The Local Disaster Risk Reduction and Management Office (LDRRMO), represented by Mr. Raymond M. Latong, LDRRMO III, together with the Municipal Social Welfare and Development Office (MSWDO), represented by Mrs. Mary Grace S. Calura, MSWD Officer, actively participated in the Committee Hearing for the adoption of the Evacuation and Camp Coordination and Camp Management (CCCM) Plan and Manual of LGU Sugpon.

The adoption of the CCCM Plan and Manual is a vital step toward strengthening the municipality’s disaster preparedness and response system. This comprehensive guide ensures the organized, safe, and humane management of evacuation centers during emergencies and disasters. It clearly defines roles and responsibilities among stakeholders, promotes efficient coordination, and establishes standards in providing basic needs such as shelter, food, water, sanitation, and protection of evacuees.

Moreover, the plan prioritizes the dignity, safety, and well-being of affected families, especially vulnerable sectors including children, women, elderly, and persons with disabilities. It also enhances the capacity of local responders and partner agencies to deliver timely and appropriate assistance, minimizing confusion and ensuring no one is left behind.

Through the adoption of this plan and manual, LGU Sugpon continues to uphold its commitment to building a resilient, prepared, and disaster-responsive community.

𝗟𝗗𝗥𝗥𝗠𝗢 𝗦𝘂𝗴𝗽𝗼𝗻 | 𝗧𝘂𝗿𝗻-𝗢𝘃𝗲𝗿 𝗼𝗳 𝗣𝗿𝗼𝘁𝗲𝗰𝘁𝗶𝘃𝗲 𝗛𝗲𝗹𝗺𝗲𝘁𝘀 ⛑️

The Local Disaster Risk Reduction and Management Office (LDRRMO) of Sugpon successfully conducted the Turn-over Ceremony of protective helmets for the students, including teaching and non-teaching personnel of the Sugpon District—starting with Sugpon Central School during its graduation ceremonies.

The activity was attended by Municipal Officials, along with the School Administrator and dedicated teachers of Sugpon Central School, showing strong support and collaboration in promoting disaster preparedness in schools.

The protective helmets were procured through the LDRRM Fund of the LGU, in accordance with 𝗠𝘂𝗻𝗶𝗰𝗶𝗽𝗮𝗹 𝗢𝗿𝗱𝗶𝗻𝗮𝗻𝗰𝗲 𝗡𝗼. 𝟮𝟬𝟮𝟱-𝟭𝟵, which mandates all public schools within the territorial jurisdiction of Sugpon, Ilocos Sur to use protective helmets for students and school personnel during earthquakes, with funding support chargeable to the LDRRMF.

This initiative underscores the Municipality’s unwavering commitment to safeguarding the lives of learners and educators by strengthening disaster risk reduction measures in the education sector.

HANDA ANG KABATAAN, HANDA ANG BAYAN!

Sa gitna ng selebrasyon ng Sugpon Town Fiesta at Ube Festival, pinatunayan ng ating mga kabataan na ang tunay na saya ay may kasamang kahandaan at malasakit sa kapwa. 💜

Matagumpay na naisagawa ang School-Based DRRM Organizations Mini-Rescuelympics (Elementary Level) na ginanap sa Municipal Plaza—isang makabuluhang aktibidad na hindi lamang nagpapakita ng talento kundi higit sa lahat ay ng kahandaan sa oras ng sakuna.

Nagsimula ang programa sa isang makabuluhang Information, Education, and Communication (IEC) session ukol sa Fire Prevention na pinangunahan ng Bureau of Fire Protection – Sugpon Station, na nagbigay ng mahalagang kaalaman sa pag-iwas sa sunog.

Sinundan ito ng Rescuelympics Proper, kung saan hinamon ang kakayahan ng mga kalahok sa isang navigation activity sa Barangay Balbalayang. Sa iba’t ibang stations, ipinamalas nila ang kanilang kasanayan sa:
Spine Board Management
Bandaging and Splinting
Knot Tying

Sa ikalawang bahagi na ginanap sa Municipal Plaza, lalo pang pinatunayan ng mga kabataan ang kanilang kahandaan sa pamamagitan ng: Bandaging of Burns and Splinting

Spine Board Management Relay
CPR Demonstration

Ang nasabing aktibidad ay naging matagumpay sa tulong at suporta ng Sugpon Emergency Response Team (ERT), SALAKNIB – SBDRRMO Sugpon National High School, at ng Philippine Army, na nagsilbing gabay at tagapagsanay ng ating mga batang responders.

Sa mensahe ng ating Punong Bayan, binigyang-diin niya ang napakahalagang papel ng kabataan sa pagtataguyod ng isang disaster-resilient community, at hinikayat ang lahat ng sektor na makiisa at aktibong makilahok sa mga programa ng DRRM.

“Ang kahandaan ay hindi lamang responsibilidad ng iilan—ito ay tungkulin ng bawat isa, lalo na ng kabataan na siyang pag-asa ng ating bayan.”

👏 Isang pagpupugay sa lahat ng kalahok—kayo ang patunay na ang Sugpon ay hindi lamang masaya, kundi handa sa anumang hamon!

In preparation for the upcoming Sugpon Town Fiesta and the much-awaited 4th Ube Festival, the Local Disaster Risk Reduction and Management Office (LDRRMO) successfully conducted a DRRM Training for all business owners operating within the municipality, in line with Municipal Ordinance No. 2025-20.

The activity aimed to strengthen awareness and enhance the preparedness of business establishments in ensuring the safety of customers, personnel, and properties during large gatherings and emergency situations. Topics included basic emergency response, Basic Bandaging and Splinting, CPR, and coordination protocols.

Notably, participating business owners expressed their appreciation and enthusiasm throughout the training—sharing that this was their first time experiencing such a comprehensive DRRM training, made possible here in Sugpon. The activity earned positive feedback and praises, highlighting its relevance, practicality, and impact on their readiness.

Through this initiative, LDRRMO continues to uphold its commitment to building a resilient and disaster-ready Sugpon—where safety is everyone’s responsibility.

MDRRMO Sugpon | 1st Quarter Nationwide Simultaneous Earthquake Drill (NSED)

Preparedness remains our strongest defense against disasters. In line with the conduct of the 1st Quarter Nationwide Simultaneous Earthquake Drill (NSED), the LDRRMO Sugpon, together with the Sugpon Emergency Response Team (ERT) and personnel from the Philippine Army, successfully conducted Bandaging and Splinting, Spine Board Management, and CPR Training for the learners and teachers of Banga Elementary School, Tangilig Elementary School, Calipayan Elementary School, and Caoayan Elementary School, followed by the actual earthquake drill at Banga Elementary School.

The team also provided the same life-saving training to the School-Based DRRM Officers (SBDRRMO) of Danac Elementary School, which was immediately followed by the conduct of the NSED. In addition, earthquake drills were conducted at Sugpon Central School and Sugpon National High School, strengthening the culture of preparedness among students, teachers, and school personnel.

Through continuous training and drills, the MDRRMC Sugpon ensures that our communities—especially our schools—are equipped with the knowledge and skills needed to respond effectively during emergencies.

Despite the distance and challenging terrain, the MDRRMO of Sugpon successfully conducted its continuous DRRM Training for business owners of Barangay Licungan in line with Municipal Ordinance No. 2025-20.

Barangay Licungan, known as the farthest barangay of Sugpon and located at the top of the mountain, warmly welcomed the initiative, proving that preparedness knows no boundaries.

The activity was strengthened by the active participation of the School-Based DRRM Officers of Licungan Elementary School. In coordination with the personnel of the Bureau of Fire Protection (BFP) Sugpon Station, an Earthquake Drill was conducted and properly observed, with the enthusiastic participation of the pupils and school personnel — promoting a culture of safety and readiness at an early age.

This initiative highlights the commitment of MDRRMO and its partner agencies to ensure that even the most remote communities are equipped with knowledge and skills in disaster preparedness.
