BICOL REGION IS IN GOOD HANDS WITH SILVIO

Bicolandia is in good hands with PBGen. Randy Glenn Silvio.

That is not simply a statement of confidence in the newly installed Police Regional Office 5 chief.

His qualifications, experience and record in the police service provide enough basis to believe that he is capable of leading the police force in the Bicol Region.

Silvio is not a newcomer to police leadership.

He has handled key assignments that exposed him to different challenges in law enforcement, from maintaining peace and order to managing police personnel and operations.

That experience matters.

Running a regional police office is not a job for someone who only knows how to issue orders. It requires leadership, operational experience, sound judgment and the ability to make decisions under pressure.

Silvio brings these qualities to PRO5.

And his first message as regional director already gives us an idea of the kind of leadership he wants to provide.

He wants lower crime, stronger crime prevention, faster police response and better rescue operations.

More importantly, he wants the police to regain and strengthen the confidence of the people.

“The trust of the people will be our measure of success,” Silvio said.

That is a powerful statement — and one that should be taken seriously.

Because at the end of the day, police accomplishments are not only about the number of arrests or cases solved.

The real test is whether people feel safe, whether victims receive immediate assistance and whether communities believe their police are there to protect them.

Silvio also understands that police work is a team effort.

He has called on PRO5 personnel to remain united, support effective programs already in place and work closely with other government agencies and the Bicolano community.

That is the right approach.

Hindi sapat ang magaling na police director. Kailangan marunong siyang makinig, magdesisyon at manguna.

And this is where Silvio will have the opportunity to prove himself.

His qualifications may have brought him to the top post in PRO5. But his performance, leadership and ability to earn the confidence of Bicolanos will ultimately define his tenure.

Bilang bahagi ng patuloy na pagsusulong ng Police Regional Office 5 ng isang makatao, propesyonal, at people-centered na serbisyo, matagumpay na isinagawa ang Human Rights Seminar para sa 100 Non-Commissioned Police Officers (NAPNCOs) ng FTP Class BALAGSIK 2025-01 sa Criminology Hall, Naga College Foundation, M.T. Villanueva Avenue, Brgy. Liboton, Naga City, noong Agosto 27, 2026.

Pinangunahan ng City Police Human Rights Desk, sa ilalim ni PCPT JONATHAN M HAPA, CPHRO, ang opening ceremony ng aktibidad na naglalayong higit na mapalalim ang kaalaman at kamalayan ng mga kalahok sa mga prinsipyo ng karapatang pantao bilang mahalagang pundasyon ng epektibo, responsable, at makatarungang pagpapatupad ng batas.

Binigyang-diin ni PCPT Hapa sa kanyang lecture tungkol sa Human Rights-Based Policing na ang pagiging isang police officer ay hindi lamang nasusukat sa kakayahang magpatupad ng batas, kundi sa kakayahang gampanan ang tungkuling ito nang may paggalang sa dignidad, karapatan, at kaligtasan ng bawat mamamayan.

Samantala, tinalakay ni PLT JOSE LUIS A CAPARROSO, Pre-Charge Officer, ang Use of Force Continuum, kung saan binigyang-diin ang kahalagahan ng paggamit ng puwersang wasto, makatwiran, kinakailangan, at proporsyonal sa sitwasyon, alinsunod sa umiiral na mga batas, polisiya, patakaran, at alituntunin ng PNP.

Ang naturang aktibidad ay kaakibat ng PNP Focused Agenda, partikular sa pagpapalakas ng professionalism, competence, accountability, at integrity ng mga tauhan, habang itinataguyod ang isang police organization na tunay na nakatuon sa pangangailangan, seguridad, at karapatan ng mamamayan.

RANK 1 MUNICIPAL MOST WANTED PERSON IN PILI, CAMARINES SUR, NABBED IN WARRANT OPERATION

The intensified anti-criminality campaign of Police Regional Office 5 (PRO 5) scored another accomplishment as the Rank 1 Municipal Most Wanted Person of Pili, Camarines Sur, was nabbed during service of warrant on August 28, 2026.

At around 8:30 AM, personnel of the Pili Municipal Police Station, Camarines Sur Police Provincial Office tracked down and nabbed alias “Den,” 22 years old, in Pili, Camarines Sur.

The wanted person is facing three counts of Statutory R**e pursuant to a warrant of arrest issued by the proper court.

Following the implementation of the warrant, alias “Den” was apprised of his constitutional rights in a dialect known to and understood by him, ensuring that he was properly informed of his rights and the legal proceedings against him.

He was subsequently brought to the Rural Health Unit (RHU) of Pili for medical examination and was thereafter taken to the Pili MPS for documentation and proper disposition.

The successful warrant operation underscores the continuing commitment of PRO 5 to locate and apprehend wanted persons and bring them before the proper judicial authorities to face the charges filed against them.

Guided by the PNP Focused Agenda on Enhanced Managing Police Operations, PRO 5 will continue to intensify its efforts to locate wanted persons and other criminal elements and bring them before the proper judicial authorities. Through focused and intelligence-driven police operations, the organization remains committed to ensuring that the rule of law prevails while delivering “serbisyong mabilis, tapat, at nararamdaman” to the people of Bicol.

RANK 1 MOST WANTED PERSON IN CARAMOAN, CAMARINES SUR, ARRESTED

The intensified anti-criminality campaign of Police Regional Office 5 (PRO 5) scored another significant accomplishment with the arrest of the Rank 1 Municipal Most Wanted Person in Caramoan, Camarines Sur, during a focused police operation on August 27, 2026.

At around 4:10 PM, personnel of the Caramoan Municipal Police Station, Camarines Sur Police Provincial Office, with the 501st Maneuver Company of the Regional Mobile Force Battalion 5 conducted an operation that led to the arrest of alias “Joe,” 47 years old and a resident of Caramoan, Camarines Sur.

The suspect was apprehended by virtue of a warrant of arrest issued by the proper court for two counts of R**e, with no bail recommended.

Following his arrest, the suspect was brought to the Caramoan MPS for proper documentation and disposition, and for the implementation of the appropriate legal procedures.

The successful arrest demonstrates the continuing efforts of PRO 5 to locate and apprehend wanted persons and hold accountable individuals who are facing criminal charges. It likewise highlights the importance of sustained coordination among police units in pursuing wanted personalities and maintaining peace and order.

CTG MEMBER SURRENDERS WITH FIREARM AND AMMUNITION IN SORSOGON

A member of the Communist Terrorist Group (CTG) voluntarily surrendered to authorities, along with a firearm, magazines, and ammunition, in Donsol, Sorsogon, on August 27, 2026, as part of the continuing efforts of the government to encourage individuals involved in armed groups to abandon armed struggle and return to the folds of the law.

At around 1:50 PM, the surrender was facilitated through the joint efforts of personnel from the Regional Intelligence Division 5 (RID 5), Donsol Municipal Police Station, Sorsogon Police Provincial Office, and 504th Maneuver Company, Regional Mobile Force Battalion 5.

The surrenderer, who was reportedly affiliated with Kilusang Larangan Guerilla 2, Sub Regional Committee 3, Bicol Regional Party Committee, voluntarily turned over one firearm, together with four steel short magazines and two steel long magazines, loaded with a total of 106 rounds of live ammunition.

Following the surrender, the former CTG member was placed under the custody of RID 5 for proper documentation and processing. The surrendered firearm, magazines, and ammunition were subsequently turned over to the Sorsogon Provincial Forensic Unit for ballistic examination and appropriate forensic procedures.

The surrender marks another significant accomplishment in the continuing efforts of Police Regional Office 5 (PRO 5) to encourage members of armed groups to abandon armed struggle and pursue a peaceful and productive life within their communities.

More importantly, the rebel returnee will be assisted through the Enhanced Comprehensive Local Integration Program (E-CLIP), a government initiative that provides support to qualified former members of communist terrorist groups who choose to abandon armed struggle and return to mainstream society.

Through E-CLIP, qualified beneficiaries may receive appropriate assistance intended to help them rebuild their lives, regain their livelihood, and reintegrate into their families and communities. PRO 5 will continue to coordinate with concerned government agencies to facilitate the appropriate assistance and support for the surrenderer, subject to existing program guidelines and qualification requirements.

Under the leadership of PBGEN RANDY GLENN G SILVIO, Regional Director, PRO 5, the unit remains committed not only to maintaining peace and security but also to supporting government initiatives that provide individuals involved in armed groups with a genuine opportunity to choose peace and begin anew.

PRO 5 likewise calls on other remaining members of the CTG to consider laying down their arms and taking advantage of available government programs designed to help them return to their families and communities.

The unit emphasizes that surrender is not the end of one’s journey, but an opportunity to begin a new chapter in life—away from armed conflict and toward a peaceful, productive, and meaningful future.
