The Philippine Open Government Partnership (PH-OGP) joins the observance of 𝗔𝗹𝗹 𝗦𝗮𝗶𝗻𝘁𝘀’ 𝗗𝗮𝘆 𝗼𝗻 𝗦𝘂𝗻𝗱𝗮𝘆, 𝗡𝗼𝘃𝗲𝗺𝗯𝗲𝗿 𝟭, 𝟮𝟬𝟮𝟲, a special non-working day pursuant to Presidential Proclamation No. 1006, s. 2025.

This day serves as an opportunity to remember our departed loved ones, cherish the memories we shared, and spend meaningful time with our families and communities.

The Davao Regional Leg of the DBCC–Civil Society Outlook highlighted the need to strengthen the connection between regional development plans, public investment programming, and national budget decisions.

Through closer coordination and earlier stakeholder engagement, the Development Budget Coordination Committee (DBCC) and concerned agencies can help ensure that regional priorities are better considered in resource allocation.

Open government means connecting plans to budgets, and budgets to results.

During the Healthcare Reforms Dialogue on Towards Responsive and People-Centered Healthcare, 𝗠𝘀. 𝗢𝗹𝗶𝗲 𝗟𝘂𝗰𝗮𝘀 𝗼𝗳 𝗨𝗻𝗮𝗻𝗴 𝗛𝗮𝗸𝗯𝗮𝗻𝗴 𝗙𝗼𝘂𝗻𝗱𝗮𝘁𝗶𝗼𝗻 highlighted the challenges that prevent vulnerable communities from receiving appropriate healthcare, emphasizing that access involves not only the availability and location of health facilities but also transportation and the capacity of healthcare providers to deliver the necessary services.

Drawing from her experience working with communities, Lucas shared how transportation expenses can become an additional burden for patients seeking medical attention. She also recounted a case involving a patient who was not properly referred to a specialized facility, underscoring the consequences of gaps in service-provider capacity and referral systems.

Her intervention emphasized that healthcare access must be measured by more than the ability to reach a health center or hospital. Facilities must have adequately trained personnel, appropriate services, and effective referral mechanisms to ensure that patients receive the care they need.

These concerns reinforce the importance of strengthening primary healthcare, improving coordination across healthcare facilities, and ensuring that public investments translate into accessible, appropriate, and responsive services for every Filipino.

The Philippine Open Government Partnership (PH-OGP) congratulates DOLE, TESDA, the National Public Workers Congress (PUBLIK), and Maka-BHW Pilipinas–PUBLIK on their partnership to expand skills training and livelihood opportunities for barangay health workers.

We are pleased to recognize Dr. Annie Geron, representing PUBLIK and a member of the PH-OGP Steering Committee, for advancing collaboration that responds to the needs of our frontline community workers.

This initiative reflects the spirit of open government—bringing government and people’s organizations together to shape responsive programs and improve lives. PH-OGP supports partnerships that strengthen participation, empower workers, and translate shared commitments into meaningful opportunities.

Barangay health workers (BHWs) will gain access to skills training and competency assessment to strengthen their capabilities, while opening opportunities for livelihood, additional income, and economic advancement.

Through a Memorandum of Understanding (MOU) signed on 29 October 2026 at the TESDA Central Office in Taguig City, the Department of Labor and Employment (DOLE), Technical Education and Skills Development Authority (TESDA), National Public Workers Congress (PUBLIK), and Malayang Kalipunan ng Barangay Health Workers sa Pilipinas (Maka-BHW Pilipinas-PUBLIK) formalized a partnership to help BHWs strengthen their skills and competencies, access capacity-building programs, and explore livelihood opportunities for improved economic well-being.

The DBCC–Civil Society Outlook, held in Davao City on 24 August 2026, highlighted opportunities to strengthen fiscal governance by connecting national economic and fiscal priorities with regional and local development needs.

Key priorities include aligning planning and budgeting, strengthening civil society participation, improving feedback mechanisms, enhancing project implementation and citizen monitoring, and making fiscal information more accessible and useful.

The dialogue also underscored the importance of responsive, climate-conscious, and outcome-oriented budgeting that considers regional realities, community needs, and long-term resilience.

Through stronger coordination, meaningful public participation, and greater transparency and accountability, government can help ensure that public resources translate into measurable development outcomes.

ICYMI: Behind every healthcare budget is a decision that can shape a Filipino’s ability to access quality, affordable, and reliable medical care.

So how can we ensure that government spending priorities respond to the real needs of patients and communities?

Last September 10, the Philippine Open Government Partnership (PH-OGP) brought together government representatives and civil society organizations (CSOs) for the Healthcare Reforms Dialogue: Towards Responsive and People-Centered Healthcare to discuss key priorities, ongoing reforms, and challenges in the country’s health sector.

In his message, Department of Budget and Management (DBM) Acting Secretary Kim Robert C. De Leon expressed hope that the dialogue would be more than another consultation, emphasizing the importance of turning discussions into healthcare policies that Filipinos can rely on.

Secretary Kim De Leon also emphasized that openness means more than sharing information. It means helping people understand government decisions, giving them a voice in shaping policies, and ensuring that public funds are managed with transparency and accountability.

As part of the PH-OGP Policy Dialogue Series, the discussion aimed to provide a continuing platform for stakeholders to exchange perspectives and develop evidence-based policy recommendations aligned with the government’s proposed FY 2027 budget priorities for health.

Through open and sustained engagement, the PH-OGP seeks to encourage collaboration among government, civil society, and other stakeholders on healthcare reform.

DBM Undersecretary Wilford Will L. Wong, Department of Health Assistant Secretary Dr. Lester Tan and OIC Assistant Secretary Dr. Razel Nikka Hao, and PhilHealth Senior Vice President Dr. Carlo Panelo also participated in the activity.

In his closing message at the Education Reforms Dialogue with Civil Society Organizations on Building Partnerships for Better Learning Outcomes, DBM Undersecretary Wilford Will L. Wong emphasized the importance of measuring education programs by their actual impact on learners, not merely by the activities conducted or funds spent.

He underscored the need for stronger implementation, clearer accountability, better information, and closer collaboration among government agencies and stakeholders to ensure that public investments translate into meaningful improvements in education.

During the PH-OGP Healthcare Reforms Dialogue, Dr. Carlo Irwin Panelo, Senior Vice President for Operations of PhilHealth, highlighted the role of civil society in ensuring that official reports and performance figures remain grounded in people's actual experiences.

Data and accomplishment reports are important for monitoring public programs, but they must also be examined alongside the experiences of patients and communities. Civil society organizations can help identify gaps between reported progress and actual service delivery, providing perspectives that can inform improvements in healthcare policies and implementation.

This reflects a core principle of open government: transparency must be accompanied by accountability and meaningful public participation. By creating opportunities for citizens to raise concerns and contribute evidence, government institutions can strengthen oversight and work toward healthcare services that better meet public needs.
