EXCELLENCE IN ACTION! ✨

TACLOBAN CITY—Among the 136 municipalities in Region 8, Sulat ranked 4th Top Performing Local Project Monitoring Committee (LPMC) during the 2025 Regional SubayBAYANI Awards held at the DILG Regional Training Center.

Even more remarkably, Sulat placed 1st among the five LPMC recipients in the Province of Eastern Samar, showcasing our unwavering commitment to transparent, efficient, and accountable project monitoring.

This achievement reflects the strong support of Mayor Javier Evardone Zacate and Vice Mayor Dionesio L. Evardone III, together with the Members of the Sanggunian and our LGU Heads.

It also highlights the dedication of our LPMC members (CSOs and Barangays): Hon. Rolando T. Aclao (PB-Abucay), Hon. Archimedes Sumbilla (PB-Maramara), Oscar A. Aclao, Mercy E. Balise, Melchor Benitez, the Municipal Planning and Development Office as the Secretariat, as well as our monitoring partners—the Municipal Engineer's Office and communities who continuously strive for excellence in public service.

We also extend our heartfelt gratitude to Ma’am Jinnah Mae Lobrio, whose generosity of knowledge greatly contributed to this accomplishment.

HAPPENING NOW: The LGU of Sulat formulates its Peace and Order and Public Safety (POPS) Plan for Calendar Years 2026–2028.

Participating in the planning are Sangguniang Bayan Member Hon. Noe A. Aclan; the Department of the Interior and Local Government, represented by Municipal Local Government Operations Officer Jinnah Mae L. Lobrio; along with the Municipal Planning and Development Office, Office of the Municipal Engineer, representatives from the Bureau of Fire Protection, Philippine National Police, Philippine Coast Guard, and Department of Health.

To ensure the LGU’s commitment to peace, order, and public safety, Municipal Mayor Javier E. Zacate calls the POPS Council Members to present the current situation and key challenges in their respective areas: Crime and Disorder, Illegal Drugs, Road and Vehicle Safety, Emergency/Crisis Management, and Fire Safety.

The POPS Plan is a vital component in achieving the Seal of Good Local Governance (SGLG), which requires comprehensive and evidence-based planning and is subject to national-level audits and evaluation.

The training aims to strengthen the LPMC as an independent M&E mechanism, as the construction of the LGU-owned Level III Water Supply System is set to begin this year. This initiative ensures that all activities related to the project are regularly monitored and comply with national standards.
