Eight Legislative Measures were Approved in today's Regular Session (March 12, 2024) to wit:
-Sangguniang Bayan Resolution Authorizing the Appropriation Ordinance "An Ordinance Authorizing the Annual Budget of Sangguniang Kabataan of Barangay Marcela, Santa Marcela, Apayao for Fiscal Year 2024 in the Amount of Three Hundred Eleven Thousand Two Hundred Twenty-Two Pesos and Ninety Centavos (Php311,222.90)

-Sangguniang Bayan Resolution Authorizing the Appropriation Ordinance "An Ordinance Authorizing the Annual Budget of Sangguniang Kabataan of Barangay San Mariano, Santa Marcela, Apayao for Fiscal Year 2024 in the Amount of Two Hundred Seventy-Three Thousand Seven Hundred Twenty-Five Pesos (Php273,725.00)

-An Ordinance Regulating the Sale, Distribution, Possession and Use of Firecrackers, Pyrotechnic Devices and Other Similar Explosives within the Territorial Jurisdiction of Santa Marcela, Apayao Providing Penalties for Violation Thereof, and Repealing Ordinance No. 09 Series of 2002

-An Ordinance Mandating All Business Ooerating within the Territorial Jurisdiction of Municipality of Santa Marcela, Apayao Engaged in the Manufacturing, Selling or Distributing PNP Uniforms, Insignias and Other Accoutrements to Secure PNP Certificate of Conformity and Prescribing Penalties for Violation Thereof

-Sangguniang Bayan Resolution Giving Accreditation to Santa Marcela Gunglo Organiko as a Legitimate Civil Society Organization in the Municipality of Santa Marcela, Apayao

-An Ordinance Adopting the Provincial Ordinance No. 03 Series of 2020 Known as an Ordinance Prohibiting the Use of Plastic Bags on Dry Goods and Regulating its Utilization on Wet Goods in the Province of Apayao and Prescribing Penalties Thereof

-Sangguniang Bayan Resolution Approving the Creation of the Municioal Solid Waste Action Team (SWAT) Task Force in the Municipality of Santa Marcela, Apayao

It is with great relief that I announce to my fellow yApayaos and to the general public that the first and lone confirmed COVID-19 positive case in the Province of Apayao has already tested NEGATIVE OF THE VIRUS, as per Individual Official Result received by the Apayao COVID-19 Task Force today, June 4, 2020. The Regional Epidemiology and Surveillance Unit (RESU-CAR) advised that there is a necessity to wait for the result of the second repeat swab test prior to discharging patient PH Apayao1.

This notwithstanding, and to ascertain if there had been local transmission that resulted from the patient’s infection of the virus, the aggressive tracing on individuals the patient has had contacts and interaction with being conducted by the Provincial Contact Tracing Team, in cooperation with the Municipal Government of Conner, shall continue. The Task Force calls on the cooperation of individuals who had contacts with the patient and the immediate family and relatives to come forward and cooperate with our Contact Tracing Team, for us to stem the possible further transmission of the virus in the province.

This unfortunate incident showed that the virus could pe*****te even the strictest defenses, can easily spread throughout the local populace, and fatal particularly to the vulnerable population such as pregnant women, senior citizen and those with co-morbidities. Thus, I call for strictest adherence to and observance of prescribed health protocols such staying at home, social distancing, wearing of face masks and maintaining good hygiene, and I hope, for us to HEAL AS ONE, and for everyone to do their part in our continuing battle with this deadly pandemic.

Lastly, I extend our gratitude to the untiring frontliners, individuals and institutions who and that have been by our side through this unfortunate incident — the Cagayan Valley Medical Center headed by Dr. Glen Baggao, members of the Provincial Task Force and its Contact Tracing Team, and the officials and personnel of all municipalities in the Province especially the municipality of Conner led by Mayor Martina Dangoy and the Conner District Hospital.
