s, rose again to the occasion and, with indomitable spirit, strove to overcome. Under the leadership of Basilio Debuyan, the village slowly took its form. A church and a plaza were likewise constructed. A Catholic Priest from Iloilo City visited once a year. Debuyan became the first Cabeza under Capitan Mayor at Isio, about 52 kilometers north. The happy and prosperous condition of the community was short-lived. The Canman-og River , later changed to Naga River and presently called Sipalay River brought havoc and destruction through flood and inundation. Little by little, the place was swallowed up until the church and the plaza were likewise carried away by the flood. The people decided to transfer the place to a flat land across the river to the north. The selected area was a forestland. It was Debuyan himself who felled down the first Narra tree. The former site is now known as Sipalay Diotay. It stands today, a sentimental reminder of a once happy and prosperous village. When the Americans arrived in the Philippines , Sipalay was already a full-pledged barrio of the Municipality of Cauayan . The barrio was the biggest and the most progressive district in the whole community. Debuyan became the first Barrio Delegado under the American regime. During the early 1920s, a new feeling surged through the hearts and minds of the people. It was their desire for independence, the urged to separate from the mother town. For this purpose, a society, La Liga del Sur was formed. Prominent leaders of society were: Don Severo Alejano, Mariano Mueda, Sr., Maximino Salveron, Inocencio Debuyan, Sr., Amando Zaragoza, Basilio Debuyan, and Alfonso Custioso. The separation movement was the cry of the southern districts and Sipalay became its chief advocate. Reasons for the movement were: distance of Sipalay from the Poblacion of Cauayan, 54 kilometers; no roads connecting the two places and there seemed to be no efforts on the part of the town officials for the constructions of same; the danger and hardship of the early travel; and the much delayed mails often time, letters, dated a year ago arrived in Sipalay not by mail-carriers but by policemen whose presence were considered quite an event. The cry for the creation of a municipality south of Cauayan was not only imperative but also reasonable. Sipalay got its name from the old native phrase si palay meaning ‘there is rice’. Chinese traders, who were not able to pronounce the ‘R’ in the local word Paray are believed to have helped disseminate the name Sipalay as rice abundantly grows in the area and is freely traded. The original natives of Sipalay were the “tumandoks “, perhaps with Malay or Bornean roots . Immigrants from Panay Island joined them later. These were families who ventured out to the sea to escape the oppressive Spanish feudal system and found a new home in the paradise that is today Sipalay. With unflinching political will, its local officials spearheaded by the Municipal Mayor then, led Sipalay to recovery and caused it to raise high above the economic setbacks and bloody turmoil of a low intensity civil war. Not only were revenue surpluses generated starting 1989, but also for the next eight consecutive years, the surpluses continued to rise. The peace and order situation, as it were, was somehow cajoled to a level allowing people’s lives and business to go back to “normal”. Amazingly, some investments, particularly in tourism development, flowed in. The City falls within the Type 1 climate, with two pronounced seasons: dry from December to April and wet from May to November. The main atmospheric systems affecting rainfall are the southwest monsoon from June to September, the northeast monsoon from October to February and the easterly waves from March to April. However, the central mountains of Negros prevent the northeast monsoon and the easterly waves from (saturating the weather condition in Sipalay) October to April. The average rainfall in Sipalay is 2,369 mm. Typhoons, local thermal convections and inter-tropical convergence zones contribute significantly to the total annual rainfall. At least 41 tropical cyclones have been recorded by PAGASA passing through Negros Island within the last 53 years (1948 – 2000), corresponding to an average of 82 tropical cyclones a year.

26𝙩𝙝 𝙀𝙣𝙫𝙞𝙧𝙤𝙣𝙢𝙚𝙣𝙩 𝙈𝙤𝙣𝙩𝙝 𝘾𝙚𝙡𝙚𝙗𝙧𝙖𝙩𝙞𝙤𝙣

The Local Government Unit of Sipalay City, through its City Environment and Natural Resources Office (City ENRO), joins the 26th Environment Month Celebration on June 1, 2026, with the theme “Inspired by Nature: For Climate, For Our Future.”

The celebration commenced with the Treeathlon, a fun and meaningful activity designed to promote physical fitness, environmental awareness, and collective action toward a greener and healthier Sipalay. Participants took part in various activities, including biking, running, walking, and tree growing.

The Treeathlon route started at the New Government Center (NGC) and concluded at the Sipalay City Green Beach in Barangay 5. Upon arrival, a short program was conducted at the Sipalay City Green Beach by the City ENRO. Following the program, participants proceeded to the tree-planting activity, demonstrating their commitment to environmental protection and climate action.

During the program, Senior EMS For. Reynante Aplicy emphasized the significance of this year’s theme in addressing the environmental and climate challenges faced by communities today. He encouraged everyone to embrace their shared responsibility in protecting and preserving the environment for future generations.

Meanwhile, Senior EMS Roderico Bolo commended the enthusiastic participation of the attendees and highlighted the growing number of environmental advocates whose contributions play a vital role in sustaining community-based environmental management, effective governance, and policy implementation.

The event brought together participants from various sectors, including the Sipalay City Runner Team, Sipalay Enthusiast Mountain Bikers Association (SEMBA), coastal people’s organizations, fisherfolk associations, government employees, and representatives from national government agencies.

During the Flag-Raising Ceremony, Sangguniang Panlungsod Committee Chair on Environment Hon. Claudio Bacatan officially declared the opening of the 26th Environment Month Celebration, marking the start of a month-long series of activities aimed at promoting environmental stewardship and climate action throughout the city.

The celebration serves as a reminder that protecting the environment is a shared responsibility and that collective efforts can help build a more sustainable and climate-resilient future for the people of Sipalay.

CIVIL SERVICE COMMISSION MOBILE SERVICE ACTIVITIES | In a continuing effort to enhance public service delivery and bring government services closer to the people, the Office of Congresswoman Mercedes “Cheding” K. Alvarez, in partnership with the City Government of Sipalay through the City Human Resource Management office successfully conducted Civil Service Commission Mobile Service Activities today, June 1, 2026, at the Conference Hall, New Government Center, Brgy. Gil Montilla, Sipalay City.

This initiative brings the Civil Service Commission (CSC) directly to residents of the CHICKS area (Cauayan, Hinoba-an, Ilog, Candoni, Kabankalan, and Sipalay), providing easier access to vital government services without the need to travel to the distant field office in Bacolod City. The mobile outreach aims to streamline frontline transactions by offering on-site processing for Career Service Examination applications, certification and authentication of eligibility, and the filing of special eligibilities, while also providing human resource updates and consultations to public servants in the southern municipalities.

The City Government of Sipalay extends its sincere gratitude to the Civil Service Commission (CSC) for making this mobile mission possible. Special thanks are given to CSC Regional Office VI Director IV Atty. Erna T. Elizan, CSC Field Office-Negros Occidental Director, Atty. Phillip Bernard H. Capadosa and the Office of Congresswoman Alvarez for their valuable collaboration. This joint effort marks a significant milestone in bringing accessible and efficient public services directly to southern Negros.

Alvarez, in partnership with the City Government of Sipalay, successfully conducted the Passport on Wheels program today, May 26, 2026, at the Conference Hall, New Government Center, Brgy. Gil Montilla, Sipalay City.

This initiative brings the Department of Foreign Affairs (DFA) directly to residents of the CHICKS area (Cauayan, Hinoba-an, Ilog, Candoni, Kabankalan, and Sipalay), providing easier access to passport application and renewal services without the need to travel to distant DFA offices.

The City Government of Sipalay expressed its gratitude to the DFA and the Office of Congresswoman Alvarez for their collaboration, noting that the program is a significant step toward improving accessibility and efficiency in public service delivery.

In observance of Nationwide Cervical and Breast Cancer Screening Day, the Department of Health, in partnership with Corazon Locsin Montelibano Memorial Regional Hospital, Riverside Medical Center, the Office of Congresswoman Mercedes K. Alvarez, the Local Government Unit of Sipalay City headed by City Mayor Maria Gina M. Lizares, the Sipalay City Primary Care Facility headed by Dr. Florencio O. Juplo II, and the Philippine Obstetrical and Gynecological Society, successfully conducted a free Cervical and Breast Cancer Screening Mission in Sipalay City on May 23, 2026.

The activity included free breast cancer screening, health lectures, and the administration of free Tdap and Flu vaccines for pregnant women, providing essential healthcare services while promoting greater awareness on women’s health and maternal care. To further support the participants, the City Nutrition Office Mobile Kitchen also provided hot meals during the conduct of the activity.

The initiative aimed to promote women’s health, strengthen public awareness on cervical and breast cancer prevention, and encourage early detection through timely screening, consultation, and appropriate medical intervention. Moreover, the activity sought to improve access to quality healthcare services for women in the community while reinforcing advocacy efforts against cervical and breast cancer, as well as other women-related health concerns.

The City Government of Sipalay extends its sincere appreciation to all partner agencies, healthcare professionals, volunteers, and stakeholders whose unwavering dedication and support contributed to the successful implementation of this meaningful initiative for the welfare, health, and well-being of Sipalaynons.

SIPALAY CITY HALL AND PRIMARY CARE FACILITY ARE OFFICIALLY CERTIFIED AS FULLY COMPLIANT MOTHER AND BABY FRIENDLY WORKPLACES

Sipalay City Hall and Sipalay Primary Care Facility were officially Certified as FULLY COMPLIANT Mother and Baby-Friendly Workplaces, the first City Hall and PCF to be awarded in the Negros Island Region.

The assessment was successfully conducted on May 21, 2026, marking another milestone in the city’s continuing commitment to quality, accessible, and family-centered healthcare services.

The activity aimed to assess and evaluate health facilities and establishments in compliance with Republic Act No. 10028, strengthen facilities in providing quality maternal, newborn, and breastfeeding support services, and recognize compliant institutions that meet the standards for a Mother-and-Baby-Friendly Workplace.

This remarkable achievement reflects the strengthened implementation of programs that promote breastfeeding, safe motherhood, proper newborn care, maternal wellness, and child-friendly healthcare practices within the facility and workplace.

The accreditation also affirms the dedication of the Local Government Unit of Sipalay City headed by City Mayor Maria Gina M. Lizares, together with City Health Officer Dr. Florencio O. Juplo II, and City Nutrition Program Coordinator Judyliza Cepe, in creating a safe, supportive, and nurturing environment for mothers, babies, and families in the community.

The Department of Health – NIR assessment team was composed of Dr. Margaret Therese Rose F. Montano, Ms. Beverly U. Gatchalian ND II, Mr. Jeezer B. Catipay – Midwife II, and Ms. Loumari D. Tubio – Nurse II. Provincial Nutrition Coordinator Glonie O. Suasin, RND, was also present during the assessment.
