Pasil Marks 60 Years of Progress, Celebrates 8th Salip Festival

Kalinga – The Municipality of Pasil is set to celebrate its 60th Founding Anniversary and 8th Salip Festival on June 17–18, 2026, bringing together residents, guests, and stakeholders in a two-day celebration highlighting the town’s achievements, culture, and community spirit.

The twin celebration commemorates six decades since the establishment of Pasil as a municipality while showcasing the rich traditions and identity of its people through the Salip Festival.

Various activities have been lined up for the occasion, including sports competitions, a choral contest, cultural presentations, and community gatherings designed to promote camaraderie and participation among residents from the different barangays.

Municipal officials said the celebration serves as an opportunity to reflect on Pasil’s journey over the past 60 years, recognize the contributions of its people, and honor the cultural heritage that continues to unite the community.

The Salip Festival, now on its eighth year, remains one of the highlights of the event as it showcases local traditions, talents, and customs that have been passed down through generations.

As Pasil celebrates this milestone, residents are encouraged to take part in the festivities and join in recognizing the municipality’s accomplishments while looking forward to continued growth and development in the years ahead.

The local government led by Mayor Atty. Silvestre A. Mosing has also extended its invitation to visitors and former residents to come home and be part of the celebration, making the occasion a meaningful gathering of families, friends, and the wider Pasil community.

The 60th Founding Anniversary and 8th Salip Festival carry the theme of unity, progress, and cultural pride, reflecting the enduring spirit of the people of Pasil as they celebrate their past and embrace the future.

Provincial Assessor’s Office Strengthens Property Assessment Operations Through New Assessment Manual Roll-Out

June 15, 2026 – The Provincial Assessor’s Office of Kalinga is expected to further improve its real property appraisal and assessment services following its participation in the week-long roll-out training on the new Local Assessment Manual and the Manual on Real Property Appraisal and Assessment Operations.

Provincial Assessor Engr. Jeffrey Uyam informed that the office joined assessors and assessment personnel from various local government units in the training organized by the Department of Finance through the Bureau of Local Government Finance (BLGF).

The activity forms part of the implementation of the Real Property Valuation and Assessment Reform Act (RPVARA), which introduces significant updates and reforms in property valuation and assessment practices across the country.

Through the training, participants gained a better understanding of the revised policies, standards, and procedures that will guide local governments in conducting fair, uniform, and transparent real property assessments. The new manual is expected to strengthen assessment operations, improve valuation practices, and ensure compliance with national standards.

The knowledge and skills gained during the roll-out will help enhance the delivery of assessment services in Kalinga and support the province’s efforts to maintain accurate and updated property records.

The training also prepared participants for the cascading of the new guidelines at the local level, ensuring that assessment personnel are equipped to implement the reforms effectively.

With the adoption of the updated manual, local government units are expected to improve the efficiency and consistency of real property appraisal and assessment, contributing to better revenue generation and more equitable property valuation for taxpayers.

Governor Edduba Shares Lessons from Climate Resilience Learning Visit in Canada

BRITISH COLUMBIA, CANADA — Governor James S. Edduba shared key takeaways from a five-day learning visit in British Columbia (BC), Canada, where members of the Philippine delegation participated in discussions and site visits focused on climate resilience, disaster preparedness, and sustainable development. He was also joined by PPDC Flordeliza G. Moldero.

The Philippine Team, together with staff from Global Affairs Canada, Alinea International, the Climate Risk Institute of Canada, and Philippine counterparts, visited various government institutions, local governments, and academic organizations to learn about Canada’s approaches to climate adaptation and community resilience.

On the first working day, the delegation visited the Parliament of British Columbia and met with Hon. Kelly Greene, Minister of Emergency Management and Climate Readiness, along with senior officials from her department. The team was also given a tour of the parliament building.

Later, they traveled to the Municipality of Saanich, where local experts discussed nature-based infrastructure and how natural assets are integrated into planning and development. The group also visited an actual project site before proceeding to the University of Victoria, where specialists from the Canadian Centre for Climate Services presented topics on climate science, climate services, and decision support systems.

The second day took the delegation to the City of Nanaimo, where they were welcomed by Mayor Leonard Krog. Discussions focused on sea level rise management and nature-based coastal resilience. In the afternoon, the group visited Qualicum Beach to see the Greenshores project, a coastal protection initiative that uses natural solutions to improve resilience against climate impacts. The delegation then traveled to Vancouver via ferry.

In Vancouver and Burnaby on the third day, the team visited the Stanley Park Totem Poles for an Indigenous cultural learning experience. They later met with Philippine Consul General Dr. Gina Jamoralin, who hosted a luncheon discussion with the delegation. Among the topics discussed were possible sisterhood arrangements between Philippine and Canadian local governments, student exchange opportunities, and potential partnerships involving Indigenous women to promote local products and cultural knowledge.

The delegation also met with city planners in Burnaby for discussions on regional governance and climate planning. Another highlight of the day was an engagement with Burnaby’s first Filipina city councilor, who shared her experiences in local governance and public service.

On the fourth day, the team visited the Vancouver Central Library, which became a model cooling center following British Columbia’s 2021 heat dome event. In the afternoon, they traveled to the District of Squamish, home of the Squamish First Nation, where they met Mayor Armand Hurford, local officials, and Indigenous leaders. Discussions centered on municipal leadership, Indigenous partnerships, and community resilience. The delegation also visited Xwu’nekw Park and Eagle Viewing Park, one of the filming locations for the Netflix series Virgin River.

The final day included visits to the Cities of Delta and Surrey, where the delegation learned about the Living D**e Infrastructure Project and the Crescent Beach Storm Sewer Upgrade Project, both designed to reduce flood risks and strengthen community resilience. A dialogue with leaders of the Semiahmoo First Nation highlighted the importance of collaboration between local governments and Indigenous communities in resilience planning and implementation.

The program concluded with a debriefing and reflection session facilitated by Canadian partners. Members of the Philippine Team expressed their appreciation to the Government of Canada and partner organizations for the opportunity to learn from British Columbia’s experiences and best practices.

Governor Edduba said the visit provided valuable insights that can help strengthen local climate resilience efforts back home.

“The trip was educational and inspiring. We learned not only technical approaches to climate adaptation and disaster preparedness but also the value of culture, partnerships, and community involvement in building resilient communities,” he said.

The learning visit forms part of ongoing efforts to equip local leaders with knowledge and practical experiences that can be applied in addressing climate-related challenges in their respective communities.

TABUK CITY, Kalinga — Provincial and local government officials gathered from June 9 to 11, 2026, at Golden Berries Hotel and Restaurant in Appas, Tabuk City, for the Capacity Development Agenda (CDA) Formulation Workshop for Provincial Capacities for Full Devolution and Responsive Local Governance.

With the theme, “From Assessment to Action: Strengthening Provincial Capacities for Full Devolution and Responsive Local Governance,” the three-day workshop aimed to equip participants with the necessary knowledge and tools to develop a comprehensive Capacity Development Agenda that will support the province’s transition toward full devolution and improved local governance.

The activity was spearheaded by the Department of the Interior and Local Government (DILG)-Kalinga under the leadership of Provincial Director Mayer Max G. Adong, in partnership with the Provincial Government of Kalinga headed by Governor James S. Edduba, and with the support of DILG-Cordillera Administrative Region (CAR) Assistant Regional Director Ruperto B. Maribbay, Jr. and Division Chief of the Local Government Capability Development Division Mr. Klein Chunanon.

Throughout the workshop, resource speakers, namely, DILG-CAR Acting Section Chief Glaiza Lei G. Castillo, DILG-Kalinga Cluster Head Mediatrix R. Alino, and DILG-Kalinga OIC Program Manager/CDS Chief Faith L. De Jesus guided participants through the various modules of the CDA formulation process, emphasizing the importance of strategic capacity-building interventions in enhancing local government performance and service delivery.

The workshop brought together representatives from various provincial government offices, including the Office of the Provincial Governor, Office of the Provincial Planning and Development Coordinator, Office of the Provincial Human Resource and Management, Office of the Provincial Engineer, Office of the Provincial Accountant, Office of the Provincial Budget, Office of the Provincial Treasurer, Office of the Provincial Employment and Services, Office of the Provincial Social Welfare and Development, Office of the Provincial Disaster Risk Reduction and Management, Office of the Provincial Agriculture, Office of the Provincial Tourism, and the Provincial Health Office.

As part of the government's continuing efforts to strengthen local government capacities under the devolution framework, the workshop ensures that provincial governments are better prepared to deliver responsive, efficient, and people-centered services.

Kalinga PAC Strengthens Support for 4Ps Through Strategic Planning and Program Assessment

TABUK CITY, Kalinga –The Provincial Advisory Council (PAC) for the Pantawid Pamilyang Pilipino Program (4Ps) convened its 1st Semester Meeting last June 11, 2026, at Davidson Hotel, Bulanao, Tabuk City, bringing together representatives from national government agencies, local government units, and partner stakeholders to discuss key developments and strengthen collaborative efforts in support of poverty reduction initiatives in the province.

One of the highlights of the activity was the presentation of updates on the implementation of the Pantawid Pamilyang Pilipino Program (4Ps), providing council members with an overview of the program's accomplishments, ongoing initiatives, and emerging concerns affecting beneficiary households across Kalinga.

The council also reviewed the City and Municipal Action Plans addressing the gaps identified in the 2024 Social Welfare and Development Indicators (SWDI). Through these presentations, local government units shared intervention strategies aimed at improving the well-being of 4Ps beneficiaries and addressing identified socio-economic challenges within their respective communities.

Further discussions focused on the presentation of the 2025 SWDI Results, which served as a basis for assessing the current status and progress of beneficiary households. The findings are expected to guide future planning and implementation of interventions that will contribute to the sustained improvement of family welfare and development outcomes.

The workshop outputs were subsequently presented and consolidated, leading to the adoption of the Provincial Action Plan. The approved plan outlines priority actions and commitments from partner agencies and local government units to further strengthen support services for 4Ps beneficiaries throughout the province.

The successful conduct of the meeting underscores the commitment of the Provincial Advisory Council and its partner stakeholders to advancing inclusive development, enhancing service delivery, and improving the quality of life of vulnerable families in Kalinga through the effective implementation of the Pantawid Pamilyang Pilipino Program.

Provincial Nutrition Committee Strengthens Nutrition Initiatives, Unveils Nutrition Month 2026 Activities

TABUK CITY, Kalinga – The Provincial Nutrition Committee (PNC), together with members of its Technical Working Group and City and Municipal Nutrition Action Officers, gathered last June 11, 2026, at King Square Davidson, Tabuk City, for the Provincial Nutrition Committee Meeting aimed at strengthening nutrition programs and advancing the province's goal of becoming free from malnutrition.

The meeting was led by the Office of the Provincial Health Office (OPHO) through Ms. Kristal Gail Dacio, Provincial Nutrition Program Coordinator, who presented the proposed activities for the celebration of Nutrition Month 2026 anchored on the national theme, “Sama-sama sa Nutrisyong Sapat Para sa Lahat,” and the provincial sub-theme, “Nutrisyon at Kalikasan, Ating Pangalagaan.”

The proposed activities highlight the province’s commitment to promoting proper nutrition, healthy lifestyles, environmental stewardship, and community participation. Among the featured activities are various nutrition-themed contests designed to engage different sectors of society.

For contests with online voting, elementary pupils will showcase their creativity through the Nutri-Healthy Food Jingle or Poem Recitation Contest, while junior high school students will compete in the Nutri-Spoken Poetry Contest. Senior high school students will demonstrate their artistic talents in the Nutri-Poster Making Contest, and senior citizens will participate in the Nutri-Zumba Dance Competition.

Meanwhile, contests without online voting include the Nutri-School or Barangay Garden Contest for schools and communities and the Nutri-Infographics Battle for college students and professionals.

On-site competitions will feature the Nutri-Poster Making Contest for Amateurs, the Nutri-Search for the Most Nutritious Snack Product, and the Nutri-Search for the Most Nutritious Beverage Product, both open to micro, small, and medium enterprises (MSMEs) to encourage innovation in producing healthy and nutritious local food products.

The committee also received presentations on the status of planned nutrition-related activities for 2026 from various partner agencies, including the Office of the Provincial Veterinarian (OPVET), Office of the Provincial Disability and Development Coordinator (OPDDC), Sustainable Livelihood Program–SWAD, Technical Education and Skills Development Authority (TESDA), Department of Education (DepEd), Department of the Interior and Local Government (DILG), Department of Trade and Industry (DTI), Department of Science and Technology (DOST), Philippine Statistics Authority (PSA), Provincial Social Welfare and Development Office (PSWDO), and the Office of the Provincial Health Office (OPHO).

As part of the meeting, Ms. Dacio also led the advocacy discussion on various nutrition-related policies that serve as the foundation of nutrition and food security initiatives in the country. Among these were the Philippine Plan of Action for Nutrition (PPAN) 2023–2028, the country’s blueprint for reducing all forms of malnutrition; Republic Act No. 11037 or the Masustansyang Pagkain para sa Batang Pilipino Act; and Republic Act No. 11148 or the Kalusugan at Nutrisyon ng Mag-Nanay Act, which strengthens interventions during the First 1,000 Days of Life.

The discussion also highlighted policies supporting breastfeeding and infant nutrition, including Executive Order No. 51 or the Milk Code of the Philippines, Republic Act No. 10028 or the Expanded Breastfeeding Promotion Act of 2009, and Republic Act No. 7600 or the Rooming-In and Breastfeeding Act of 1992.

To address micronutrient deficiencies, the committee emphasized the importance of Republic Act No. 8976, the Philippine Food Fortification Act of 2000, and Republic Act No. 8172, commonly known as the ASIN Law, which promotes universal salt iodization nationwide.

The advocacy session further underscored the significance of healthy diet and lifestyle initiatives such as the Department of Health’s National Policy on Healthy Diet, Pinggang Pinoy, and the Ten Nutritional Guidelines for Filipinos, all of which provide practical guidance in achieving balanced nutrition and healthier living.

The Provincial Nutrition Committee remains steadfast in its mission of achieving a malnutrition-free Kalinga through collaborative action, policy advocacy, and community participation. Through the collective efforts of government agencies, local government units, schools, communities, and development partners, the province continues to advance programs that ensure every Kalinga family has access to adequate, safe, and nutritious food.

As Nutrition Month 2026 approaches, the Province of Kalinga calls on all sectors to take part in the celebration and join the movement toward a healthier and more nourished future for all.

June 15, 2026 – The Provincial Budget Officer Mr. Richard A. Daliyong, reminds all offices and departments to adhere to the provisions of the National Budget Circular concerning the utilization of their 2026 budget allocations.

In particular, offices are advised to retain at least 20% of their allocations for Training Expenses, Traveling Expenses (TEV), Supplies and Materials, Utilities, Representation Expenses, and other Maintenance and Other Operating Expenses (MOOE), except for allocations intended for drugs and medicines.

All concerned offices are enjoined to strictly comply with this directive to ensure proper budget management and efficient use of provincial government resources.

KPHO Reminds Public to Prevent Rainy Season Diseases

June 15, 2025 — The Office of the Provincial Health Office (PHO), headed by Dr. Edward Tandingan, reminds the public to stay vigilant as the rainy season begins, bringing increased risks of seasonal illnesses such as influenza, dengue, leptospirosis, and Japanese B Encephalitis.

The OPHO encourages everyone to take preventive measures to protect themselves and their families. Avoid getting soaked in the rain when possible and avoid walking through floodwaters and other contaminated or dirty water, as these may expose individuals to diseases such as leptospirosis. Residents are also advised to remove stagnant water around their homes to prevent mosquitoes from breeding and spreading dengue.

Meanwhile, the Provincial Health Office announces that an OB-GYN specialist will visit the Kalinga Provincial Hospital on June 18 to conduct health education sessions and provide medical services. Women who need consultation and other related services are encouraged to visit the Kalinga Provincial Hospital and take advantage of this opportunity.

The Provincial Health Office continues to urge all Kalingans to practice proper hygiene and preventive measures to maintain a healthy and safe community, especially during the rainy season.
