𝗜𝗡 𝗙𝗢𝗖𝗨𝗦: 𝗦𝘁𝗿𝗲𝗻𝗴𝘁𝗵𝗲𝗻𝗶𝗻𝗴 𝗖𝗼𝗺𝗺𝘂𝗻𝗶𝘁𝘆 𝗥𝗲𝘀𝗶𝗹𝗶𝗲𝗻𝗰𝗲

Sulat municipal department heads, Punong Barangays, and Civil Society Organization (CSO) representatives actively participated in the three-day Philippine Community Resilience Project (PCRP): Panahon ng Pagkilos – Basic Training for Municipal Resilience Team (MResT) Members, held on September 1–3, 2026, in Sulat, Eastern Samar.

Spearheaded by DSWD Kalahi-CIDSS, the training brought together key local stakeholders to strengthen their understanding and capacity in community resilience, disaster preparedness, risk reduction, and coordinated local response. It provided an avenue for participants to deepen their knowledge, share local experiences, and identify practical approaches to help communities better anticipate, prepare for, respond to, and recover from various hazards and challenges.

The participation of the DILG Municipal Office and other local stakeholders underscores the importance of whole-of-community and inter-agency collaboration in building resilient communities. By bringing together local government officials, barangay leaders, CSOs, and other partners, the initiative reinforces collective action's role in translating resilience strategies into responsive programs and interventions at the local level.

SULAT, EASTERN SAMAR — The Department of Education (DepEd), in partnership with the Local School Board (LSB) of the Municipality of Sulat, headed by Municipal Mayor Hon. Javier E. Zacate conducted the Nationwide Simultaneous School Safety Orientation for Active Attack Incidents in Support of the Safer School Zone Initiative on September 3, 2026, at San Juan Integrated School, Barangay San Juan, Sulat, Eastern Samar.

Preparations for the activity began with a pre-orientation meeting on August 25, 2026, where DepEd District Supervisor Felicidad Lobina Duras, together with members of the Local School Board, participated in conceptualizing and refining the overall flow of the orientation. The proposed activity design was subsequently presented and duly approved during the regular Local School Board Meeting on September 2, 2026, ensuring a coordinated, orderly, and learner-sensitive implementation.

The activity gathered 81 junior high school learners and their parents, along with teachers and representatives from the LGU, DILG, PNP, MDRRMO, and MSWDO, to strengthen awareness, preparedness, and coordinated action toward a safe, secure, and child-friendly learning environment.

Resource persons included Hon. Edmundo Campoto, SB Committee Chairperson on Education; MSWDO Mary Sol Yape; MLGOO Maria Lynee A. Medina; MPOC CSO Representative Mr Oscar Peralta; Municipal Administrator Mr John Cortez III; and MDRRMO Engr. Charles Rosaroso and representatives from the PNP and BFP, who provided guidance on child protection, emergency preparedness, safety, and coordinated response.

The orientation and parents’ symposium covered key child protection concerns, including parental awareness and monitoring, the Juvenile Justice and Welfare Act, the Anti-Bullying Law, Child Protection Policy, the rights and rehabilitation of children in Conflict with the Law (CICL), and responsible monitoring of children’s digital activities.

The PNP also provided basic safety guidance for active attack or similar emergencies, including identifying safe areas, securing doors, communicating with authorities, and maintaining calm during an emergency. The PNP also provided emergency contact numbers and guidance on using the Unified 911 Emergency Hotline for timely access to police, fire, medical, and other emergency assistance.

While a drill component was initially envisioned, the school management, in consultation with the District Guidance Counsellor, adopted an awareness-and-preparedness approach instead of conducting a simulation involving learners. This ensured that the activity remained appropriate, safe, and sensitive to students’ well-being while still delivering essential preparedness and response guidance.

The activity underscores the importance of balancing school safety, emergency preparedness, and child protection through coordinated action among schools, families, law enforcement, local government, and other stakeholders. Through the leadership of DepEd and the support of the Local School Board, LGU Sulat continues to promote a school environment that is safe, resilient, responsive, and protective of learners’ welfare and well-being.

SULAT, EASTERN SAMAR—The Local Government Unit of Sulat, under the leadership of Municipal Mayor Hon. Javier E. Zacate, continues to intensify its efforts to address food insecurity and childhood malnutrition through the second wave of its rice distribution program and the initial distribution of multivitamins to children aged 0–5 years old, which commenced on August 26, 2026.

The Department of the Interior and Local Government (DILG) is implementing these initiatives through the Local Government Support Fund–Growth Equity Fund (LGSF-GEF) FY 2025, under the Office of the President of the Philippines, with President Ferdinand R. Marcos Jr. at the helm, in support of local government efforts to provide responsive assistance to families and strengthen interventions addressing the nutritional needs of young children. The programs reflect the national government’s continuing commitment to strengthening local social protection, food security, and nutrition interventions at the community level.

The rice assistance is being implemented under the program “Emergency In-Kind Assistance for Emergencies and Disasters: Rice for Every Home: An Emergency Food Assistance Program for Families Impacted by the Fuel Crisis.” Now in its second wave, the distribution covered nine barangays—Abucay, Tabi, Baybay, Maramara, Loyola Heights, Riverside, San Isidro, Maglipay, and San Francisco—reaching 2,653 families during the first two days of distribution on August 26 and 27.

The continued provision of rice assistance aims to ease the burden on families affected by the economic impact of the fuel crisis by augmenting household food supplies and providing immediate support amid rising household and transportation costs.

Complementing the rice distribution is the first implementation of the multivitamin assistance under “Nourishing Sulat: A Community-Based Initiative to Combat Malnutrition.” The intervention targets children aged 0–5 years old, recognizing early childhood as a critical period for growth and development and an important window for preventing and addressing nutritional deficiencies.

Providing multivitamins complements existing local health and nutrition interventions and reinforces the municipality’s preventive approach to childhood malnutrition. By extending nutritional support directly to young children, the LGU seeks to strengthen families' and communities' capacity to promote healthier growth and development.

LGU Sulat continues to pursue interventions that directly address the needs of the Sulatnons, particularly families and children who need greater support. These initiatives magnify commitment to ensuring that available government resources translate into meaningful assistance.

SULAT, Eastern Samar — MLGOO Maria Lynee A. Medina conducted the initial assessment of the documentary submissions of the Sangguniang Bayan of Sulat as part of the municipality’s performance assessment covering the period June 30, 2025 to June 30, 2026.

The assessment focused on reviewing the mandatory documents that may serve as Means of Verification (MOVs) should the Local Government Unit (LGU) attain an initial self-assessment rating of 80% or higher. The assessment will be supported by the prescribed Local Legislative Awards (LLA) MOV templates, which will serve as reference documents during the table assessment of the 2026 LLA Provincial Award Committee. The table assessment will determine and shortlist the qualified Sangguniang Bayans that will proceed to the onsite validation phase.

Sangguniang Bayan Secretary Mr Apolonio A. Clarito, Jr., and his staff assisted in preparing and organizing the documentary requirements, working closely to compile, organise, and prepare the complete package of Means of Verification (MOVs) for the assessment.

During the activity, Medina clarified specific performance indicators and assessed whether the submitted documents sufficiently and appropriately supported the Sangguniang Bayan's accomplishments.

The activity highlights the collaborative efforts of the Sangguniang Bayan Secretariat and the DILG Municipal Office in ensuring the integrity, completeness, and reliability of the municipality’s Local Legislative Awards documentation and assessment process.

SULAT, Eastern Samar — The Municipal Management Coordinating Council (MMCC) of Sulat, Eastern Samar, convened its 3rd Quarter Meeting on August 18, 2026, at the Liga ng mga Barangay Conference Hall to assess ongoing peace and order initiatives and strengthen coordination on emerging safety concerns in the municipality.

The Municipal Management Coordinating Committee (MMCC) typically comprises local representatives from the Department of the Interior and Local Government (DILG) Family, particularly the Municipal Local Government Operations Officer (MLGOO), Philippine National Police (PNP) Chief of Police, and Municipal Fire Marshal. In Sulat, MLGOO Maria Lynee A. Medina spearheaded the meeting, with the participation of PLt. Ruel Lallosa, OIC Chief of Police, and Leovan P. Conag, Municipal Fire Marshal.

A major focus of the meeting was assessing observations and recommendations from the 2026 Regional Local Governance Champions (RLGC) Onsite Validation conducted in the municipality on August 14, 2026. The committee discussed the necessary interventions and identified priority actions to address the assessment findings and further improve peace and order and public safety.

The MMCC likewise reviewed the physical accomplishments and financial utilization of identified programs, projects, and activities (PPAs) under the 2026 Peace and Order and Public Safety (POPS) Plan. Members assessed implementation progress and discussed strategies to ensure the timely completion and effective delivery of remaining PPAs before the end of the year.

The committee also identified pressing concerns to elevate as agenda items for the 3rd Quarter Municipal Peace and Order Council (MPOC), Municipal Task Force to End Local Communist Armed Conflict (MTF-ELCAC), and Municipal Anti-Drug Abuse Council (MADAC) meetings.

Among the priority concerns highlighted was the need to further strengthen measures to ensure schoolchildren's safety and protection within school premises. The committee emphasized the importance of coordinated efforts among concerned local government offices, law enforcement agencies, schools, and other stakeholders in addressing potential safety and security risks affecting learners.

The meeting underscored the MMCC's continuing role as a venue for inter-agency coordination, monitoring, and problem-solving, ensuring that peace, public safety, and local governance interventions remain responsive to the emerging needs of the municipality and its communities.

It is with profound sadness that we find ourselves undergoing yet another trial as a society. In the midst of incessant rains and an impeachment trial, we now find ourselves investigating the latest tragedy in Zamboanga City.

Once again, it involves students. Once again, it involves fi****ms. Once again, it has cost lives.

If we must quarrel as a country about many things, let us not quarrel about this: the safety of our children is paramount to us all. Children know few things about politics. They still have to discover and discern right from wrong.

What is confounding is the cruelty of the crime. It is one of the few times where everyone is a victim. The shooter, however young and troubled he may have been, is himself a victim of what I believe are video games inhabited by actors who induce terror, influencing young and fallible minds.

The students, security guards, and others who were injured have no sin except being at the wrong place at the wrong time.

We have much to do as a department. We have much to do as a country.

As a department, the safety of everyone is paramount. Whether you are caught in a flood or a fire, or find yourself in the crosshairs of a gunman, we should be protecting you.

We should also protect ourselves. Gun ownership is a privilege accorded to those who need to protect themselves. But that privilege carries with it not only the responsibility of ownership, but the responsibility of safekeeping. One cannot exist without the other.

We will take the necessary steps to ensure that this kind of tragedy can be prevented. If that hurts the sensibilities of a few, or of the many, then let your voices be heard. We will make the hard choices in order to protect the Filipino people.

The social contract holds. This country will remain safe. That is our duty.
