne C. Amboy was also delivered, representing DILG Tacloban City, further highlighting the importance of committed and responsive youth leadership.

The event recognized outstanding SK officials and barangays for their exemplary performance, including consistent submission of Quarterly Accomplishment Reports for FY 2025 and 2026, among others, and other recognitions such as the Barangay Local Governance Resource Center and Good Governance Affiliate Center Awards. The youth volunteers who served as actors and actresses for the CBRN SimEx initiative were likewise recognized for their valuable contribution and support.

More than a celebration of achievements, the OSKARS Awards served as an inspiration for the young leaders of Tacloban City to continue serving with passion, commitment, and dedication toward meaningful public service.

The Department of the Interior and Local Government (DILG) Tacloban City attended Pag-aram ha EODB: Pagpapahusay ng Pamamahala sa Serbisyong Pampubliko sa Pamamagitan ng Mabisang Pagpapatupad ng Barangay Citizenโ€™s Charter on August 25, 2026, via Zoom.

The activity aimed to enhance the awareness and understanding of barangay officials on the importance, purpose, and legal requirements of the Barangay Citizenโ€™s Charter under the Ease of Doing Business (EODB). It also sought to orient participants on the proper process of formulating, updating, and submitting the Barangay Citizenโ€™s Charter in compliance with existing Anti-Red Tape Authority (ARTA) requirements and standards.

Further objectives were to strengthen the capacity of barangays to develop and maintain an accurate, updated, and citizen-responsive Citizenโ€™s Charter that reflects their actual frontline services and procedures, and to address common gaps and challenges encountered by barangays in the preparation, updating, and submission of their Citizenโ€™s Charter.

DILG Tacloban supports the effective implementation of the Barangay Citizenโ€™s Charter as a tool for clearer, faster, and more citizen-friendly public service. The office stands with barangays in keeping their charters accurate and up to date so residents can better understand the services available to them and how those services are delivered.

The Department of the Interior and Local Government (DILG) Tacloban City Office, in close coordination with the Tacloban City Governmentโ€™s Regional Local Governance Champions (RLGC) Technical Working Group (TWG), successfully conducted a Mock Onsite Assessment on August 26, 2026. The activity formed part of the cityโ€™s comprehensive readiness measures in anticipation of the official 2026 RLGC Regional Assessment Committee (RAC) validation scheduled on September 9, 2026.

The joint assessment team carried out an extensive inspection of key government facilities and service delivery points across the city to verify compliance with RLGC standards and requirements. The evaluation covered critical governance areas including financial administration, disaster resilience, peace and order, social protection, business competitiveness, and environmental management, among others. Documentary evidence, physical infrastructure, and operational protocols were reviewed to ensure alignment with national local governance benchmarks.

The mock assessment served as a strategic mechanism for identifying gaps, addressing deficiencies, and refining the cityโ€™s means of verification (MOVs) prior to the formal RAC validation. By simulating the actual assessment process, the activity strengthened inter-agency coordination and reinforced the shared commitment of city officials, department heads, and DILG personnel toward achieving excellence in local governance. This collaborative initiative highlights Tacloban Cityโ€™s proactive stance in upholding transparency, accountability, and high performance in public service.

Following the completion of the mock onsite assessment, the RLGC TWG will consolidate findings, prioritize corrective actions, and conduct final validations in preparation for the September 9 RAC Validation. The DILG Tacloban City Office remains steadfast in providing technical assistance and guidance to ensure that all requirements are fully met. With these concerted efforts, Tacloban City is well-positioned to demonstrate its governance achievements and compete strongly in the 2026 Regional Local Governance Champions awards.

The Department of the Interior and Local Government (DILG) Tacloban City conducted a Katarungang Pambarangay (KP) Re/Orientation with Barangay 99 Diit barangay officials, Lupon members, and barangay tanods on August 20, 2026 at Puyok Caraga Gym, Barangay 99 (Diit), Tacloban City.

Barangay Diit, through its KP Symposium initiative, invited DILG Tacloban to conduct the KP Re/Orientation Seminar-Training. Katarungang Pambarangay is the barangay justice system that helps neighbors settle disputes at the community level before cases are brought to court.

The seminar included a basic overview of the Katarungang Pambarangay Law, its jurisdictional aspect, and the general process flow, as well as a simulation exercise. The training focused more on the conciliation portion of the KP process so as to encourage and motivate the Lupon members to perform their roles and responsibilities as conciliators well.

In the simulation exercise, participants stepped into the roles of conciliator, complainant, or respondent. The activity gave barangay officials, Lupon members, and tanods a practical look at how conciliation works and how they can help residents resolve conflicts fairly and peacefully in the barangay.

DILG Tacloban supports the barangay justice system by helping local officials and Lupon members strengthen their skills in conciliation and community dispute settlement. Through activities such as this seminar-training, the office remains committed to a Katarungang Pambarangay that is accessible, effective, and responsive to the people of Tacloban.

The Department of the Interior and Local Government (DILG) Tacloban City attended the Orientation on the Training Needs Assessment (TNA) Tool for Barangay Officials on August 24, 2026, via Zoom. The activity was conducted under the Department of the Interior and Local Government โ€“ Local Government Academy, in partnership with Bukidnon State University.

The orientation is part of the project Enhancement of the Basic Orientation Course for Barangay Officials under the Barangay Newly Elected Officials (BNEO) towards Grassroots Renewal and Empowerment for Accountable and Transparent (GREAT) Barangays Program. The session introduced the TNA Tool as an instrument for assessing the training needs of barangay officials.

The TNA Questionnaire assesses the competency levels and priority training needs of barangay officials related to their governance, leadership, organizational, functional, and core public service competencies. The assessment serves as a basis for identifying competency gaps and priority capability-building interventions necessary to strengthen barangay governance and public service delivery.

DILG Tacloban supports the use of the TNA as a guide for planning training that matches the actual needs of barangay officials. The office stands with efforts to equip barangay officials with the necessary skills so they can lead more effectively and deliver better public service in their communities.

The Department of the Interior and Local Government (DILG) Tacloban City attended the Reorientation on the Guidelines for the Registration and Granting of Permits and Recognition of Child Development Centers/Learning Centers on August 18, 2026, via Zoom.

The activity covered two topics that directly affect young children and the centers that serve them.The first topic, Fostering Quality in ECCD: Standards and Guidelines, focused on the standards and guidelines that support quality early childhood care and development. These standards help ensure that Child Development Centers (CDCs) and Learning Centers (LCs) provide safe, organized, and developmentally appropriate care for young children.The second topic, Registration, Permit to Operate, and ECCD Recognition Process, covered the steps needed before a center can legally operate and be recognized. This includes registration, the granting of a permit to operate, and the ECCD recognition process for Child Development Centers and Learning Centers. These processes help families identify centers that meet official requirements.

DILG Tacloban supports the activity in order to enhance the services delivered and to reach the purpose of CDCs and LCs more effectively. By taking part in the reorientation, DILG Tacloban reaffirms its dedication to quality early childhood care so that centers in the city can better serve children, support parents, and fulfill their role in the community.
