PRE-DEPLOYMENT BRIEFING
(Accounting / Police Information and Continuing Education)

On September 4, 2026, at about 8:00 AM onwards, personnel of the San Mateo Municipal Police Station, led by PLT JAIME ARQUILLO, Duty Officer, under the supervision of PLTCOL ARNEL M. TABAOG, Chief of Police, conducted an Accounting and Pre-Deployment Briefing at Barangay Guitnang Bayan I, San Mateo, Rizal.

The activity aimed to account for all personnel prior to deployment and provide important reminders and continuing education on operational readiness, professional conduct, accountability, and current police concerns. Topics discussed included PNP MC No. 2022-076 (Revised Guidelines for the Standard Preparation of Communications), Cybercrime Prevention Act of 2012, Cardinal Rules of Safe Gun Handling, RA No. 10591 (Comprehensive Law on Fi****ms and Ammunition), and RA No. 11313 (Safe Spaces Act).

In view of the prevailing weather conditions, personnel were reminded to remain alert, prepared, and responsive to possible search, rescue, and emergency response operations. The importance of proper coordination, operational readiness, and immediate response during emergencies was likewise emphasized.

The Duty Officer reiterated the administrative and criminal liabilities of personnel involved in illegal activities and stressed strict adherence to the PNP Code of Professional Conduct and Ethical Standards. Personnel were also reminded to remain vigilant against criminal activities, loose fi****ms, threats against security forces, and other potential security concerns.

Personnel were further reminded to refrain from performing menial or non-police duties, such as carrying umbrellas or performing personal errands for guests, visitors, or VIPs, in accordance with existing PICE directives.

Likewise, PCMS Anthony Francisco, PCAD PNCO, reiterates the Policy on Donation Management and Emergency Prioritization of Assistance and Logistics (DMAaEPAL) was disseminated, together with reminders on the “Golden Hour Response” and the TADCA segment “PNP Admin Matters” under the program “Sumbong N’yo, Aksyon Agad!” (SNAA). Proper media engagement, document security, and confidentiality protocols were also emphasized, particularly the prohibition against unauthorized disclosure of PNP documents intended for internal use.

All Patrollers and Police Station Beat (PSB) personnel were encouraged to strengthen police-community relations through active engagement with barangay officials and community members. They were likewise reminded to properly document and promote legitimate police operations, public assistance, crime prevention initiatives, community engagements, and other accomplishments that demonstrate meaningful and responsive public service.

The activity reinforced the importance of discipline, accountability, professionalism, operational preparedness, community engagement, and vigilance among all personnel. It further ensured that the San Mateo MPS remains ready and responsive in protecting the community, particularly during emergencies and other critical situations.

The activity concluded with a renewed commitment among all personnel to uphold the highest standards of professionalism, integrity, and public service, guided by the PNP's thrust of “Service, Honor, and Justice.”

DISTRIBUTION OF IEC MATERIALS/LEAFLETS STRENGTHENS COMMUNITY AWARENESS ON CRIME PREVENTION AND PUBLIC SAFETY

On September 3, 2026, at about 11:05 AM onwards, personnel of the San Mateo Municipal Police Station, led by Pat Angelika Guillermo, PCAD PNCO, under the supervision of PLTCOL ARNEL M TABAOG, Chief of Police, conducted a community engagement activity through the distribution of Information, Education, and Communication (IEC) materials/leaflets along Brgy. Silangan, San Mateo, Rizal.

The activity formed part of the station's Anti-Criminality and Crime Prevention Campaign, which aims to enhance public awareness and encourage active community participation in maintaining peace and order. The distributed IEC materials featured vital information on the Bomb Awareness Campaign; Cyber Crime Safety Tip (Strengthening Public Awareness Against Online Investment Scams, Phishing, and Quishings); National Crime Prevention Week; Anti-Carnapping Safety Tips, Theft and Robbery Safety Tips; Murder and Homicide Safety Tips, Anti-Illegal Drugs Awareness Campaign, and the UNIFIED 911 emergency hotline number. These materials provided practical guidance to residents, students, parents, and motorists on crime prevention, personal safety, and responsible community involvement.

During the activity, police personnel encouraged the public to remain vigilant, secure their belongings and motorcycles, actively support anti-bullying initiatives, stay away from illegal drugs, and immediately report suspicious persons, activities, or emergencies to the appropriate authorities. The activity also reinforced the importance of community cooperation in maintaining a peaceful, orderly, and safe environment.

This initiative underscores the continuing commitment of the San Mateo Municipal Police Station to strengthen police-community partnership through information dissemination, public awareness, and proactive crime prevention programs, fostering a safer, more secure, and drug-free community.
