Vice President Bucasas is bound to embark on an international academic internship beginning this month and lasting six months, a rare opportunity for experiential learning that not only applies her academic excellence in practice but also brings honor to the University of Antique and the kasUbAy community. From the day she took her oath of office, Vice President Bucasas has remained steadfast and responsible in discharging her duties, consistently going beyond the call of her office in service to the UA studentry.
In preparation for her internship, she courteously and constitutionally filed her LOA, a process recognized both in principle and practice across organizations and mandated by logic and fairness. Yet, instead of being treated with respect and due process, whispers of discontent and insinuations have circulated, suggesting without constitutional basis that resignation is her only option.
On September 19, 2025, the Vice President received a Notice of Appearance from the Judicial Branch, issued by the Chief Justice, regarding her LOA. ๐๐ก๐ข๐ฌ ๐๐๐ญ๐ข๐จ๐ง ๐ข๐ฌ ๐ก๐ข๐ ๐ก๐ฅ๐ฒ ๐ช๐ฎ๐๐ฌ๐ญ๐ข๐จ๐ง๐๐๐ฅ๐ ๐๐ง๐ ๐ข๐ง๐๐จ๐ง๐ฌ๐ข๐ฌ๐ญ๐๐ง๐ญ ๐ฐ๐ข๐ญ๐ก ๐ญ๐ก๐ ๐๐๐๐ ๐๐จ๐ง๐ฌ๐ญ๐ข๐ญ๐ฎ๐ญ๐ข๐จ๐ง ๐๐ง๐ ๐๐ฒ-๐๐๐ฐ๐ฌ. Under Article VIII, Section 3, the Judiciaryโs powers are limited to (1) reviewing the constitutionality of resolutions, rules, and laws, (2) deciding cases involving officer violations, and (3) handling impeachment proceedings. Quod non est in actis, non est in mundoโwhat is not within their powers does not exist in law. ๐๐จ๐ฐ๐ก๐๐ซ๐ ๐ข๐ฌ ๐ญ๐ก๐ ๐๐ฎ๐๐ข๐๐ข๐๐ซ๐ฒ ๐๐ฎ๐ญ๐ก๐จ๐ซ๐ข๐ณ๐๐ ๐ญ๐จ ๐ซ๐๐ฏ๐ข๐๐ฐ, ๐ฏ๐๐ซ๐ข๐๐ฒ, ๐จ๐ซ ๐๐ฉ๐ฉ๐ซ๐จ๐ฏ๐ ๐ญ๐ก๐ ๐๐ข๐ฅ๐ข๐ง๐ ๐จ๐ ๐ ๐๐๐๐ฏ๐ ๐จ๐ ๐๐๐ฌ๐๐ง๐๐ ๐๐ฒ ๐๐ง ๐๐ฑ๐๐๐ฎ๐ญ๐ข๐ฏ๐ ๐จ๐๐๐ข๐๐๐ซ. By attempting to do so, they arrogate unto themselves executive functions, in clear violation of the principle of separation of powers enshrined in Article V, Section 3 of the CBL.
On September 23, 2025, the UASG President convened an special meeting that abruptly subjected the Vice Presidentโs LOA to a vote. This is an unprecedented move, entirely alien to established process, and inconsistent with the CBL. For the first time in UASG history, an LOA was put in a motion to voting, subjected to conditions, and even linked to the possibility of impeachment, an alarming overreach that undermines fairness and due process. Impeachment, as Article XVI clearly states, is reserved for culpable violations such as gross negligence of duty, illegal disbursement of funds, or acts that undermine UASG integrity. A constitutionally filed LOA does not, and will never, constitute an impeachable offense.
The very actions undertaken by the Judiciary and Executive in this matter are themselves unconstitutional, and by acting beyond their conferred powers, they are in fact more qualified for impeachment than the Vice President they seek to undermine. ๐๐๐ข ๐ฃ๐ฎ๐ฌ ๐ข๐๐ข ๐ซ๐๐ฆ๐๐๐ข๐ฎ๐ฆโ๐ฐ๐ก๐๐ซ๐ ๐ญ๐ก๐๐ซ๐ ๐ข๐ฌ ๐ ๐ซ๐ข๐ ๐ก๐ญ, ๐ญ๐ก๐๐ซ๐ ๐ฆ๐ฎ๐ฌ๐ญ ๐๐ ๐ ๐ซ๐๐ฆ๐๐๐ฒ. ๐๐ฎ๐ญ ๐ก๐๐ซ๐, ๐ซ๐ข๐ ๐ก๐ญ๐ฌ ๐๐ซ๐ ๐๐๐ข๐ง๐ ๐ญ๐ซ๐๐ฆ๐ฉ๐ฅ๐๐ ๐๐ง๐ ๐ซ๐๐ฆ๐๐๐ข๐๐ฌ ๐จ๐๐ฌ๐ญ๐ซ๐ฎ๐๐ญ๐๐.
The selective imposition of arbitrary standards without constitutional mandate is a grave insult to the Constitution, a danger to institutional integrity, and a disservice to the student body. The UASG CBL was crafted to serve as a guide for harmony, accountability, and good governance not as a weapon for power-tripping and selective enforcement.

pUwersA stands to deliver the LOA Vice President Charlien Bucasas in the letters of the constitution. We demand that this matter be restored to its proper venue, treated with independence, integrity, and strict adherence to the Constitution and By-Laws of the University of Antique Student Government. Any other path sets a dangerous precedent of abuse and selective justice.
We stand firm to exercise the Constitution, uphold due process, and let not power be used to silence service.
