Like many public utility jeepney (PUJ) drivers, he constantly worries not only about meeting daily expenses, but also about sustaining his livelihood amid the challenges confronting the transport sector today.

Franklin is among the 140 beneficiaries of the TUPAD Tuloy Pasada Program launched by the Department of Labor and Employment (DOLE) Bicol in partnership with the Land Transportation Franchising and Regulatory Board (LTFRB) in Sorsogon yesterday. The initiative serves as an emergency employment response to assist transport workers affected by the continuing impact of the 2026 Middle East crisis-driven oil price surge.
Through the program, beneficiaries are provided temporary employment opportunities and transport-support services that help sustain the continued operation of public transportation in communities. Under the 20-day program, each PUJ driver receives PhP9,100 in emergency employment assistance.
According to DOLE Bicol Regional Director Imelda F. Gatinao, the initiative reflects the governmentโs commitment to protecting vulnerable workers amid external economic pressures.
