DAR Sorsogon, CDA team up for Tech Orientation ahead of July ARBO Caravan

SORSOGON CITY — In preparation for the upcoming Agrarian Reform Beneficiaries Organization (ARBO) Caravan on July 1–2, 2026, the Department of Agrarian Reform (DAR) Sorsogon partnered with the Cooperative Development Authority (CDA) to conduct a specialized technical orientation seminar on June 3, 2026, at the DARPO Conference Room.

Ramon E. Mendizabal, CDA Sorsogon Cooperative Development Specialist II, led the session, guiding technical personnel from the DAR Sorsogon Program Beneficiaries Development Division (PBDD) through two critical online platforms: the Electronic Cooperative Registration Information System (E-COOPRIS) and the Cooperative Assessment Information System (CAIS).

The seminar focused on equipping DAR technical personnel with the knowledge required for the proper filing of documents, correct formatting, and navigating system technicalities. The E-COOPRIS is a fully automated, online pre-processing system used for non-CSF cooperative name reservation, as well as the evaluation and approval of applications for new registrations, amendments, and the recognition of branches, satellites, and laboratories. Meanwhile, CAIS is an integrated online system designed primarily for processing cooperative reports required for the issuance of Certificates of Compliance (COC).

The collaborative briefing stems from a Memorandum of Agreement (MOA) signed by the top management of DAR and CDA on August 18, 2025. Under the agreement, all ARBOs were mandated to convert into a cooperative. With this, DAR spearheads ARBO mobilization, mentorship, legal compliance, proper documentation, and institutional growth. Meanwhile, the CDA oversees formal registration, establishes regulatory guidelines, and provides training programs.

To streamline operations, the MOA also authorizes DAR staff to provide direct technical registration support to ARBOs. Seven ARBOs in Sorsogon are slated to participate in the July caravan. The two-day event will orient these newly established cooperatives on their organizational responsibilities, culminating in the distribution of their official Certificates of Registration and Certificates of Compliance.

DAR Sorsogon welcomes Adonis H. Dolanas as new provincial chief

SORSOGON CITY, BICOL — The Department of Agrarian Reform (DAR) - Sorsogon Provincial Office officially operates under new leadership following the issuance of Special Order No. 143 on May 13, 2026. The directive designates Mr. Adonis "Don" H. Dolanas as the new Officer-in-Charge Provincial Agrarian Reform Program Officer II (OIC-PARPO II).

Prior to his new appointment, OIC-PARPO II Dolanas served as the OIC-PARPO I and concurrent Chief Agrarian Reform Program Officer of the Land Tenure Improvement Division (CARPO-LTID) at DAR Camarines Sur II. A dedicated public servant with three decades of experience, he aptly describes his career trajectory as having "risen through the ranks."

He commenced his tenure within the agency in 1995 as an Assistant Statistician. Earning successive promotions, he served in middle management as a Municipal Agrarian Reform Program Officer (MARPO) until 2015. To further his professional acumen and leadership capabilities, he pursued and obtained a Master's degree in Development Management from the prestigious Development Academy of the Philippines (DAP).

Notably, Dolanas had previously deferred offers for this elevated position, demonstrating his commitment to prudent and effective leadership. Explaining his prior reservations and ultimate acceptance, he noted, "I want to take over a responsibility with adequate preparation because I do not want to enter a battle I am not prepared for."

During the formal turnover ceremony, OIC-PARPO I Maria Trinise V. General expressed steadfast confidence in the provincial workforce under this new administration. Emphasizing the commendable legacy Dolanas established in his previous posts, PARPO I General stated that his proven track record is expected to greatly benefit Sorsogon, "This installation symbolizes a new chapter of optimism and a new set of milestones for the province," PARPO General added.

Upon formally accepting the key of responsibility, OIC-PARPO II Dolanas urged DAR Sorsogon personnel to sustain their commitment to the agency's core objectives. "I ask each of you to do your part in advancing the Comprehensive Agrarian Reform Program (CARP). To our MARPOs who are nearing retirement, please ensure you leave a meaningful legacy for the generations that will follow in your footsteps," PARPO Don shared.

Key officials from DAR Regional Office V and the Sorsogon Executive Committee conveyed their resounding support for the newly installed provincial chief. Regional Director Rodrigo O. Realubit, CESO VI, underscored that Dolanas' appointment represents a significant stride toward amplifying the province's accomplishments.

"We have witnessed you flourish in service at DAR Camarines Sur I and II. Wherever you are assigned, you consistently leave an admirable mark. Sorsogon has much to look forward to regarding what you can bring, particularly in streamlining the agency’s mandates," Director Realubit articulated.

Under OIC-PARPO II Dolanas' stewardship, the DAR Sorsogon Provincial Office is poised to implement substantial enhancements in service delivery. His administration aims to champion technological integration within the bureaucracy to advance the welfare and productivity of Sorsoganon Agrarian Reform Beneficiaries (ARBs).

The formal installation, held at the DAR Sorsogon Conference Room, was marked by warm felicitations and a celebratory atmosphere, made even more auspicious as the event coincided with OIC-PARPO II Dolanas' birthday on June 1, 2026.

SORSOGON — A poignant mix of gratitude and nostalgia filled the Department of Agrarian Reform Provincial Office (DARPO) Sorsogon Conference Hall on May 18, 2026, as colleagues and staff bid farewell to OIC-PARPO II Eleanor F. Torres following a recent provincial leadership transition.

Pursuant to Special Order No. 341, issued on May 13, 2026, Torres has been officially reassigned as the new head of DARPO Masbate. Affectionately known to her staff as PARPO "Biding," she has steered the Sorsogon office since February 14, 2025.

The Sorsogon post marked her first official assignment outside her home province of Masbate.

Reflecting on her tenure, Torres underscored several key milestones the province secured under her leadership. During the simple send-off ceremony, she highlighted accomplishments that strengthened both local agrarian communities and internal office morale.

Colleagues honored Torres’s departure with a video montage chronicling her impact in the province. For PARPO I Maria Trinise V. General, the reassignment is a bittersweet homecoming for the outgoing chief.

“As we always say, there is no place like home,” General remarked during her tribute. “Sorsogon has been your training ground, and we can proudly announce that you’ve done a great job in leading the team.”

In her final address to the workforce, an emotional Torres pledged to integrate Sorsogon's best practices into her new leadership role in Masbate.

“I may have entered as a stranger, but I will leave as a Sorsoganon at heart,” Torres stated.

Torres’s reassignment also marks the conclusion of a significant organizational milestone in DAR-Sorsogon, closing out a historic era in which all division head positions within the provincial office were held exclusively by women leaders.

DAR Sorsogon works faster to award individual titles to SPLIT Project recipients

SORSOGON CITY—For a Sorsoganon farmer, holding an individual land title is much more than possessing a legal document. It is the culmination of a lifelong dream—a tangible promise of security, independence, and a legacy to pass on to the next generation. Yet, the road to securing that piece of paper is often paved with complex legalities and administrative roadblocks.

Recognizing the heavy toll these delays take on field implementers, the Department of Agrarian Reform Provincial Office (DARPO) of Sorsogon recently took aggressive steps to cut through the issues and concerns. From May 18 to 19, 2026, the halls of Villa Isabel in Burabod buzzed with a singular, urgent mission as frontline workers and legal experts gathered for an intensive problem-solving workshop focused on the landholdings targeted under the Support to Parcelization for Individual Titling (SPLIT) project.

The realities on the ground are rarely straightforward. During the two-day workshop, personnel from the Redocumentation Completion Team, DARMO technical support, the Land Tenure Improvement Division, and the Legal Division laid bare the hurdles to fast-tracking project implementation and, in turn, to keeping titles out of farmers' hands. They openly discussed the bottlenecks delaying the parcelization process: complicated Agrarian Law Implementation (ALI) cases, the tedious demands of redocumentation, the frustrating process of reissuing lost Owner’s Duplicate Copies (ODC) of titles, and the meticulous correction of clerical errors in the titles.

Rather than allowing these challenges to stall their momentum, DARPO Sorsogon’s leadership used the gathering to forge complementary workarounds and come up with efficient solutions to underlying concerns. Field personnel and legal assistants collaborated closely to establish streamlined legal procedures tailored to efficiently deliver these pending agrarian cases.

By confronting these operational roadblocks head-on, the provincial office successfully transmitted 130 case folders to the regional office for resolution. This early surge accounts for 23 percent of the province’s 570 target resolutions for the year. Behind these numbers are real breakthroughs for local workers, encompassing 88 complex ALI cases, 35 reissuances for lost titles, and seven critical clerical corrections.

Facilitated by Parcelization Component Coordinator OIC-CARPO Anna Mae A. Ebuenga and Legal Coordinator Atty. Cherry A. Agmata, the sessions proved to the implementation teams that no matter how insurmountable bureaucratic challenges may seem, they can be dismantled when tackled with a united and quick response.

Provincial Agrarian Reform Program Officer II (PARPO II) Eleanor F. Torres captured the heart of the initiative, emphasizing that the agency’s driving force remains the welfare of those who till the soil.
“Sorsogon remains steadfast in providing relevant and appropriate services to our agrarian reform beneficiaries and their organizations,” Torres shared, expressing her firm optimism that the province will meet its commitments to the farmers under the SPLIT Project.

For DARPO Sorsogon, the finalized blueprints and renewed administrative strategies all point toward one clear vision: uplifting the lives of Sorsoganon farmers, securing their futures, and delivering the long-awaited promise of the SPLIT Project, one land title at a time.
