J.H. Cerilles State College (JHCSC), under the leadership of President Dr. Edgardo H. Rosales, and the Department of Trade and Industry (DTI)โZamboanga del Sur Provincial Office, led by Provincial Director Marlon A. Alabata, duly represented by Ms. Arni Grace Soro, Division Chief, CPD, formalized a partnership through the signing of a Memorandum of Understanding (MOU) on October 21, 2026, at the JHCSC Hostel, Pagadian Extension Campus, to establish a School-Based Consumer Group aimed at advancing consumer education, market research, product development, and innovation.
Anchored in Republic Act No. 7394, or the Consumer Act of the Philippines, the partnership establishes a framework to promote consumer rights, fair trade practices, and responsible market participation. The agreement covers collaborative initiatives, including educational seminars, webinars, information campaigns, market research, student-led activities, and community extension programs, subject to applicable laws, institutional policies, and the provisions of the MOU.
The initiative also complements the academic objectives of the School of Business and Management (SBM), under the leadership of Dean Dr. Julito V. Mandac Jr., particularly in strengthening entrepreneurship education and industry-responsive learning. With Mr. Ernesto B. Medina Jr. serving as Bachelor of Science in Entrepreneurship (BSEntrep) Program Chair, the partnership presents opportunities to connect academic instruction with practical knowledge of consumer protection, market analysis, ethical business practices, and product innovation.
Under the agreement, DTI-Zamboanga del Sur will provide technical expertise, educational materials, and guidance on consumer protection mechanisms. At the same time, JHCSC will coordinate institutional participation, logistical arrangements, and the designation of focal persons.
To operationalize the three-year agreement, both institutions will jointly develop an annual implementation plan that outlines priority activities and responsibilities, establishing a coordinated approach to translating the partnershipโs objectives into educational, research, and community-based initiatives.
