Under the administration of Mayor Isko Moreno Domagoso and Vice Mayor Chi Atienza, the 13th City Council took decisive action on Monday, April 20, by imposing a six-month suspension—the maximum penalty allowed on two local barangay officials who failed to protect a minor in their community.
During the regular session where the Council sat as a quasi-judicial body, the officials were found guilty of grave misconduct, gross neglect of duty, and conduct unbecoming of a public officer. This came as the Council adopted the committee report and recommendation under Section 67, Rule XVI of its Internal Rules of Procedure.
Based on the committee findings, the barangay officials delayed giving the victim's family a copy of the CCTV footage needed to aid the police investigation and the filing of the complaint. Furthermore, they stalled for three days before officially suspending the suspect—a barangay tanod, which gave the perpetrator enough time to escape.
The imposition of the maximum penalty by the Council sends a firm warning to all local leaders, making its stance clear that the city government will never tolerate such behavior, more so if it comes from elected officials.
Atienza emphasized the Council's unwavering commitment to protecting the marginalized. "Today, we have used our quasi-judicial function to fight for justice and to show that in Manila, we take abuse of authority seriously. Justice will be served at all costs to defend the weak," Atienza stated.
"I am proud to lead and preside over the 13th City Council because our members fight for the right of our citizens to be heard and for the vulnerable to be protected,” she added.
Meanwhile, Hon. DJ Bagatsing pointed out the failure of leadership from the barangay chairman. "Maling-mali, may bata na nadamay dito and the Chairman didn't do anything. We cannot have that in Manila," Bagatsing manifested. He stressed that a public servant should show moral ascendancy, especially when a child is harmed.
Hon. Juliana Rae "Yanyan" Ibay also sympathized with the victim's family and reminded all local officials of their sworn duty. "This is a black-and-white case. There's no gray area. What's wrong is wrong, what's right is right," Ibay said.
"I hope this serves as a lesson as well to all the barangay officials na in every scenario that is presented to you, you always have to uphold your integrity," she added.
In addition, Hon. MC Bobby LimYuen stressed that the barangay's slow response was unacceptable. "I think it is clearer than day na hindi lang po simpleng incompetence ng barangay chairman po ito, kundi po may bad faith. Let's give justice to this kid. There is no place for this in the City of Manila."
Other members of the City Council also voiced their support for the decision, commending the body for its swift action in holding local officials accountable.
