PROJECT KALINGA EMPOWERS YOUTH THROUGH MENTAL HEALTH AND AWARENESS SEMINAR

SOLANA, Cagayan - September 4, 2026 -- The Local Government Unit of Solana, under the leadership of Hon. Mayor Meynard Z. Carag, CPA, continues to strengthen its commitment to the welfare, protection, and empowerment of the youth through Project KALINGA, anchored on the message, “Sa Solana, hindi ka nag-iisa, may kasama ka.”

A youth empowerment seminar was conducted today at Sampaguita National High School, providing students with essential knowledge and practical guidance on mental health and su***de prevention, gender-based violence, teenage pregnancy and HIV prevention, and solid waste management.

The Solana Mental Health Helpline session, led by Atty. Marieflor Battung and facilitated by Xylee Rose C. Gealogo and LJ C. Camayang, focused on mental health awareness and su***de prevention. The session emphasized the importance of seeking help, developing healthy coping mechanisms, and recognizing that support is always available to those who need it.

Meanwhile, PCpl Rosielyn Grace Sanut of the Solana Police Station discussed gender-based violence prevention and awareness. Students were encouraged to recognize different forms of abuse and violence, understand how these can be prevented, and know the proper channels for reporting incidents.

The Municipal Health Office, through Anamarie Parana and Daisy Jane Reyes, led the discussion on teenage pregnancy and HIV prevention. The session provided students with accurate and age-appropriate information while promoting responsible decision-making and healthy choices for their well-being and future.

For environmental awareness, Atty. Mary-Jane Camayang-Coloma of the Municipal Environment and Natural Resources Office (MENRO) discussed proper solid waste management and highlighted the important role of young people in protecting the environment and building clean, healthy, and sustainable communities.

The activity was hosted by Sampaguita National High School, headed by School Head Lany Rances and her personnel, in support of the LGU Solana’s continuing efforts to bring relevant, preventive, and empowering programs closer to the youth.

The same initiative was conducted yesterday at Gadu National High School, and the Project KALINGA Youth Empowerment Seminar will continue to reach other schools across the municipality.

Through this continuing initiative, the LGU Solana reaffirms that caring for the youth goes beyond providing services. It means creating safe and supportive spaces where young people are heard, informed, protected, and empowered.

LGU Solana provides aid to family affected by fire

SOLANA, Cagayan — September 3, 2026 — The Municipality of Solana, under the leadership of Hon. Mayor Meynard Z. Carag, CPA, provided relief assistance to Efren Blanche and his family, whose home was affected by a fire on September 1 in Sitio Damortis, Barangay Sampaguita, Solana, Cagayan.

Personnel from the Municipal Disaster Risk Reduction and Management Office (MDRRMO), Municipal Social Welfare and Development Office (MSWDO), and Municipal Environment and Natural Resources Office (MENRO) delivered food packs and other essential supplies to the affected family today.

The assistance is part of the LGU’s continuing efforts to provide immediate support to families affected by disasters and help them cope with the aftermath of such incidents.

The LGU Solana also reminds residents to remain vigilant and observe fire safety measures at all times to help prevent similar incidents and protect lives and property.

Starting the Ber Months with Faith, Unity, and Compassion 🙏

The 𝐋𝐨𝐜𝐚𝐥 𝐆𝐨𝐯𝐞𝐫𝐧𝐦𝐞𝐧𝐭 𝐔𝐧𝐢𝐭 welcomed the 𝐁𝐞𝐫 𝐌𝐨𝐧𝐭𝐡𝐬 with a 𝐇𝐨𝐥𝐲 𝐌𝐚𝐬𝐬 on 𝐒𝐞𝐩𝐭𝐞𝐦𝐛𝐞𝐫 𝟐, 𝟐𝟎𝟐𝟔, gathering in prayer and reflection as we continue our journey of public service.

The Holy Mass was officiated by 𝐑𝐞𝐯. 𝐅𝐫. 𝐅𝐫𝐞𝐝𝐞𝐥 𝐀𝐠𝐚𝐭𝐞𝐩 and was attended by 𝐇𝐨𝐧. 𝐌𝐚𝐲𝐨𝐫 𝐌𝐞𝐲𝐧𝐚𝐫𝐝 𝐙. 𝐂𝐚𝐫𝐚𝐠, 𝐂𝐏𝐀, together with 𝐒𝐚𝐧𝐠𝐠𝐮𝐧𝐢𝐚𝐧𝐠 𝐁𝐚𝐲𝐚𝐧 𝐌𝐞𝐦𝐛𝐞𝐫 𝐇𝐨𝐧. 𝐑𝐨𝐝𝐫𝐢𝐠𝐨 𝐃𝐞 𝐀𝐬𝐢𝐬, and LGU officials and employees.

In his homily, 𝐅𝐚𝐭𝐡𝐞𝐫 𝐀𝐠𝐚𝐭𝐞𝐩 reminded everyone of the importance of maintaining good relationships with our co-workers. He encouraged us to avoid mistreatment in the workplace, and to practice forgiveness and humility. He reminded us that learning to lower our pride can help prevent unnecessary conflicts and misunderstandings.

Most importantly, he encouraged everyone to listen to one another, because we may never truly know what our co-workers are going through, the struggles they carry, the challenges they face, or the burdens they quietly keep to themselves.

As we begin the Ber Months, may we carry these reminders with us: less envy, less pride, more understanding, forgiveness, and compassion. May our workplace be filled not only with service and dedication, but also with respect, kindness, and genuine concern for one another. ❤️🙏

LGU Solana distributes rice aid to 1,741 beneficiaries

SOLANA, Cagayan — September 1, 2026- A total of 1,741 beneficiaries from various sectors of Solana received rice assistance as the Local Government Unit (LGU) of Solana facilitated the distribution of 10 kilograms of rice to each beneficiary under the Financial Assistance to Local Government Units (FALGU) initiated by the Provincial Government of Cagayan.

The assistance was extended to members of the Persons with Disabilities (PWDs), solo parents, Kalakal, Tricycle Operators and Drivers Association (TODA), church groups, kalesa operators, and high-value crops farmers, providing additional support for their basic food needs.

The distribution was led by Hon. Mayor Meynard Z. Carag, CPA, together with Hon. Vice Mayor Jennalyn P. Carag and members of the Sangguniang Bayan, namely Hon. Rodrigo C. De Asis, Hon. All B. Ubiña, Hon. Atty. Rhea Beverly Carag-Llamelo, Hon. Ronald C. Cristobal, Hon. Edilberto A. Edillo, Hon. Atty. Carlo Paolo G. Lasam, Hon. Angelina L. Fernandez, and Hon. John Mauro Q. Manuel.

Also present during the activity were Liga ng mga Barangay (LNB) President Marlon Malabad, SK Federation President Justin Carag, DILG Solana OIC-MLGOO Kelinda A. Vidad, and Engr. Julius M. Tallud of DILG Cagayan.

Meanwhile, the Municipal Health Office (MHO) also conducted PhilHealth YAKAP profiling among the beneficiaries to facilitate their access to primary healthcare services and benefits under the program.

The initiative reflects the continuing efforts of the provincial and municipal governments to extend meaningful assistance and essential services to various sectors of the community.

TABUA, MABBORANG TAKE OATH AS NEW BARANGAY OFFICIALS

SOLANA, Cagayan - September 1, 2026- Jomar Tabua, newly appointed Barangay Treasurer of Lingu, and Julita L. Mabborang, newly appointed member of the Sangguniang Barangay of Bauan West, formally took their oath of office before Hon. Mayor Meynard Z. Carag, CPA, held at the Municipal Hall of Solana.

Mayor Carag administered the oath to the two officials, marking the formal assumption of their respective duties and responsibilities in their barangays.

Witnessing the ceremony were Barangay Captain Vic Viernes of Lingu, Barangay Captain Manolito Carag of Bauan West, Barangay Captain Orlando Viernes of Nabbotuan, and Barangay Captain Apolinario Miguel of Bantay.

During the ceremony, Tabua and Mabborang pledged to faithfully perform the duties entrusted to them and uphold their responsibilities in serving their respective communities.

Mayor Carag likewise expressed his support for the newly sworn-in officials and encouraged them to uphold integrity, accountability, and commitment in carrying out their duties as public servants.

The oath-taking underscores the Local Government Unit of Solana’s commitment to strengthening grassroots governance and ensuring responsive and effective public service at the barangay level.

LGU Solana turns climate challenges into opportunities through mungbean production

SOLANA, Cagayan - August 29, 2026– In response to the non-operation of the National Irrigation Administration–Solana Pump Irrigation System (NIA-SPIS) due to the shallow water level of the Cagayan River caused by the El Niño phenomenon, the Local Government Unit of Solana, under the leadership of Hon. Mayor Meynard Z. Carag, CPA, in partnership with the Department of Agriculture–Regional Field Office No. 02 (DA-RFO No. 2), is promoting mungbean production as a climate adaptation strategy for farmers.

The initiative targets a total area of 250 hectares in NIA-covered areas, encouraging farmers to plant mungbean as an alternative to rice in areas with insufficient irrigation water.

Mungbean is a short-duration and climate-adaptive crop that requires less water and provides an alternative source of income, particularly for farmers who were unable to plant rice due to insufficient irrigation water.

To support the initiative, LGU Solana will provide free tractor operation and land preparation services, while mungbean seeds are being provided by DA-RFO No. 02.

As of today, a total of 80 hectares have already been planted with mungbean, benefiting 77 farmers in Barangays Natappian East and Bangag.

The initiative reflects the proactive approach of LGU Solana in addressing the challenges of climate change and its impact on the agricultural sector. Through interventions such as free mechanization support and the promotion of climate-adaptive crops like mungbean, LGU Solana continues to empower its farmers to adapt, recover, diversify, and remain productive despite changing climatic conditions.

LGU Solana Recognized for Support to BFP

Today, August 27, 2026, the Bureau of Fire Protection (BFP) Region 2 presented a Token of Appreciation to Hon. Mayor Meynard Z. Carag, CPA, in recognition of the Municipality of Solana’s valuable contribution to strengthening fire protection and emergency response efforts.

The token was received on behalf of the Mayor by Hon. Vice Mayor Jennalyn P. Carag, together with Municipal Administrator Atty. Ian Adduru, during the 35th BFP Anniversary Celebration held at Pulsar Hotel, Buntun, Tuguegarao City, Cagayan.

The recognition highlights LGU Solana’s ₱708,000 donation for the construction of the Collapsible Search and Rescue Truck Garage of the Solana Fire Station, a significant investment in strengthening emergency preparedness and response capabilities for the community.

The celebration carries the theme: “Tatlong Dekada at Limang Taon ng Serbisyong Tapat at Maaasahan: BFP sa Bagong Pilipinas.”

The Local Government Unit of Solana joined the Damortis Integrated School community in inaugurating its newly completed Multi-Purpose Building during a ribbon-cutting ceremony held on August 21, 2026.

The ceremony was led by Hon. Mayor Meynard Z. Carag, CPA, together with Hon. Vice Mayor Jennalyn P. Carag and members of the Sangguniang Bayan: Hon. Rodrigo C. De Asis, Hon. All B. Ubiña, Hon. Atty. Rhea Beverly Carag-Llamelo, Hon. Ronald C. Cristobal, Hon. Edilberto Edillo, Hon. Atty. Carlo Paulo G. Lasam, Hon. Angelina L. Fernandez, and Hon. John Mauro Q. Manuel. Also present were Liga ng mga Barangay President Hon. Marlon Malabad and SK Federation President Hon. Justin Andrei Carag.

The ceremony was also graced by Barangay Sampaguita officials led by Punong Barangay Hon. Ruben Gangan.

Education officials in attendance included Public Schools District Supervisors (PSDSs) Monalisa F. Zambale of the Solana South District and Marites S. Lingan of the Solana North District, as well as Acting PSDS Dante Taguinod of SOWEZ.

Damortis Integrated School Head Joseph Peralta, together with school heads, teachers, and members of the school community, also participated in the meaningful occasion.

The newly completed facility is expected to provide learners and educators with a more functional venue for school activities, educational programs, and community engagements. Its inauguration reflects the continuing partnership of the local government, education sector, barangay leadership, and the school community in advancing quality education and improving facilities for the learners of Solana.
