The exchange of ideas provided greater clarity and strengthened the collective preparedness of COMELEC personnel as preparations for the 2026 BSKE continued.

As of this time, there is no existing law postponing the conduct of the Barangay and Sangguniang Kabataan Elections (BSKE).

All preparations and election-related activities shall continue in accordance with the existing election calendar and the applicable rules and regulations of the Commission on Elections.

For accurate and timely updates, the public is advised to closely monitor official COMELEC announcements and advisories pertaining to the 2026 BSKE, particularly those concerning the filing of Certificates of Candidacy (COCs) and other important election-related activities.

As the first Bangsamoro Parliamentary Elections draw near, I wish to address all who share in this historic undertaking and whose work has helped bring us to this moment, not only to express gratitude for the considerable effort devoted to these elections, but also to share my hope for what they represent for the Bangsamoro people.

For the first time, the people of the Bangsamoro will elect a Parliament under a system intended to give fuller expression to the regions distinct political character. Founded on inclusion and representation, it provides safeguards against the concentration of political power, guaranteed space for sectors and communities whose voices must form part of public life, and a party system in which competition rests more firmly upon programs and principles, rather than the personality of politics. They reflect the larger aspiration for a Bangsamoro government that is representative of its people, responsive to their circumstances, and worthy of their trust.

These elections stand on generations of Bangsamoro struggle for homeland, identity and self-determination, in the face of dispossession, marginalization, conflict and sacrifice. That struggle ultimately found a political path through the peace process, which bound both the Bangsamoro and the National Government to the difficult but necessary work of building meaningful self-government. The election before us carries that history forward: institutions borne of struggle, negotiation and transition will now pass into the hands of representatives entrusted with the people's mandate through the ballot.

I offer my sincere appreciation to all who have helped prepare for these elections: the tireless men and women of the Commission, poll workers and volunteers; the media; civil society and citizens arms; domestic and international observers; our security forces; and our partners in government, the private sector and the international community. I likewise thank the Bangsamoro Government, the voters, political parties, and candidates who have engaged the Commission openly and constructively. The confidence placed in these elections will depend in no small measure upon the seriousness with which each of us fulfils our responsibilities.

On behalf of the Commission, I also extend my highest appreciation to President Ferdinand R. Marcos Jr. and the Executive branch for sustaining the National Government's commitment to the peace process and for mobilizing the support of its agencies for these elections; to the Senate and the House of Representatives for providing the legislative and budgetary support necessary to carry them forward; and to the Supreme Court for its guidance in ensuring that this historic exercise proceeds within the Constitution and the law.

I am aware of how easily cynicism can take hold in public life. We are often told that politics does not change, that institutions cannot overcome old habits, or that a single election can make little difference. But as Chairman, I have always hoped that, however modest our part may be, our work can help move something larger forward. The history of the Bangsamoro is proof that change is built through the accumulated efforts of many. For my part, I hope that by conducting these elections with integrity and purpose, we can help strengthen the institutions that will carry the Bangsamoro into its next chapter.

In the days ahead, I ask for the cooperation of all in ensuring elections that are free, orderly, honest, peaceful, and credible. Let every voter cast their ballot freely and without fear, and may every candidate and political party conduct themselves with restraint, respect for the process, and a shared commitment to preserving the safety of all.

COMELEC joined election management bodies from Australia, Bangladesh, the Maldives, and Nepal in sharing experiences, practices, and mechanisms for facilitating the exercise of voting rights by citizens living abroad.

The regional exchange provided an opportunity to share the Philippine experience in overseas voting and learn from the practices of other electoral representatives as countries continue to explore ways to strengthen electoral participation among their citizens overseas.
