On March 21, 2024, a group of dedicated individuals from the Quezon City Police Station, Rizal City Police Station, Luna City Police Station, Aguinaldo City Police Station, Bonifacio City Police Station, Malvar City Jail, and Gabriel Fire Station came together for a special simulation exercise. Their goal was to practice using the Incident Command System (ICS) model to improve their coordination during emergencies.

The Incident Command System (ICS) is a standardized management tool used by emergency response agencies to coordinate and organize their efforts during incidents, emergencies, and disasters. It provides a structured framework for command, control, and coordination of response activities, ensuring a systematic and efficient approach to managing resources and personnel.

During the exercise, these community heroes worked side by side, simulating different emergency scenarios and honing their skills in working together seamlessly. By participating in this exercise, they aimed to enhance their ability to respond effectively and efficiently in times of crisis.

On March 21, 2024, the Bonifacio City Police Station carried out an Entrapment Operation, a strategic law enforcement tactic aimed at apprehending individuals in the act of committing a crime. This operation involves creating circumstances that lead the suspect to engage in criminal behavior, ensuring their subsequent arrest.

The events leading up to this operation began on the evening of March 20, 2024, around 10:30 PM, when a victim approached the station to report a case of Violation of RA 10175, specifically Sextortion, against the suspect. The victim detailed how they had been coerced through blackmail to provide sexual images and videos in exchange for money and goods, accompanied by light threats. Promptly responding to the complaint, the Bonifacio CPS initiated an investigation and organized an entrapment operation to apprehend the suspect responsible for these heinous acts.

The Entrapment Operation was executed with the active participation of Police Lieutenant Rey-Ann Teñala and Police Lieutenant Gelim. Their collaborative efforts, expertise, and guidance were instrumental in the successful implementation of the operation, providing valuable insights and best practices for the law enforcement team involved.

On March 19, 2024, the Bonifacio City Police Station carried out a meticulously planned buy-bust operation that culminated in the apprehension of Steve Vince Remot, alias "Chukchak," a notorious drug pusher operating in the area. The operation unfolded in the early hours of the morning on Mabini St, situated along the Kinetics Building in Silang, Cavite. This strategic move by law enforcement not only led to the capture of the wanted criminal but also resulted in the confiscation of a significant amount of a white crystalline substance suspected to be shabu, a potent form of methamphetamine.

The success of this operation can be attributed in part to the timely and crucial information provided by an informant identified as Yuki David. David, acting as a whistleblower, approached the police station and relayed vital intelligence regarding an impending illegal drug transaction set to take place near the cadet square. This actionable tip-off enabled the authorities to swiftly mobilize and orchestrate the buy-bust operation that ultimately led to the arrest of Remot.

Special Investigation Task Group (SITG) Established by Bonifacio City Police Station

On March 18, 2024, the Bonifacio City Police Station, under the leadership of PMAJ ILAGAN, convened a conference to establish a Special Investigation Task Group (SITG) in response to the incident that occurred on the same day. The SITG was structured to include an investigation team, case record team, technical/legal support team, and admin/logistics team, ensuring comprehensive coverage and coordination in handling the case.

The creation of the SITG reflects a standard protocol for addressing major cases or violent crimes. Depending on the gravity and impact of the incident, SITGs are formed at the regional, provincial, or city police offices, or in highly urbanized cities. The decision to establish an SITG is based on the sensational or heinous nature of the crime, or as directed by the Chief of the Philippine National Police (PNP).

Following the conference, PMAJ ILAGAN and the assembled personnel conducted a thorough review and provided valuable feedback to enhance the operational effectiveness of the SITG. By offering critiques and guidance, the team aims to optimize the investigative process and ensure that all aspects of the case are meticulously handled. Upon receiving the report in the early hours of the morning, BCPS personnel were immediately dispatched to the scene to investigate the incident.

Upon arrival, the responding officers identified the two individuals as Alejandro King Paquibot and Pedro P. Patilawa, both found unconscious. Recognizing the seriousness of the situation, the area was promptly cordoned off to preserve the integrity of the crime scene and ensure the security of evidence. Understanding the importance of a thorough investigation, the BCPS transferred control of the scene to the forensic team of the Cavite City Police Office for further examination.

Under the supervision of PLTCOL PALOMENO, a PNPA Professor and the Academics Duty Officer of the day, the cadets engaged in a scenario-based exercise to enhance their skills in handling emergency situations.

First responders play a crucial role in managing incident scenes effectively. Upon arrival, they are tasked with securing the area, providing immediate medical assistance if needed, and preserving crucial evidence for further investigation. These officers must quickly assess the situation, establish a perimeter to safeguard the scene, gather initial information from witnesses, and brief investigators upon their arrival.

Upon receiving a report of an incident, the intelligence section of the Bonifacio City Police Station, led by PLT ESTEBAN, promptly verifies the information using the Barangay Information Network. This collaborative effort ensures the accuracy and reliability of the intelligence gathered, enabling informed decision-making in the subsequent stages of the operation.

In the simulated scenario of a Dragnet operation the efficient coordination between the first responders, intelligence section, and investigative units exemplifies the BCPS's commitment to quick and effective law enforcement. By engaging in training exercises and operational simulations, the police force enhances its preparedness to handle a wide range of scenarios and uphold public safety and security in the community.

On March 16, 2024, the personnel of the Bonifacio City Police Station, under the leadership of PLT JEREMNY ESTEBAN as Team Leader, quickly responded to a critical situation by flagging down a White Nissan Urban Van bearing Plate number F4T 880. The van was reportedly carrying individuals suspected to be involved in a shooting incident that tragically claimed the lives of the security guard and caretaker of the Cavite Mayor.

In the face of this grave incident, a Hasty Checkpoint was promptly established by the BCPS personnel. A Hasty Checkpoint is a tactical measure employed as part of a larger operational strategy or in response to hostile activities such as bombings, mine incidents, or sniper attacks. It is designed to be temporary and task-specific, providing a rapid and effective means of controlling and securing an area in crisis.
