DILG Leyte staff got hands-on experience with emergency safety when they took part in the Third Quarter Nationwide Simultaneous Earthquake Drill (NSED) on September 10, 2026, at Kanhuraw Hill, Tacloban City. Right as the clock struck 2:00 PM, everyone practiced the "Drop, Cover, and Hold" routine before safely walking out to the assembly area. The team made sure all evacuation routes were clear and did a headcount to ensure no one was left behind.

After the drill, the team inspected the office building to check for any damage before going back to work. Led by Engr. Richard V. Ytang, the debriefing gave everyone a chance to talk through how the drill went. They looked closely at what worked well and what could be improved, especially when it comes to keeping emergency supplies stocked and ready.

The safety training didn't stop at the office door. Through the "Listong Pamilya" orientation, staff learned how to bring disaster readiness home to their families. The session covered how to pack emergency kits, set up communication plans, secure heavy furniture, and know what to do before and after a quake. They were also introduced to HazardHunter, a helpful tool for checking specific local risks.

Overall, the event reminded everyone that being prepared is an ongoing habit, not a one-time event. Staff were encouraged to update their personal family plans, review evacuation steps, and fix any safety gaps in the office. Through regular practice, DILG Leyte keeps building a stronger culture of safety for both the workplace and home.

DILG LEYTE HOSTS MONDAY FLAG RAISING AND CONVOCATION

To formally open the workweek, the DILG Leyte Provincial Office served as host for the Monday Flag Raising and Convocation Ceremony held at the DILG Regional Office 8 Grounds, Kanhuraw Hill, Tacloban City on September 7, 2027.

Provincial Director Johannes Y. Dorado led the convocation under the theme "Bawat Kawani, Lingkod Bayan: Puso, Dangal at Galing para sa Bayan." Drawing from his 37-year career in the department, Director Dorado stressed that public service relies on prioritizing community needs over formal titles, reminding attendees: "Public service is never about position, title, or authority. It is about the people we serve. Listen to them first." He highlighted that maintaining institutional integrity requires balancing foundational experience with modern governance tools while remaining aligned with the principles of being Matino, Mahusay, at Maasahan.

Citing insights on leadership credibility, the message emphasized that genuine authority stems from direct connections with the public. The office will continue to apply these principles across its frontline programs to ensure consistent service delivery and mentor the next generation of local governance leaders.

City of Baybay vies for second Regional Local Governance Champions Award

The City of Baybay underwent the Regional Local Governance Champions (RLGC) Assessment on September 2, 2026, as it seeks to earn its second RLGC Award and build on its previous recognition for good local governance.

A six-member Regional Assessment Team evaluated the municipality's performance across the ten governance areas, providing the LGU an opportunity to demonstrate its continuing efforts to strengthen governance systems and improve public service delivery.

DILG Baybay City Local Government Operations Officer (CLGOO) Jessica J. Josol and LGOO II Shonalle D. Ballon provided technical guidance and assistance to the LGU throughout the assessment process.
