on the high water bill of Mr. Benjamin Ocbian, as posted by Ms. GiLjhane Pendica Dolosa on Facebook

On May 19, 2026, at around 11:34 A.M., a meter reading was conducted by CWD Meter Reader, Mr. Remar Hife, for the residential water account of Mr. Benjamin Ocbian bearing Account Number 111-102-242, located at Barangay Tigbao, Casiguran, Sorsogon.
The billing statement generated for the billing period covering April 21, 2026 to May 19, 2026 amounted to One Hundred Sixty-Six Thousand Five Hundred Twenty-Eight Pesos and Eighty Centavos (Php 166,528.80), which may have been caused by tampering with the water meter, as during the actual meter reading, Mr. Hife observed that the meter was fitted with a tie wire, as visibly shown in the video footage taken at the time.
Subsequently, on May 27, 2026, a Facebook account under the name “GiLjhane Pendica Dolosa” publicly posted a photo of the said billing statement together with the caption:
“Jusko ano ini na bill mi daog mipa kaini ang mayamanon nano ni nagkamali ada kaini ang nagbill Didi jusko !!! Sa nag reading tbi kaini Dae kaman tbi kaini nabibigla ta aq natitika.”
Today, May 28, 2026, the billing statement was circulated by 101.5 Brigada News FM Sorsogon and Bicol TV Sorsogon through their respective social media platforms. The posts gained public attention and generated mixed and negative reactions from netizens against Casiguran Water District (CWD).
The matter could have been directly brought to CWD for proper clarification and verification regarding the unusually high billing amount. However, instead of coordinating with CWD, Ms. Dolosa opted to publicly post the billing statement on social media.
In view thereof, Casiguran Water District, being duty-bound to protect its interests and uphold the integrity of its operations, is strongly contemplating of filing a legal case against Ms. Dolosa for tampering the water meter, in violation of Republic Act No. 8041, otherwise known as the “National Water Crisis Act of 1995.”
