Update on Special Audit - Office of the Provincial Health Office ( OPHO)

The Office of the Provincial Internal Audit Service, with Ruel V. Marcaliñas as team leader together with Bea Marie M. Baldevia and Maricar D. Villafuerte, conducted an audit inventory of drugs, medicines, and medical supplies at the warehouse of the Office of the Provincial Health Officer.

The audit activities were conducted on May 12, 13, June 1 and 2, focusing on the inspection and verification of drugs, medicines, and medical supplies to assess inventory management practices, storage conditions, stock availability. The activity also included the validation of inventory records and the physical examination of supplies.

Entry Conference for the Special Audit of the OPHO

The Office of the Provincial Internal Audit Service, through the internal audit team led by Internal Auditor III, Ruel V. Marcaliñas, together with Bea Marie M. Baldevia and Maricar Villafuerte, conducted an entry conference in May 6, 2026, in connection with the Special Audit of the Office of the Provincial Health Officer pursuant to Memorandum Order No. 126.

As part of the activity, the team conducted a brief walkthrough to observe and assess the office transaction process and operational procedures, promoting accountability, transparency, and effective coordination.

The Office of the Provincial Internal Audit Service (IAS) conducted compliance monitoring on March 24 and 25, 2026, in several Offices of the Provincial Government.

This activity focused on checking whether offices follow the Anti-Red Tape Act (ARTA) Guidelines. This includes making sure that the Citizen’s Charter is properly displayed, that processes are clear, simple, and easy for the public to follow, and that feedback and complaints mechanisms are in place. The monitoring also looked at how each office handles requests and documents to ensure that services are provided in an efficient and transparent way.

The second batch of offices visited includes the following:
1. Office of the Provincial Veterinarian
2. Office of the Provincial General Services
3. Office of the Provincial Agriculturist

This activity shows the commitment of the Provincial Government to provide better and faster services to the public. By making sure that offices follow ARTA, it helps promote transparency, accountability, and a more responsive and citizen-friendly government.

The Office of the Provincial Internal Audit Service (IAS) conducted an orientation with the Office of the Provincial Health Officer and Angel Salazar Memorial General Hospital regarding the Special Audit on the Consignment Program on March 3- 4, 2026.

The orientation focused on discussing the processes and workflows involved in the implementation of the Consignment Program. It also provided an opportunity for the concerned offices to clarify procedures and align their understanding in preparation for the upcoming special audit.

This activity aims to promote coordination and ensure a clear understanding of the program’s operations to support the effective conduct of the audit.
