The Department of Agrarian Reform Provincial Office–Kalinga, under the leadership of PARPO II Adela S. Damaso, joined fellow government agencies and public servants in celebrating the 126th Philippine Civil Service Commission (CSC) Anniversary on September 7, 2026, at the Kalinga Sports Center.

More than a celebration, the gathering became an opportunity to reflect on what it truly means to be a Lingkod Bayan to serve with integrity, competence, and genuine concern for the people.

A key message during the program was the importance of bringing government closer to communities and, more importantly, listening to the people.

For DAR Kalinga, this resonates deeply. Our work brings us closer to farmers, agrarian reform beneficiaries, and rural communities whose lives are closely tied to their land and livelihood. Behind every document, program, and government transaction is a person with a story, a need, and a hope that government will respond.

The celebration also highlighted the values of Pinalakas na Puso, Pinatatag na Dangal, and Pinatibay na Galing, alongside Kalinga’s indigenous values of integrity, truth, unity, and collective strength.

As government continues to improve its systems and move toward more efficient and digital public service, one thing should remain constant:

People must always remain at the center of service.

For DAR Kalinga, the 126th CSC Anniversary is a reminder that public service is measured not only by what is accomplished inside the office but also by how our work reaches people, responds to their needs, and contributes to stronger communities.

DAR Kalinga remains committed to bringing responsive, meaningful, and people-centered agrarian reform services closer to the communities it serves.

DAR, OPCDO Strengthen Cooperative Planning and Governance

The Department of Agrarian Reform (DAR), in partnership with the Office of the Provincial Cooperatives Development Officer (OPCDO), conducted a Training on Strategic Planning and Good Governance for the Bugnay Adchagwon Agriculture Cooperative on September 3–4, 2026, in Bugnay, Tinglayan, Kalinga.

Through interactive discussions and workshops, participants actively explored practical ways to improve organizational planning, leadership, and governance—unlocking their potential to build a stronger and more sustainable cooperative.

TABUK CITY, Kalinga – The Isla Madapdapig Irrigators Association strengthened its organizational foundation through a Training-Workshop on Policy Development and Records Management held on August 25, 2026, at the Bado Dangwa Barangay Hall Conference room.

More than just training, the activity encouraged members to appreciate the importance of having organized systems in running their association. By strengthening their policies and improving the way they manage and preserve records, the association is better equipped to respond to members’ needs, make informed decisions, and sustain its operations.

DAR Kalinga Trains MAFIA on Good Manufacturing Practices

PINUKPUK, Kalinga – Under the leadership of PARPO Adela S. Damaso, DAR Kalinga, through its Enterprise Development and Economic Support (EDES) Program, conducted a Good Manufacturing Practices (GMP) Training for the Malagnat Farmers Irrigators Association (MAFIA) on September 2, 2026.

DOST Kalinga, through Engr. Jovielyn Siena, served as resource speaker and discussed essential practices on product safety, sanitation, proper food handling, and quality standards.

The training served as a preparatory activity for MAFIA’s fruit processing training, equipping members with the knowledge to produce safe, quality, and market-ready products.

DAR Kalinga, in partnership with concerned agencies and stakeholders continue to strengthen its assisted organizations and support ARBs in developing safe, sustainable, and competitive agribusiness enterprises.

From Farm Produce to Enterprise: DAR Kalinga Trains MAFIA on Banana Processing

PINUKPUK, Kalinga – Turning locally grown bananas into potential sources of additional income, the Department of Agrarian Reform (DAR) Kalinga conducted a Product Development Training on Banana W**e and Vinegar Processing for members of the Malagnat Farmers Irrigators Association (MAFIA) in Malagnat, Pinukpuk, Kalinga on September 3, 2026.

The trainer was Ms. Alma Busacay, Manager and Processor of Mom-Is Food Products, Tabuk City, Kalinga, who shared her expertise and practical techniques in transforming bananas into value-added products, including w**e and vinegar.

Beyond processing skills, the activity encouraged MAFIA members to explore value-adding and enterprise opportunities using resources readily available in their community. "Any available fruit can be processed to become an enterprise, it promotes the reduction of post-harvest losses while opening possibilities for additional livelihood and income", said Ms. Busacay.

As a DAR-assisted association, MAFIA has received various projects and support services from DAR. Through sustained capacity-building and enterprise development initiatives, DAR Kalinga continues to help ARBs turn farm produce into viable livelihood opportunities—one product, one enterprise, and one community at a time.

DAR Kalinga Strengthens Coffee Enterprise Resilience Through Business Continuity Planning

TABUK CITY, KALINGA — The Department of Agrarian Reform (DAR) Kalinga conducted a Training on Business Continuity Planning for Coffee Farming, Processing, and Marketing on August 27, 2026, at the Gawidan-Malin-awaan Marketing Cooperative (GMMC), a DAR- assisted cooperative in Bagumbayan, Tabuk City.

Conducted under the Village Level Farm-Focused Enterprise Development (VLFED) Project, the training aimed to equip coffee farmer-members of the cooperative with knowledge and strategies to prepare for potential risks, minimize disruptions, and sustain their coffee enterprise operations.

The Department of Trade and Industry (DTI) Kalinga served as the resource speaker, providing practical guidance on risk assessment, contingency measures, and business continuity planning.

Through the VLFED Project and strengthened partnerships with stakeholders, DAR Kalinga continues to empower ARBs and their organizations toward resilient, sustainable, and market-oriented agricultural enterprises.

📌 Member of the Agsama Kape Project, launched in 2025 by a Canada-based NGO through a 6 year strategic initiative to strengthen IP women coffee farmers.
📌 Member of the Kalinga Coffee Cluster Agricultural Cooperative (KCCAC), which manages the Kalinga Coffee Trading Center (KCTC) under the PRDP.
