Transparency, accountability, and active participation are essential in ensuring an effective and responsive youth governance.

Presented in this post is the attendance monitoring of the Municipal Sangguniang Kabataan Federation (MSKF) during its monthly meetings from January 2024 to July 2026, reflecting the participation and commitment of the members in fulfilling their responsibilities for the youth of Santo Tomas.

𝗣𝗥𝗢𝗩𝗜𝗡𝗖𝗜𝗔𝗟 𝗝𝗨𝗡𝗜𝗢𝗥 𝗢𝗙𝗙𝗜𝗖𝗜𝗔𝗟𝗦: 𝗟𝗘𝗔𝗗𝗘𝗥𝗦 𝗜𝗡 𝗧𝗛𝗘 𝗠𝗔𝗞𝗜𝗡𝗚. 🏛️

A meaningful and empowering day unfolded during the Provincial Junior Officials (PJO) Orientation and Election, bringing together young participants from their respective Local Government Units (LGUs) across the Province of Davao del Norte.

The activity provided our young leaders with an opportunity to learn about the roles, responsibilities, and functions of provincial officials while gaining valuable insights into leadership, governance, and public service. Through the election, the participants also experienced firsthand the importance of democratic participation, teamwork, and responsible leadership.

Congratulations to all the newly elected Provincial Junior Officials.
Your willingness to lead is a testament to the potential of the youth to become catalysts for positive change.

May this PJO journey inspire you to lead with integrity, serve with purpose, and become active partners in nation-building.

The Municipal Health Office (MHO) of Santo Tomas wishes to inform the public regarding the recent suspected food poisoning incident involving 29 students from Tulalian National High School.

Upon receiving an emergency call reporting that students were exhibiting symptoms of food poisoning—including abdominal pain, nausea, persistent vomiting, and dizziness—the MHO immediately deployed personnel to assist affected individuals.

This response was conducted in coordination with the Barangays New Katipunan, Balagunan, and Bobongon and Local Disaster Risk Reduction and Management Office (LDRRMO).

Affected students were promptly transported to the Rural Health Unit of Santo Tomas for immediate evaluation and treatment.

Of the 29 students: 18 were referred to Davao del Norte Hospital Carmen Zone (DDNH-CZ) 4 were referred to Davao Regional Medical Center (DRMC) 1 was transferred to a private hospital (upon request of the parents) 6 were clinically cleared, showing no signs or symptoms of food poisoning.

The Department of Health (DOH), Department of Social Welfare and Development (DSWD) and LGU Santo Tomas are ensuring complete coverage of medical expenses to provide zero billing at the handling hospitals.

Municipal Epidemiology and Surveillance Unit (MESU) Team have been dispatched to Tulalian National High School to inspect the school canteen and surrounding food vendors. Food samples have been collected and submitted for laboratory analysis to determine the exact source and cause of the incident.

We strongly advise the general public to avoid sharing unverified news or speculative details on social media to prevent unnecessary panic. The Municipal Health Office remains fully committed to safeguarding the health and safety of our students and the broader community.

Official updates will be released as soon as laboratory results and further investigation reports become available.

READ | ‘NO EXCUSES ON TURNOVER’: DILG URGES EARLY INVENTORY PREPARATIONS FOR BARANGAYS, SKs

Months ahead of the 2026 Barangay and Sangguniang Kabataan Elections (BSKE), the Department of the Interior and Local Government (DILG) has directed all barangay and SK officials nationwide to begin early inventory and turnover preparations to ensure seamless governance at the grassroots.

Issued through Memorandum Circular No. 2026-021, the directive reinforces President Ferdinand R. Marcos Jr.’s push for accountability across all levels of government and aims to prevent disruptions in basic services during the transition of leadership in November.

“All barangay and SK officials must fully account for properties, financial records, documents, and money accountabilities before the assumption of newly elected officials,” the Department said.

To institutionalize the process, Punong Barangays are instructed to organize Barangay Inventory Teams (BITs), composed of barangay officials and community representatives, to oversee the documentation and turnover of all assets and records. SK Chairpersons are likewise directed to form SK Inventory Teams (SKITs), ensuring youth sector accountability is upheld.

These teams will conduct both initial and final inventories and will work closely with City and Municipal Assessment and Transition Teams to guarantee compliance and provide operational support throughout the transition period.

The directive is anchored on existing laws, including Presidential Decree No. 1445, the Local Government Code of 1991, and the SK Reform Act of 2015, all of which mandate proper management, documentation, and safeguarding of government resources.

The DILG warned that failure to properly turn over government properties and accountabilities may result in administrative and legal liability under existing laws, rules, and regulations.

The Department emphasized that a complete and transparent turnover is critical to ensuring continuity in public service and maintaining trust in local governance.

“Transitions should not interrupt service. This is about making sure every incoming official can continue delivering for their community from day one,” the Department added.

The BSKE is scheduled on the first Monday of November 2026.
