NEW PRO6 CHIEF CALLS FOR UNITY, DISCIPLINE, AND TRUST-BASED POLICING IN WESTERN VISAYAS
Police Regional Office 6 (PRO6) marked a renewed direction in leadership as its Acting Regional Director, PBGEN Randulf T. Tuaño, formally addressed all personnel during his first Monday Flag Raising and Awarding Ceremony held at Camp Martin Teofilo Delgado, Iloilo City.
In his first engagement with the PRO6 ranks, PBGen Tuaño underscored that his assumption of office signals not just a transition in leadership but the strengthening of unity and collective commitment across the organization.
“Ang aking pagdating dito sa PRO6 ay hindi simula ng isang tao lamang, kundi simula ng mas pinatibay na pagkakaisa, mas malapit na paglilingkod, at mas matatag na paninindigan para sa kapayapaan ng Western Visayas,” PBGen Tuaño said, emphasizing that the foundation of effective policing rests on cohesion, discipline, and shared purpose.
He expressed gratitude for the warm reception from PRO6 personnel and acknowledged their readiness to align with the organization’s thrust of service and reform. He stressed that genuine public service is not only reflected in systems and operations but in the consistent dedication of personnel on the ground.
PBGen Tuaño also paid tribute to the leadership of outgoing Regional Director PBGen Josefino Ligan, recognizing the programs and reforms initiated during his tenure. He assured that these will be continued and further strengthened to ensure continuity and sustained improvement within the organization.
Drawing from his experience in Public Information Office, PBGen Tuaño highlighted a more human-centered approach to policing, stressing that visibility alone is not enough. “Hindi sapat na nakikita ang pulis sa lansangan. Ang mahalaga, nararamdaman ng mamamayan na nariyan tayo para sa kanilang seguridad, kapayapaan, at pang-araw-araw na buhay,” he said.
He further emphasized that leadership in the police service goes beyond enforcement, and is demonstrated through listening, empathy, and genuine service to the community. He aligned PRO6’s direction with the national guidance of PNP Chief Police General Jose Melencio C. Nartatez Jr., who continues to push for a more responsive and service-oriented police organization.
Anchored on this vision, PRO6 will continue to pursue the national direction of “Serbisyong Mabilis, Tapat, at Nararamdaman,” while strengthening its regional campaign: “Responsive, Trusted, and Transformative Policing for a Safer Western Visayas.”
PRO6 top cop stressed that this guiding framework will be reflected in all operational efforts, internal discipline, and community engagement initiatives, with stronger emphasis on police visibility, coordination with stakeholders, and professionalism within the ranks.
He also reminded personnel that public trust remains the strongest measure of police performance. “Ang pinaka-mahalagang sukatan ng ating serbisyo ay ang tiwala ng mamamayan,” he said, noting that effective law enforcement is anchored on confidence and cooperation from the community.
The PRO6 Acting Regional Director called on all personnel to uphold discipline, integrity, and accountability, emphasizing that unity within the organization directly translates to more effective service delivery and stronger peace and order initiatives across Western Visayas.
“Kaya hinihikayat ko ang bawat isa na ipagpatuloy ang kultura ng disiplina, integridad, malasakit, at propesyonalismo,” PBGen Tuaño added, expressing confidence that PRO6 will continue to advance peace, order, and public safety through collective effort and dedicated service.
The ceremony formally introduced PBGen Tuaño’s leadership direction for PRO6, highlighting continuity of reforms and a reinforced commitment to trust-based, community-centered policing in Western Visayas.
