📣 𝗠𝗮𝘆 𝗙𝗹𝗮𝗴𝘀𝗵𝗶𝗽 𝗣𝗿𝗼𝗴𝗿𝗮𝗺 𝗸𝗮? 𝗶-𝗢𝗚𝗣 𝗻𝗮𝘁𝗶𝗻 𝘆𝗮𝗻!

The Department of Budget and Management (DBM), in partnership with the Development Academy of the Philippines (DAP), is launching the Capability Development for the Philippine Public Sector on Open Government Partnership (CDPPS OGP).

The CDPPS OGP is a practical platform for developing, testing, and refining existing flagship programs and initiatives through open government approaches, with a focus on transparency, participation, accountability, innovation, and improved public service delivery.

We are looking for existing flagship programs or initiatives that:

✔️ address a clearly defined governance, service delivery, or productivity concern;
✔️ have potential to be strengthened through open government approaches;
✔️ are ready for small-scale pilot implementation;
✔️ have identified budget and institutional resources for implementation; and
✔️ have the institutional commitment and authority to move the initiative forward.

Across the Philippines, local governments are building institutions that give civil society a lasting role in governance.

By 2024, 464 local governments had established People’s Councils, creating formal channels for citizens and civil society organizations to participate in policy-making, planning, implementation, monitoring and evaluation.

In City Government of Baguio, the People’s Council was made permanent through local law and given its own budget. Tagbilaran City Government gives CSO representatives voting rights on City Council committees, including on policy, oversight and budget review. Quezon City Government has been strengthening its People’s Council since 2022.

These examples show how participation can move from consultation to an established part of local decision-making.

The approach is also growing. 156 local governments are now part of the Philippines’ OGP Localization Program, bringing open government closer to communities.

Sa pagdiriwang ng Pambansang Araw ng mga Bayani, ating pinararangalan ang lahat ng mga Pilipinong nag-alay ng kanilang tapang, sakripisyo, at paglilingkod para sa kalayaan, dignidad, at kinabukasan ng ating bansa.

Hindi lamang ang mga bayani sa ating kasaysayan ang nararapat kilalanin, kundi pati na rin ang mga makabagong bayani na araw-araw na nagsisilbi sa kanilang mga komunidad at aktibong nakikibahagi sa pagbuo ng isang mas bukas, tapat, at mapanagutang pamahalaan.

Sa diwa ng bukas na pamahalaan, nawa'y magsilbing inspirasyon ang kanilang halimbawa upang patuloy nating isulong ang transparency, accountability, at makabuluhang pakikilahok ng mamamayan sa paghubog ng mas inklusibo at mas maunlad na Pilipinas.

The Department of the Interior and Local Government-Cordillera (DILG-CAR) strengthens its push for transparency, accountability, and people’s participation at the local level.

“If we really want to establish strong and responsive governance, the government should be first open. Ibig sabihin, may pananagutan, bukas sa mamamayan, and they have strong people participation,” Rene Joshua Verdote, DILG-CAR regional information officer, highlighted during the recent Usapang PIA radio program.

He said that through the Philippine Open Government Partnership (PH-OGP), they aim to instill transparency, accountability, and people participation among the local government units (LGUs).
