Re: Fraudulent Use of PLTGEN Bernard M. Banac’s Name for Online Solicitation

The Philippine National Police (PNP) warns the public about an online scam involving fraudulent impersonation of Police Lieutenant General Bernard M. Banac, Acting Deputy Chief PNP for Administration. The scam is being carried out through the messaging app Viber, where an individual is soliciting money from unsuspecting persons.

The impersonator is using the name “Bernard Banac” and falsely presenting a PNPA Class of 1992 seal.

The Viber account and mobile number involved are not associated with PLTGEN Banac. He does not request, authorize, or tolerate any form of money solicitation. Any message suggesting otherwise is fraudulent and intended to mislead the public.

The PNP advises everyone to ignore and report unsolicited messages requesting money using the names or identities of police officials. Preserve screenshots and digital evidence when reporting such incidents.

Cyber and intelligence units are conducting investigations to identify the perpetrators, trace digital footprints, and file charges under existing laws.

Public vigilance and cooperation are crucial to prevent further victimization and to hold those responsible accountable.

PDEA, BOC, PNP FOIL ₱7M ECSTASY SHIPMENT AT CLARK FREEPORT CARGO AREA

What appeared to be an ordinary inbound shipment quickly revealed a serious attempt to smuggle illegal drugs into the country after authorities uncovered thousands of tablets of suspected ecstasy concealed inside foreign parcels at a cargo handling area in Clark Freeport Zone, Mabalacat City, Pampanga on January 2, 2026. The discovery highlights the continued use of international logistics channels by drug networks seeking to evade detection.

Under the command of PNP Acting Chief PLTGEN Jose Melencio C. Nartatez Jr., the Philippine National Police supported the interdiction conducted by the Philippine Drug Enforcement Agency (PDEA)–Clark, in coordination with the Clark Inter-Agency Drug Interdiction Task Group (CRK-IADITG) and the Bureau of Customs. At around 8:00 AM, two inbound parcels originating from Innsbruck, Austria and intended for delivery to Davao City were subjected to inspection. The examination resulted in the confiscation of approximately 4,124 tablets of suspected ecstasy at the cargo area, with a standard drug price of ₱7,040,125.00. The seized illegal drugs were secured, resealed, and placed under the custody of the Bureau of Customs for turnover to PDEA CRK-IADITG for proper disposition pursuant to Republic Act No. 9165.

The successful interception is consistent with the PNP’s Focused Agenda, particularly the key priority on Enhanced Managing Police Operations, which directs sustained vigilance and firm enforcement in critical transit points such as air cargo facilities to stop illegal drugs before they reach communities.

PNP Acting Chief PLTGEN Jose Melencio C. Nartatez Jr. emphasized the importance of unified law enforcement action, stating:

“This interception highlights the strength of inter-agency efforts in protecting the country’s entry points and disrupting international drug trafficking activities. Kapag sabay-sabay na kumikilos ang mga ahensya ng pamahalaan, mas napipigilan ang pagpasok ng ilegal na droga sa bansa.”

He further underscored the role of the PNP in public protection, saying: “For the PNP, preventing illegal drugs from reaching the streets is a clear duty that we continue to uphold through constant monitoring and enforcement. Responsibilidad ng PNP na pigilan ang ilegal na droga bago pa ito makarating sa mamamayan, at hindi kami titigil sa pagtupad ng tungkuling ito.”

Under the directive of President Ferdinand R. Marcos Jr., the Philippine National Police continues to strengthen its interdiction and law enforcement efforts nationwide to prevent the entry and distribution of illegal drugs, while assuring the public of its vision: PNP’s “Bagong PNP para sa Bagong Pilipinas: Serbisyong mabilis, tapat, at nararamdaman.”

PNP CLOSES 4,203 ADMINISTRATIVE CASES IN 2025, INVOLVING 6,527 PERSONNEL

In a year marked by intensified internal discipline, the Philippine National Police (PNP), under the leadership of Acting Chief PNP, Police Lieutenant General Jose Melencio C. Nartatez Jr., resolved 4,203 administrative cases involving 6,527 personnel in 2025, reinforcing its message that accountability and due process remain non-negotiable within the police organization.

Based on consolidated records of the PNP Discipline, Law and Order. Division (DLOD), the resolved cases involved 1,101 Police Commissioned Officers (PCOs), 5,229 Police Non-Commissioned Officers (PNCOs), and 197 Non-Uniformed Personnel (NUP).

Of the total cases resolved, 2,834 resulted in penalties affecting 3,403 personnel, while 1,369 cases involving 3,124 personnel were dismissed or led to exoneration after due process and careful review of the evidence.

The penalties imposed ranged from the most severe to corrective sanctions. Dismissal from the service was meted out in 1,153 cases, affecting 1,120 personnel, while suspension was imposed in 1,073 cases involving 1,425 personnel. Other sanctions included demotion (133 cases), reprimand (351 cases), forfeiture of salary (37 cases), restriction (36 cases), and withholding of privileges (51 cases).

These accomplishments form part of the PNP Focus Agenda, specifically under its Integrity Monitoring component, which ensures that allegations against police personnel are promptly acted upon, judiciously resolved, and anchored on fairness and accountability.

“These figures show that accountability in the PNP is not selective and not superficial. May malinaw tayong proseso—iniimbestigahan ang bawat reklamo, at pinapakinggan ang lahat ng panig,” said Acting Chief, PNP, PLTGEN Jose Melencio C. Nartatez Jr. “We decide based on facts and due process—whether that leads to penalties or to exoneration.”

Meanwhile, during the period August 26 to December 31, 2025, coinciding with the tenure of the current Acting Chief, the PNP resolved 425 cases involving 710 personnel. Of these, 331 cases resulted in penalties affecting 452 personnel, while 94 cases were dismissed or led to exoneration, involving 258 personnel.

During this period, dismissal from the service was imposed in 191 cases, affecting 253 personnel, while suspension was handed down in 94 cases involving 145 personnel. Other penalties included demotion (29 cases) and reprimand (17 cases).

PLTGEN Nartatez emphasized that discipline remains a cornerstone of police service. “Ang pagsusuot ng uniporme ay isang pribilehiyo, hindi karapatan,” he said. “Those who betray public trust will be held accountable, while ang mga napatunayang inosente ay nililinis ang pangalan. That balance is essential to a professional police force.”

The PNP reiterated that internal cleansing efforts will continue alongside reforms aimed at strengthening ethics, professionalism, and public trust—anchored on the principle that discipline within the organization directly translates to better service to the Filipino people, in line with the vision of a Bagong PNP para sa Bagong Pilipinas—Serbisyong Mabilis, Tapat, at Nararamdaman.

As part of the heightened security measures for the holiday season and the approach of New Year 2026, the Philippine National Police is strictly enforcing a One-Strike Policy against indiscriminate firing. This policy underscores the PNP’s firm commitment to protecting lives and ensuring public safety during a period meant for peace, not preventable harm.

All PNP personnel are reminded to observe the highest level of discipline and professionalism in the handling of fi****ms. Any act of reckless or celebratory gunfire is a serious violation of duty and will not be tolerated under any circumstance.

Personnel found guilty of indiscriminate firing shall face immediate administrative sanctions and criminal liability in accordance with existing laws, without warning or second chances. This includes dismissal from the service and the filing of appropriate criminal cases, as warranted.

Immediate and decisive action is required from all unit commanders. Personnel involved in indiscriminate firing will be relieved and placed under preventive suspension at once, pending investigation. Command responsibility is absolute—every level must be accountable to uphold discipline and safeguard public trust in the PNP.

As the nation welcomes the New Year, the PNP calls on all personnel to set the example of responsibility and restraint. Through the strict enforcement of the One-Strike Policy, the PNP reaffirms its commitment to a Bagong PNP para sa Bagong Pilipinas—Serbisyong Mabilis, Tapat, at Nararamdaman—so that every Filipino can celebrate safely and without fear.

Sa pagsusumikap na maghatid ng kasiyahan at seguridad sa komunidad, ang Sta. Elena Municipal Police Station, katuwang ang mga stakeholder’s ng Sta. Elena ay nag-organisa ng isang Trick or Treat event ngayong Halloween. Ang aktibidad na ginanap kaninang alas-singko ng hapon (5:00 PM), ay naglalayong magbigay ng saya sa komunidad, lalo na sa mga kabataan, at maghatid ng mensahe ng kaligtasan sa pagdiriwang ng okasyong ito.
Puno ng kasiyahan ang aktibidad na ginanap sa himpilan ng pulisya, na pinalamutian ng mga makukulay na dekorasyon upang magbigay saya sa mga batang dumalo. Nagsuot ng iba’t ibang costume ang mga bata at masayang tumanggap ng mga kendi at treats mula sa mga pulis, na nagpakita ng kanilang aktibong pakikiisa sa pagdiriwang. Bukod sa mga matamis na sorpresa, nagbigay rin ang mga pulis ng mga paalala tungkol sa pagiging ligtas tuwing Halloween upang matiyak ang kaligtasan ng lahat ng dumalo.

Ayon kay PMAJ NORWEN ABELIDA, hepe ng Sta. Elena MPS, ang Trick or Treat event ay hindi lamang para magbigay ng kasiyahan kundi upang palakasin ang ugnayan ng kapulisan sa komunidad. “Nais naming ipakita sa ating mga residente, lalo na sa mga kabataan, na ang pulisya ay kaagapay sa kanilang kaligtasan at kasiyahan. Ang mga ganitong aktibidad ay mahalaga para mas mapalapit ang aming mga tauhan sa komunidad na aming pinaglilingkuran,” ani PMAJ ABELIDA.

Ang pagsasagawa ng Trick or Treat event ay patunay ng dedikasyon ng Sta. Elena Municipal Police Station na maging kaagapay ng komunidad hindi lamang sa pagbibigay ng seguridad kundi pati na rin sa pagbabahagi ng mga kasiyahan sa mahahalagang okasyon. Ang aktibidad na ito ay nagpapakita ng pagiging makatao ng mga alagad ng batas at patuloy na pagbibigay ng malasakit para sa mas ligtas at mas masayang pamayanan sa Sta. Elena.

Ang Sta. Elena MPS ay nananatiling nakatutok sa pagbibigay ng serbisyong malapit sa puso ng bawat mamamayan at magsusumikap na patuloy na magsagawa ng mga makabuluhang aktibidad sa komunidad.
