Today 5.26.2026 The Regulation, Licensing, and Enforcement Division (RLED) of the Department of Health (DOH) CHD 1 conducted inspection & evaluation to our birthing facility ensuring that our RHU birthing facility is safe, legal, functional & capable of providing quality maternal and newborn care.
Under the DOH regional offices, the RLED is responsible for the inspection, licensing, monitoring & enforcement of health standards for health facilities.
For an RHU birthing facility, the significance of RLED includes:
✅️1. ENSURES PATIENTS' SAFETY
RLED checks if the birthing facility complies with DOH standards for:
Cleanliness and infection control
Emergency equipment Proper delivery rooms Availability of trained health workers. Maternal and newborn emergency preparedness
This helps protect mothers and babies from preventable complications during childbirth.
✅️2. Grants License to Operate (LTO)
An RHU birthing facility cannot legally operate without DOH licensing.
RLED processes and evaluates:
Permit to Construct (PTC), Facility floor plans, Staffing requirements, Equipment standards, License to Operate applications. Only facilities that meet regulatory requirements receive authorization to operate.
✅️3. Maintains Quality Healthcare Services. RLED conducts: Regular inspections, Monitoring visits
Compliance assessments, Technical assistance This ensures that RHU birthing centers continue following national healthcare standards even after opening.
✅️4. Strengthens Maternal and Newborn Care. Through regulation, RLED helps ensure that birthing facilities are capable of providing: Safe normal deliveries, Basic Emergency Obstetric and Newborn Care (BEmONC), Proper referral systems for complicated cases. This contributes to reducing: Maternal mortality
Newborn deaths, Delivery-related complications in communities.

When an RHU birthing facility is licensed and monitored by RLED, the community gains confidence that the facility:
Meets DOH standards. Uses qualified personnel. Follows safe clinical practices
Is accountable to government regulations.
