The Department of the Interior and Local Government (DILG) reaffirmed the vital role of Municipal Local Government Operations Officers (MLGOOs) in upholding the rule of law and ensuring that the Katarungang Pambarangay system functions effectively and fairly.

Within the Katarungang Pambarangay system, MLGOOs guide barangay officials in observing proper procedures for mediation and conciliation, including the issuance of summons, the conduct of hearings, and adherence to due process under Republic Act No. 7160.

The Department clarified that while the Lupon or Pangkat does not possess coercive power to physically compel attendance, the law provides clear consequences for unjustified non-appearance. Under Section 515 of the Local Government Code, refusal or willful failure to appear despite a valid summons may give rise to indirect contempt proceedings upon proper application before the court and may also affect the ability of parties to pursue claims or counterclaims.

The DILG underscored that the absence of direct coercive authority is distinct from the existence of legal repercussions for disobedience, which are enforced through the courts.

The DILG also expressed concern over the treatment of MLGOO Dexter Castro Narrido during a recent television interview, where he was subjected to undue humiliation while correctly discussing the application of the law. While scrutiny and debate are part of public service, these must be exercised with fairness, respect, and a shared commitment to clarity and understanding.

In line with the implementation of Republic Act No. 11313 or the Safe Spaces Act, the Department of the Interior and Local Governmentโ€“Cordillera Administrative Region (DILG-CAR) reminds the public that gender-based sexual harassmentโ€”whether in public spaces or onlineโ€”is punishable by law.

Unwanted messages, persistent advances despite refusal, and sexually suggestive remarks in private messages or social media platforms are forms of online sexual harassment under the law.

The Safe Spaces Act upholds every individualโ€™s right to feel safe and respected in all spacesโ€”including digital environments.

Local Government Units (LGUs), in coordination with DILG, are continuously strengthening efforts to:
โ€ข Enforce policies against gender-based sexual harassment
โ€ข Raise awareness through community education and campaigns
โ€ข Establish accessible reporting mechanisms at the local level
โ€ข Ensure accountability through proper documentation and response systems

TANONG NG BAYAN: ANO ANG TUNGKULIN NG BARANGAY SA PAGPAPATUPAD NG FIRST TIME JOBSEEKERS ACT?

Sa ilalim ng Republic Act No. 11261 o ang First Time Jobseekers Assistance Act, ang Barangay ay may tungkulin na magbigay ng patunay o sertipikasyon na ikaw ay isang first-time jobseeker.

Mga Tungkulin ng Barangay

1. Pag-isyu ng Barangay Certification
Ang Barangay lamang ang nag-iisyu ng Barangay Certification para sa mga aplikante. Gamit ito, libre na ang pagkuha ng iba pang dokumento sa gobyerno (gaya ng NBI o Police Clearance).

2. Pagpapatunay/ Beripikasyon ng Aplikante
Bago magbigay ng sertipiko, dapat masiguro na ang aplikante ay:
โ€ข Pilipino.
โ€ข First Time Jobseeker (fresh grad, out-of-school youth, o matagal nang walang trabaho).
โ€ข Residente ng barangay nang hindi bababa sa 6 na buwan.
โ€ข Pag-aayos ng Record

3. Pagpapanatili ng Record
Dapat may listahan (database) ang barangay ng lahat ng nabigyan ng sertipiko. Ang listahang ito ay kailangang isumite sa DILG.

4. Pagbabantay laban sa Abuso
Dapat ipaliwanag ng barangay na ang sertipiko ay:
โ€ข May bisa lang sa loob ng isang (1) taon.
โ€ข Magagamit lang ng isang beses sa bawat ahensya ng gobyerno.

The Department of the Interior and Local Government (DILG) has issued Memorandum Circular No. 2026-006, reiterating the strict prohibition on the display and/or affixture of names, images, and likenesses of public officials on government funded projects.

Under Section 5.2, โ€œAll covered officials and employees are hereby directed to cause the immediate removal of existing signages, tarpaulins, markers, or materials that violate this Circular.โ€

MC 2026-006 underscores that government resources shall not be used for personal promotion or political advantage, upholding neutrality, accountability, and ethical governance. It further reminds concerned officials and offices to ensure compliance at all stages of project implementation, from planning to ex*****on and monitoring.

Through this issuance, the DILG reinforces the principle that public service is about service to the people not personal recognition, and that government projects belong to the public they are meant to serve.
