DAR Sorsogon, CDA team up for Tech Orientation ahead of July ARBO Caravan

SORSOGON CITY — In preparation for the upcoming Agrarian Reform Beneficiaries Organization (ARBO) Caravan on July 1–2, 2026, the Department of Agrarian Reform (DAR) Sorsogon partnered with the Cooperative Development Authority (CDA) to conduct a specialized technical orientation seminar on June 3, 2026, at the DARPO Conference Room.
Ramon E. Mendizabal, CDA Sorsogon Cooperative Development Specialist II, led the session, guiding technical personnel from the DAR Sorsogon Program Beneficiaries Development Division (PBDD) through two critical online platforms: the Electronic Cooperative Registration Information System (E-COOPRIS) and the Cooperative Assessment Information System (CAIS).
The seminar focused on equipping DAR technical personnel with the knowledge required for the proper filing of documents, correct formatting, and navigating system technicalities. The E-COOPRIS is a fully automated, online pre-processing system used for non-CSF cooperative name reservation, as well as the evaluation and approval of applications for new registrations, amendments, and the recognition of branches, satellites, and laboratories. Meanwhile, CAIS is an integrated online system designed primarily for processing cooperative reports required for the issuance of Certificates of Compliance (COC).
The collaborative briefing stems from a Memorandum of Agreement (MOA) signed by the top management of DAR and CDA on August 18, 2025. Under the agreement, all ARBOs were mandated to convert into a cooperative. With this, DAR spearheads ARBO mobilization, mentorship, legal compliance, proper documentation, and institutional growth. Meanwhile, the CDA oversees formal registration, establishes regulatory guidelines, and provides training programs.
To streamline operations, the MOA also authorizes DAR staff to provide direct technical registration support to ARBOs. Seven ARBOs in Sorsogon are slated to participate in the July caravan. The two-day event will orient these newly established cooperatives on their organizational responsibilities, culminating in the distribution of their official Certificates of Registration and Certificates of Compliance.
