The Department of Science and Technology Ilocos Sur (DOST Ilocos Sur), in partnership with the Department of Agriculture โ Bureau of Fisheries and Aquatic Resources Regional Fisheries Office No. 1 (DA-BFAR RFO 1) and the Local Government Unit (LGU) of San Emilio, continues to strengthen livelihood opportunities in the municipality through the establishment of a Modified Intensive Tilapia Hatchery (MITH) System under the Community Empowerment through Science and Technology (CEST) Program. As part of this initiative, a two-day Training on the Modified Intensive Tilapia Hatchery System was conducted on July 1โ2, 2026, at Brgy. Nanguyudan, Paoay, Ilocos Norte.
The training was facilitated by Regional Freshwater Aquaculture Technology Demonstration Center Region 1 (RFATDeC-RO1), which accommodated DOST Ilocos Sur's request to conduct the activity at its facility and provided the technical resource persons. The program opened with welcome remarks from Ms. Vanessa Abegail D. Alimbuyuguen, OIC-Center Chief of RFATDeC and Provincial Fishery Officer of Ilocos Norte, who emphasized the increasing demand for quality tilapia fingerlings and the importance of inter-agency collaboration in promoting sustainable aquaculture.
The Intensive Tilapia Hatchery System, originally developed by Aqua Farming Technology, Inc. in California, USA and later adapted and modified by the DA-BFAR to suit local aquaculture conditions in the Philippines. The technology aims to increase the production of quality tilapia fry and fingerlings through efficient hatchery management practices.
Participants attended lectures on tilapia biology, hatchery operation and management, fry rearing, stocking density, feeding management, and natural food production using duckweed. The second day featured hands-on training on egg collection, grading of fingerlings, operation of the Artificial Incubating System (AIS), s*x identification, fin clipping, and the proper packing of tilapia fry and fingerlings.
Prior to the training, the MITH hatchery facility in San Emilio was assessed by the DA-BFAR RFO 1 on June 25, 2026, to evaluate its water supply, accessibility, and overall suitability for hatchery operations, including its readiness for the provision of tilapia breeders. Once fully operational, the MITH System is expected to provide a reliable source of quality tilapia fry and fingerlings, reduce dependence on external suppliers, increase local fish production, and create sustainable livelihood opportunities for fisherfolk in San Emilio and neighboring municipalities.
Through infrastructure support, capacity-building activities, and strong collaboration with partner agencies, the CEST Program continues to promote science, technology, and innovation in developing a sustainable aquaculture enterprise in Ilocos Sur.
