September 3, 2026 | The Negros Oriental Police Provincial Office (NOrPPO), under the leadership of PCOL JONATHAN B ABELLA, Acting Provincial Director, successfully conducted its 8th Provincial Command Conference at Maringal Hall, NOrPPO, Camp Lt. Col. Francisco C. Fernandez Jr., Brgy. Agan-an, Sibulan, Negros Oriental. The activity was attended by the NOrPPO Command Group, Staff and Special Staff, Provincial Logistics Office, Force Commanders of the 1st and 2nd Provincial Mobile Force Companies, Chiefs of Police, Assistant Chiefs of Police, Officers-in-Charge of the various Municipal and City Police Stations, and representatives from the Provincial National Support Units (NSUs), who joined virtually.

The conference served as an important platform for evaluating the current peace and order situation in the province, reviewing operational gains, and discussing key administrative and organizational matters essential to the effective delivery of police services and the maintenance of public safety.

During the activity, deserving personnel and top-performing units were recognized for their outstanding contributions and dedication to service. Participants were likewise provided with updates on the crime situation, accomplishments on focused police operations, and other significant developments affecting law enforcement efforts throughout Negros Oriental. The discussions also enabled commanders and unit heads to address emerging concerns, exchange best practices, and align operational priorities with the organization's strategic objectives.

In his guidance, PCOL ABELLA underscored the importance of leadership, accountability, operational readiness, and teamwork in achieving the mission of the Philippine National Police. He further encouraged all commanders and personnel to remain steadfast in upholding professionalism, discipline, and excellence in the performance of their duties.

The successful conduct of the 8th Provincial Command Conference reaffirmed NOrPPO's commitment to responsive leadership, organizational effectiveness, and unified action in sustaining peace, order, and public safety across Negros Oriental.

September 3, 2026 | OPLAN N.A.I.L.L.E.D. was successfully conducted in Bais City, Negros Oriental, as part of the continuing efforts to intensify anti-criminality and public safety operations in the area.

The activity focused on strengthening police visibility, heightened vigilance, and proactive law enforcement measures to address criminal activities and promote a safe and orderly environment for the community.

Through sustained and intensified operations, law enforcement personnel remain committed to preventing and suppressing criminality, maintaining peace and order, and ensuring the safety and security of residents and visitors.

The successful conduct of OPLAN N.A.I.L.L.E.D. reflects the dedication, vigilance, professionalism, and commitment to public service of personnel working to protect communities and uphold the law.

These efforts form part of the continuing commitment to strengthen peace and order, combat criminality, and safeguard communities throughout Negros Oriental, fostering a safer and more secure province for all.

The conference was attended by the NOrPPO Command Group and Staff, including PLTCOL BONIFACIO S TECSON, Force Commander, 1st Provincial Mobile Force Company (PMFC), NOrPPO, and PMAJ (ATTY.) DARLENE J CATACUTAN, Provincial Legal Officer.

During the activity, the different staff units presented their respective briefing presentations, highlighting accomplishments, operational updates, ongoing initiatives, and other matters relevant to the efficient implementation of police programs and services throughout the province.

Guidance and directives were likewise provided to the Deputy Provincial Directors and members of the Provincial Staff, emphasizing the importance of effective leadership, coordination, accountability, and macromanagement in organizational performance. The discussion underscored the need for proactive supervision, strategic planning, and collective efforts in achieving the goals and objectives of the organization.

NOrPPO remains committed to strengthening internal management systems, enhancing organizational effectiveness, and ensuring the delivery of responsive, professional, and people-centered police service to the public.

Present during the activity were PLTCOL JOESON B PARALLAG, Deputy Provincial Director for Administration (DPDA), NOrPPO; PLTCOL BONIFACIO S TECSON, Force Commander, 1st Provincial Mobile Force Company (PMFC), NOrPPO; and other PHQ personnel.

During the activity, guidance and directives were provided focusing on crime prevention and crime solution efforts, while emphasizing the importance of returning to the fundamentals of police work. The discussion highlighted the value of discipline, accountability, operational readiness, and proactive policing in ensuring the effective delivery of police services and the maintenance of peace and order in the province.

The meeting served as an avenue to further strengthen coordination and collaboration between NOrPPO and CSU Negros Oriental in ensuring the effective implementation of security measures and public safety initiatives throughout the province.

During the discussion, matters concerning security and public safety were addressed, particularly the deployment of security personnel and operational preparations for the series of events in celebration of Buglasan Festival 2026. The dialogue underscored the importance of sustained coordination, information sharing, and collaborative efforts among security stakeholders to ensure the safe, orderly, and successful conduct of the province's premier festival.

Provincial Peace and Order Council (PPOC) Meeting

September 2, 2026 | The Negros Oriental Police Provincial Office (NOrPPO), led by PLTCOL LIRIO C CORAL, Deputy Provincial Director for Operations (DPDO) under the direct supervision of PCOL JONATHAN B ABELLA, Acting Provincial Director, participated in the Provincial Peace and Order Council (PPOC) Meeting presided over by SP Chairperson on Peace and Order, Hon. Jessica Jane Villanueva, held at Plenary Hall, Convention Center, Dumaguete City.

Also in attendance were PMAJ (ATTY) DARLENE J CATACUTAN, Legal Officer, NOrPPO, PCPT STEPHEN JAYNARD L POLINAR, PIO/Spokesperson, PCPT MARK JAZPHER G RAYMUNDO, Asst Unit Chief, POU together with representatives from various government agencies and PPOC member-agencies.

The meeting focused on the assessment of the prevailing peace and order situation in Negros Oriental and the strengthening of inter-agency coordination and collaboration among stakeholders in addressing public safety, security, and other peace and order concerns within the province.

During the activity, participating agencies presented updates on their respective accomplishments, operational developments, and ongoing initiatives in support of maintaining peace, order, and public safety throughout Negros Oriental.

The PPOC Meeting serves as an important venue for coordination, information sharing, and strategic planning among government agencies and partners, reinforcing their collective commitment to ensuring a safe, secure, and peaceful environment for all Negrenses.

PCOL JONATHAN B ABELLA ASSUMES AS ACTING PROVINCIAL DIRECTOR OF NEGROS ORIENTAL POLICE PROVINCIAL OFFICE

The Police Regional Office Negros Island Region marked the assumption of PCOL JONATHAN B ABELLA as the Acting Provincial Director of the Negros Oriental Police Provincial Office during the Assumption of Office Ceremony on September 1, 2026, at Maringal Hall, Camp Alfredo M. Montelibano Sr., Barangay Estefania, Bacolod City.

The ceremony was presided over by PBGEN ROMANO V CARDIÑO, Regional Director, PRO NIR. It was attended by the Command Group, Regional Staff, Personal Staff, and other Officers and personnel of PRO NIR.

PCOL ABELLA was previously assigned at the Directorate for Police Community Relations, where he gained experience in strengthening police-community engagement and promoting a responsive and people-centered approach to police service. He now brings this experience to his new assignment, where he will lead the Negros Oriental PPO in maintaining peace and order, addressing security concerns, and ensuring that police services remain responsive to the needs of the people.

Taking on this new role, PCOL ABELLA is expected to build on the province’s existing peace and security efforts while ensuring that police personnel remain disciplined, professional, and committed to their duties. He will also oversee the implementation of police programs and operations across Negros Oriental and work closely with local stakeholders in addressing the concerns of the communities.

In his message, PBGEN CARDIÑO congratulated PCOL ABELLA and emphasized that his new assignment comes with greater responsibility and accountability. He called on him to lead with fairness and decisiveness, understand the challenges facing the province, and maintain strong partnerships with local government units, other agencies, and, most importantly, the communities they serve. He likewise urged the men and women of NOrPPO to give their new Provincial Director their full cooperation and support, emphasizing that the success of a command depends on the collective effort of its personnel.

“The direction of PRO Negros Island Region is clear: we must work together towards a SAFE NIR, where every community feels secure and every citizen has confidence that the police are ready to respond whenever they are needed. Public safety is not merely about responding to crime, but also about being present and ready when the people call for help,” said the Regional Director.

As he begins his new responsibility, PCOL ABELLA is called upon to lead with integrity, decisiveness, and a strong sense of duty. His leadership will be vital in keeping the provincial police force united, responsive, and ready to address the needs of the people of Negros Oriental while continuing to build their trust and confidence in the police.
