THE DEPARMENT'S HISTORY

The present Department of the Interior and Local Government (DILG) traces its roots from the Philippine Revolution of 1897. On March 22, 1897, the Katipunan Government established the first Department of Interior at the Tejeros Convention. A revolutionary government was also established at that time and the new government elected General Emilio Aguinaldo as President and A

ndres Bonifacio as Director of Interior, although Bonifacio did not assume the post. At the Naic Assembly held on April 17, 1897, President Aguinaldo appointed General Pascual Alvarez as Secretary of the Interior. The Department of Interior was enshrined in the Biak-na-Bato Constitution signed on November 1, 1897. Article XV of the said Constitution defined the powers and functions of the Department that included statistics, roads and bridges, agriculture, public information and posts, and public order. As the years of struggle for independence and self-government continued, the Interior Department became the premier office of the government tasked with various functions ranging from supervision over local units, forest conservation, public instructions, control and supervision over the police, counter-insurgency, rehabilitation, community development and cooperatives development programs. In 1950, the Department was abolished and its functions were transferred to the Office of Local Government (later renamed Local Government and Civil Affairs Office) under the Office of the President. On January 6, 1956, President Ramon Magsaysay created the Presidential Assistant on Community Development (PACD) to implement the Philippine Community Development Program that will coordinate and integrate on a national scale the efforts of various governmental and civic agencies to improve the living conditions in the barrio residents nationwide and make them self-reliant. In 1972, Presidential Decree No. 1 created the Department of Local Government and Community Development (DLGCD) through Letter of Implementation No. 7 on November 1, 1972. Ten years later or in 1982, the DLGCD was reorganized and renamed Ministry of Local Government (MLG) by virtue of Executive Order No. 777; and in 1987, it was further reorganized and this time, renamed Department of Local Government (DLG) by virtue of Executive Order No. 262. Again, on December 13, 1990, the DLG underwent reorganization into what is now known as the Department of the Interior and Local Government (DILG) by virtue of Republic Act No. 6975. The law also created the Philippine National Police (PNP) out of the Philippine Constabulary-Integrated National Police (PC-INP), which, together with the National Police Commission, was integrated under the new DILG, the Bureau of Fire Protection, Bureau of Jail Management and Penology and the Philippine Public Safety College; and absorbed the National Action Committee on Anti-Hijacking from the Department of National Defense (DND). The passage of RA 6975 paved the way for the union of the local governments and the police force after more than 40 years of separation. Today, the Department faces a new era of meeting the challenges of local autonomy, peace and order, and public safety.

ASSESSING ADAC EXCELLENCE | The Regional Audit Committee (RAC), together with partner agencies and Civil Society Organizations, successfully conducted the 2026 Anti-Drug Abuse Council (ADAC) Performance Audit which served as a strategic tool to assess the effectiveness, functionality, and responsiveness of Local Anti-Drug Abuse Councils in promoting peace, order, and public safety in our communities.

During the two-day activity, the RAC audited submissions from five (5) provinces and one (1) Highly Urbanized City in Region VI, reflecting the collective commitment of LGUs toward strengthening anti-drug abuse programs and institutionalizing responsive and accountable local governance.

Present during the activity were members of the Regional Audit Committee: PCAPT Ruzel A Quirao, Chief, Community Affairs Section, and PMAJ Christian P Mahometano, Chief, Special Operations Section, from the Police Regional Office VI; Christina D. Cabatingan, Chief, Operations Division, from the Philippine Drug Enforcement Agency; Civil Society Organization partners Rev. Reynaldo V. Romero, Director, Rev. Darwin Solanib, Secretary of ADVOCATES, Inc., and Rev. Noel Fernandez, Executive Director of Values Formation, Inc.

This year’s audit further strengthens continuity and sustainability through the implementation of three-year performance indicators and the retention of the nine core indicators. Likewise, the updated audit standards for 2026 challenge all stakeholders to elevate performance, intensify initiatives, and strengthen inter-agency collaboration.

The Department of the Interior and Local Government VI reaffirms its steadfast commitment to responsive and citizen-centered local governance and joins the celebration of the 2026 Ease of Doing Business (EODB) Month with the theme, "Achieving Results through Transparency and Accountability (ARTA): Towards a More Productive Bagong Pilipinas."

In support of this advocacy, DILG VI continues to champion reforms across local government units—empowering LGUs to streamline processes, cut red tape, and create a more business-friendly environment.

The celebration is pursuant to Presidential Proclamation No. 818, s. 2025, declaring the Month of May of every year as the National Ease of Doing Business Month.

READ | DILG ORDERS LGUs: CLEAR THE WAY FOR FUEL TANKERS

The Department of the Interior and Local Government (DILG) has directed all local government units (LGUs) to take immediate steps to ensure the continuous and orderly movement of fuel, including allowing unhampered passage of fuel tankers within their jurisdictions.

Amid ongoing global oil supply pressures, the Department emphasized that restrictions such as truck bans and traffic coding should not impede the delivery of fuel. Local chief executives (LCEs) are thus urged to exempt legitimate fuel tankers from legitimate petroleum industry companies from these limitations.

“Ensuring the uninterrupted movement of fuel supply is critical to sustaining economic activity and protecting the welfare of our people during this period of global energy disruption,” the DILG said.

These measures align with President Ferdinand R. Marcos Jr.’s call for a whole-of-government and whole-of-society approach in addressing the crisis, following the issuance of Executive Order No. 110 declaring a state of national energy emergency.

In a memorandum circular, the DILG also called on LCEs to exercise their supervisory authority to ensure strict and effective implementation of the directive across all local jurisdictions.

“Local governments play a vital role in ensuring that essential goods such as fuel are delivered without delay. We count on your full cooperation,” the Department added.

The DILG further reminds LGUs to exercise their disciplinary authority over erring elected officials pursuant to Chapter IV, Title 2, Book 1 of RA 7160 or the Local Government Code.

The Department said it will continue to monitor compliance and coordinate with concerned agencies to ensure the uninterrupted delivery of fuel nationwide.

CONSORTIUM CONVERGENCE | The Western Visayas Local Governance Resource Consortium (WVLGRC) successfully convened its 1st Consortium Meeting for CY 2026 with Iloilo Science and Technology University as the lead convenor, bringing together key institutions such as University of the Philippines Visayas, Central Philippine University, University of San Agustin, Guimaras State University, Carlos Hilado Memorial State University, STI West Negros University, and Iloilo Economic Development Foundation Inc., committed to advancing capacity development across the region.

Honoring the hands that build the nation 🇵🇭

DILG Region VI marked the 124th Philippine Labor Day during its monthly flag-raising ceremony, where Regional Director Juan Jovian E. Ingeniero, CESO III, underscored the importance of prioritizing the welfare of government workers amid the growing demand for a more competent, responsive, and citizen-centered public service.

The celebration featured an insightful session by Jerome R. Eslabra, an organizational development specialist and professor, on “Productivity at Work: Reducing Stress, Improving Focus, and Delivering Results.” It served as a timely reminder that a healthy mindset is key to enhanced performance and more meaningful public service.

The event also included the presentation of the prescribed official music videos of Lupang Hinirang and the ASEAN 2026 theme song, “One Vision, One Ocean,” in accordance with Memorandum Circular No. 117, s. 2026, issued by the Office of the President.

STRENGTHENING PEACE AND ORDER | The Regional Management Coordinating Committee VI (RMCC VI) successfully convened its special meeting to discuss and refine the guidelines, criteria, and coordination mechanisms for this year’s Search for the Outstanding Barangay Tanod—a unique initiative of DILG Region VI that recognizes the dedication and exemplary service of barangay tanods across the region.

In his message, RD Juan Jovian E. Ingeniero, CESO III, underscored the importance of continuously revising and improving the general guidelines to ensure they remain relevant and responsive to the evolving context of barangays. He also highlighted that feedback from field offices and RMCC members were carefully considered in the development of this year’s SOBT guidelines.

As a long-standing partner in the program, all RMCC members reaffirmed their full support for the implementation of this year’s search.
