MEMORANDUM CIRCULAR NO. 106

Upon the recommendation of the National Disaster Risk Reduction and Management Council and in view of the forecasted major impacts that will be brought about by Super Typhoon “Uwan,” work in government offices in the National Capital Region, Cordillera Administrative Region, and Regions I, II, III, IV-A, IV-B, V, and VIII is hereby suspended on 10 November 2025. Further, classes at all levels in the aforementioned Regions, Region VI, Region VII, and the Negros Island Region are also suspended on 10 and 11 November 2025.

Agencies responsible for basic, vital, and health services, as well as those with preparedness and response duties, must continue to remain operational. To further ensure continuity of essential government functions, all other government agencies in the aforementioned Regions may implement alternate work arrangements, as may be necessary, subject to applicable laws, rules, and regulations.

The localized cancellation or suspension of classes and/or work in government offices in other regions may be implemented by their respective Local Chief Executives, pursuant to relevant laws, rules, and regulations.

The suspension of work in private companies and offices is left to the discretion of their respective heads.

This Circular shall take effect immediately.

Implementation of preemptive or forced evacuation

To protect the lives of San Juaneños during disasters, the city government of San Juan authorizes the City Disaster Risk Reduction and Management Council and Barangay Disaster Risk Reduction and Management Councils to enforce preemptive or forced evacuation in areas declared to be in imminent danger.

Your safety is our priority. When evacuation orders are issued, you have to comply immediately.

Together, let's aim for zero casualties as we brace for the effects of Typhoon Uwan.

PUBLIC ADVISORY

Ang Pamahalaang Lungsod ng San Juan ay magpapatupad ng “Libreng Overnight Parking” simula ngayong araw, November 8, 2025, hanggang sa matapos ang masamang panahon dulot ng Bagyong Uwan, sa lahat ng pampublikong paradahan na nasa pangangasiwa ng San Juan Pay Parking Office mula 7:00PM hanggang 7:00AM.

Libreng makakaparada ang mga residente ng San Juan na nakatira sa mga lugar na madalas bahain sa mga pagmamay-ari o kontroladong paradahan ng lungsod.

Ang libreng overnight parking ay pinapayagan hanggang alas-7:00 ng umaga kinabukasan. Pagkalipas ng nasabing oras, ipagpapatuloy ang regular na singil sa paradahan batay sa umiiral na parking rates para sa mga sasakyang mananatiling naka-park.

Bukas sa publiko ang mga sumusunod na pay parking areas para sa overnight parking:
• City Hall Open Parking (Pinaglabanan Shrine)
• Makabagong San Juan Plaza Open Parking (Agora)
• Filoil Centre Open Parking

Mag-ingat po tayong lahat at manatiling ligtas.
