๐๐ซ๐ง๐๐ง๐๐จ ๐๐ข๐ญ๐ฒ, ๐๐ ๐๐ง๐ข๐จ๐ง- Twenty-seven (27) newly-appointed employees from various government institutions in Region 1 attended the Guiding and Building Adaptive Young and New Employees (G.A.B.A.Y.) Program of the Civil Service Commission Regional Office I (CSC RO I). The Program, which is designed to assist new civil servants in their smooth transition towards government service, was conducted on 25 August 2026 in San Fernando City, La Union.
Through interactive learning sessions, mentoring activities, orientation, and values-based discussions, the said program aims to equip the participants with essential knowledge, skills, values, and attitude necessary to become productive, resilient, and proactive public servants. The program also targets to address human resource challenges by helping develop a workforce that is knowledgeable, adaptive, empowered, and committed to deliver excellent service to the public.
The G.A.B.A.Y. Program is composed of six (6) modules including the discussion on public service and organizational culture, ethics, professionalism and workplace effectiveness focusing on Republic Act 11032 or Ease of Doing Business and Efficient Government Service Delivery Act of 2018, highlights of Civil Service law and rules, employee welfare benefits and financial literacy, adaptability, resilience, and career development and updates from the Government Service Insurance System (GSIS), Pag-IBIG Fund, and Philippine Health Insurance Corporation (PhilHealth).
Handling the sessions are Subject Matter Experts from CSC RO I. Also present to provide updates were GSIS FSD Chief Cristina Farrol, PhilHealth La Union Head Raymund Maningding, and Pag-IBIG Staff Officer IV Fe Marie L. Estepa.
For this batch, participants are representatives from the Department of Agriculture Regional Field Office 1, Local Government Unit of San Juan, La Union, Department of Labor and Employment Regional Office 1, Department of Public Works and Highways Regional Office 1, and San Carlos Water District.
Executive Order No. 292 or Administrative Code of 1987 defines the Civil Service Commission (CSC) as the central personnel agency of the Philippine government. Aside from ensuring the enforcement of pertinent Civil Service laws and other pertinent laws, the Commission is mandated to formulate and implement programs that will help in the development of qualified and competent workforce. In relation to this, CSC RO I, through its Human Resource Division (HRD), conducts various capacity-building activities focusing on enhancing the competencies of public servants.
