Antique to hold provincewide earthquake and tsunami drill on October 23

SAN JOSE DE BUENAVISTA, Antique — The Provincial Government of Antique, through the Provincial Disaster Risk Reduction and Management Council (PDRRMC), will conduct a wide-scale simultaneous earthquake and tsunami drill on October 23, 2025, at 3:00 p.m., to strengthen disaster preparedness and coordination across the province.

Governor Paolo S. Javier expressed full support for the initiative stating, “Disaster readiness starts with awareness and action. Through this provincewide drill, we aim to ensure that every Antiqueño knows what to do, where to go, and how to respond during an emergency. Preparedness is everyone’s responsibility”, he said.

Two observers from the Office of Civil Defense (OCD) Region VI will oversee the activity, which aims to enhance the province’s readiness for large-scale disasters.

According to the OPDRRMO, the objectives of the drill are to strengthen earthquake and tsunami preparedness, enhance coordination among the PDRRMC, Municipal DRRM Councils, partner agencies, schools, and communities; test communication, alarm, and evacuation systems; and ensure public safety awareness and operational readiness in case of a real emergency.

The provincial drill site will cover the Old and New Capitol Buildings and the Legislative Building in San Jose de Buenavista, where provincial employees and responders will participate in an earthquake-to-tsunami scenario. Meanwhile, the community site will be in Barangay 4, San Jose de Buenavista, focusing on coastal evacuation procedures.

The alarm warning system for the drill will consist of a continuous one-minute siren to signal the start of the earthquake simulation and five bell strikes to indicate the tsunami warning. Each municipality will also use its own localized signal such as drum beats or “tugtugan” to alert coastal communities.
The general sequence of the drill will follow standard safety procedures:
1. Start of drill (earthquake alarm)
2. Duck, Cover, and Hold
3. Evacuation of buildings
4. Tsunami evacuation for coastal areas
5. Earthquake-induced landslide evacuation

OPDRRMO is strongly encouraging all municipal and provincial offices, barangays, local government units (LGUs), public and private schools, banks and financial institutions, resorts and tourism facilities, local businesses, and commercial establishments and workplaces across the province to actively participate in the drill.

“Preparedness saves lives. This provincewide drill is not just an exercise but a reminder for every Antiqueño to always be ready. Mag-uligmat kita,” said PDRRM Officer Broderick Train.
