The Philippine Navy, through the Office of Naval Strategic Studies and Strategy Management (ONSSSM), will be conducting the 𝐌𝐚𝐫𝐢𝐭𝐢𝐦𝐞 𝐒𝐞𝐜𝐮𝐫𝐢𝐭𝐲 𝐒𝐲𝐦𝐩𝐨𝐬𝐢𝐮𝐦 𝟐𝟎𝟐𝟔 (𝐌𝐒𝐒 𝟐𝟎𝟐𝟔), this Friday, April 10, 2026, from 8:30 a.m. to 5:00 p.m. at the AFP Commissioned Officers' Club (AFPCOC), Camp General Emilio Aguinaldo, Quezon City. The MSS forms part of the Philippine Navy’s annual pre-anniversary activities and will be carried out in a hybrid modality. This year is its 11th iteration.

With the theme, “𝐌𝐚𝐫𝐢𝐭𝐢𝐦𝐞 𝐒𝐞𝐜𝐮𝐫𝐢𝐭𝐲 𝐢𝐧 𝐒𝐨𝐮𝐭𝐡𝐞𝐚𝐬𝐭 𝐀𝐬𝐢𝐚: 𝐍𝐚𝐯𝐢𝐠𝐚𝐭𝐢𝐧𝐠 𝐂𝐨𝐧𝐭𝐢𝐧𝐮𝐢𝐭𝐲 𝐚𝐧𝐝 𝐂𝐡𝐚𝐧𝐠𝐞 𝐭𝐡𝐫𝐨𝐮𝐠𝐡 𝐀𝐒𝐄𝐀𝐍,” this year's MSS is a complementary initiative in line with the Philippines' ASEAN chairmanship. It seeks to unpack enduring realities and emerging challenges in Southeast Asia, particularly in the region’s strategic waterways, and how ASEAN will steer the region through intersecting issues toward greater resilience to ensure regional peace and stability.

| The Philippine Navy, through ONSSSM, successfully conducted the 11th Sail Plan Boot Camp last 02 December 2025 at Navy Headquarters and via Zoom. Graced by the Chief of Naval Staff, who also serves as the Chief Sail Plan Officer, RAdm ALAN M JAVIER PN, the event marked the first face-to-face conduct in years since the pandemic.

This year’s Boot Camp was further enriched by insightful lectures delivered by Capt Marissa Arlene A Martinez PN(MNSA), the Director, Fleet-Marine Warfare Center; Ms. Steffi Alison A. Villa, the Assistant Director of DPI Strategic Processes Inc.; Ms. Pauline F. Bacay, the Executive Assistant II at the Presidential Office for Maritime Concerns; and Ms. Ana Zofia I. Acal, Civ-HR, one of ONSSSM’s Defense Researchers. The activity brought together Sail Plan Champions to exchange insights and strengthen their shared commitment to a modern, multi-domain, self-reliant, and credible partner Navy by 2040.

IN PHOTOS | Philippine Navy launches Sail Plan 2040 Book, marks new Chapter in Organizational Transformation

The Philippine Navy through the Office of Naval Strategic Studies and Strategy Management - Philippine Navy (ONSSSM), successfully launched the Sail Plan 2040 Book, a recalibrated roadmap that will guide the Navy’s long-term Organizational Development Strategy transformation as it prepares for emerging challenges in the maritime domain, graced by Vice Admiral Jose Ma Ambrosio Q Ezpeleta PN, Flag Officer In Command, Philippine Navy, on December 3, 2025 at the Navy Headquarters in Manila.

The activity formed part of a two-day program held from December 2-3, 2025, which included the Sail Plan Boot Camp and Sail Plan Cascading sessions. These initiatives aim to strengthen the capacity of Sail Plan Champions to effectively implement and communicate the Navy’s strategy across all echelons, ensuring unity of effort and sustained progress in the years ahead.

“For nearly two decades, the Sail Plan has served as the strategic compass of our Navy. It is our ‘North Star,’ our basis in strengthening our systems and ensuring that we will be constantly shaped into a forward-looking organization as we contend with multifaceted threats, including the emergence of new forms of warfare,” Vice Admiral Ezpeleta said. “This launch, then, not only unveils a tangible product born out of a series of meetings or brainstorming, but is a representation of our collective aspirations for our Philippine Navy,” he added.

The Sail Plan 2040 Book outlines the PN’s refined strategic objectives, institutional priorities, and performance measures that will guide the Navy’s transformation efforts toward becoming a modern, agile, and mission-ready maritime force committed to safeguarding the nation’s interests.

With the launch of the Sail Plan 2040 Book, the Philippine Navy reaffirms its commitment to continuous improvement, strategic foresight, and the pursuit of excellence in service to the Filipino people and the maritime nation.
