𝐋𝐎𝐎𝐊: 𝐒𝐊 𝐁𝐔𝐃𝐆𝐄𝐓 𝐔𝐏𝐃𝐀𝐓𝐄𝐒! 👀

The Annual Budgets of SK Calagbangan (approved last February 11, 2026) and SK San Vicente, SK South Centro, and SK Azucena (approved today, February 25, 2026) have successfully passed at the Sangguniang Bayan through the Committee on Finance, Budget and Appropriations.

This achievement reflects the preparation, and commitment of our SK officials in delivering meaningful programs for the youth.

Meanwhile, other SK Barangays are actively preparing and are currently under review for their respective Annual Budgets. We look forward to more approvals in the coming days!

This SK Advisory is issued to clarify the minimum qualifications for the appointment of a Local Youth Development Officer (LYDO) pursuant to Republic Act (RA) No. 10742, otherwise known as the Sangguniang Kabataan Reform Act of 2015, as amended by RA No. 11768, and its Revised Implementing Rules and Regulations (IRR). This Advisory specifically addresses questions concerning the age requirement for the appointment of an LYDO.

⚜️ It is with great honor that we introduce 𝐑𝐞𝐩. 𝐋𝐞𝐢𝐥𝐚 𝐌. 𝐃𝐞 𝐋𝐢𝐦𝐚 𝐚𝐬 𝐨𝐮𝐫 𝐆𝐮𝐞𝐬𝐭 𝐨𝐟 𝐇𝐨𝐧𝐨𝐫 𝐟𝐨𝐫 𝐎𝐍𝐑𝐀 𝐉𝐨𝐯𝐞𝐧𝐞𝐬 𝟐𝟎𝟐𝟓. A distinguished public servant, human rights advocate, and legislator who continues to champion justice, social accountability, and democratic reform.

Born and raised in Iriga City, Camarines Sur, she is the daughter of former COMELEC Commissioner Vicente B. De Lima and Norma E. Magistrado. A valedictorian of La Consolacion Academy, she earned her AB History–Political Science degree from De La Salle University and her law degree from San Beda College, where she graduated salutatorian and later placed 8th in the 1985 Bar Exams.

She has served as CHR Chairperson, Secretary of Justice under President Aquino, and Senator of the Republic (2016–2022). Known for her principled stand on human rights, she endured nearly seven years of unjust detention due to politically motivated charges, only strengthening her resolve for truth and accountability.

She has received multiple awards, including the Signum Meriti Medal (DLSU) and honorary doctorates from Ateneo de Naga University and Ateneo de Manila University. In the 2025 elections, she was elected as Representative of the ML Partylist, continuing her work for justice and structural reform.

The 𝐒𝐢𝐩𝐨𝐜𝐨𝐭 𝐋𝐨𝐜𝐚𝐥 𝐘𝐨𝐮𝐭𝐡 𝐃𝐞𝐯𝐞𝐥𝐨𝐩𝐦𝐞𝐧𝐭 𝐎𝐟𝐟𝐢𝐜𝐞 (SLYDO) congratulates the Sangguniang Kabataan (SK) Chairpersons of Sipocot on their successful compliance with the SK Web Portal registration as mandated by the National Youth Commission

This SK Web Portal stems from Republic Act No. 10742 (the Sangguniang Kabataan [SK] Reform Act of 2015), as amended, and related implementing rules, circulars, and joint memorandum circulars from agencies like the Department of the Interior and Local Government (DILG) and the National Youth Commission (NYC). The portal is used for various official functions, such as submitting mandatory reports and for youth development and empowerment programs.
