Doโs and Donโts under Memorandum Circular No. 114, s. 2026 โ DIRECTING ALL GOVERNMENT AGENCIES AND INSTRUMENTALITIES TO STRICTLY ADOPT ENERGY CONSERVATION PROTOCOLS
In light of the ongoing global energy crisis and rising fuel prices, Malacaรฑang has issued Memorandum Circular No. 114, s. 2026, mandating strict energy conservation protocols across all government agencies.
Starting March 9, 2026, here is a quick guide on what we should and shouldn't do to help reduce our energy footprint:

THE DOโS (Strict Energy Conservation Protocols):
* DO set air-conditioning thermostats to a standard 24ยฐC.
* DO adopt a 4-day onsite work arrangement (Compressed Work Week or common WFH day) as per CSC rules to reduce building load and fuel use.
* DO turn off non-essential lights and electronic equipment during lunch breaks and after office hours.
* DO activate "sleep settings" on all office equipment (computers, printers, etc.) when not in use.
* DO prioritize virtual meetings over physical ones to save on travel.
* DO minimize elevator useโtake the stairs for a few floors!
* DO limit official travel to essential and indispensable actions only.
* DO strengthen fleet-efficiency measures to cut down on fuel consumption.
โ THE DONโTS:
* DON'T leave air-conditioning units running in unoccupied rooms.
* DON'T use government vehicles for non-essential or personal trips.
* DON'T keep electronic devices plugged in or on standby if they are not needed.
* DON'T schedule in-person seminars or workshops if they can be effectively conducted online.
* DON'T compromise the delivery of servicesโwhile we conserve, essential and frontline services (Health, Emergency Response, Public Safety) must remain uninterrupted and unhampered.
๐ก GOAL: To reduce electricity and fuel consumption by 10% to 20% across the board.

Notes:
* Scope: This applies to all National Government Agencies, GOCCs, LGUs, and State Universities/Colleges.
*Other branch of government are encouraged to adopt the prescribed under MC 114
* Frontline Services: Agencies like hospitals, the PNP, and BFP are reminded to maintain their standard operations to ensure public safety.
