Negosyo Center - FabLab Co-Working Space Ilocos Region is a Shared Service Facility (SSF) with the Department of Trade and Industry. The FabLab is located at Philippine Science High School - Ilocos Region Campus, Poblacion East, San Ildefonso, Ilocos Sur. The use of the facility is open to students, artists, designers, entreprenuers, MSME's and the general public for prototyping.

USAID Philippines and DTI Philippines, in partnership with the U.S. Embassy’s American Spaces Philippines, launched FAB LABs Philippines, a makerspace network of nineteen FAB LAB institutions. Through FAB LABs, micro, small, and medium enterprises in the Philippines foster innovation and facilitate collaborative learning.

FAB LABs also play a major role in providing technical prototyping for DTI by lending their expertise on startup mentoring and design development.

STATEMENT OF SUPPORT FOR THE FORMAL ESTABLISHMENT OF FAB LABS PHILIPPINES

For several years now, the Philippine FAB LABs in our respective Institutions have served as essential innovation centers for digital fabrication. In our years of operation, we have managed to engage a community of designers and innovators that used the FAB LAB’s program as a technology access center, training provider, service bureau and collaboration hub on digital fabrication tools and expertise. Apart from our immediate impact in the locality, our facility has also helped our institution to strengthen existing or form new partnerships. Through the visionary leadership and guidance of the FAB LAB’s implementing institutions, as well as the support of government agencies such as DTI and DOST, we’ve turned many of these relationships into productive and regular collaborations for innovation.

However, these successes have also highlighted the areas wherein our FAB LABs have to improve. For every successful technical project implemented, there have been several others that proved to be too complex for our capacity alone. We have also found it challenging to share resources and knowledge across FAB LABs in the country. Even regular dialogue with our external partners with regard to the direction and development of our facility is a comparably difficult task. It is for these reasons that we, the undersigned, intend to establish the FAB LABS Philippines. This formal network that we envision will be a functioning association that will allow us to better discuss FAB LAB-specific concerns, share knowledge and collaborate across FAB LABs while serving as a unifying voice in stakeholder engagements.

The collective group of Philippine FAB LABs intend to realize this by forming a Technical Working Group (TWG) by August 2020. Thereafter, the TWG and the rest of the FAB LABs will work towards defining the functions and services of the network for the FAB LABs and their stakeholders. We intend to capture agreements about these matters through a Program Note by December 2020. By 2021, we hope to start institutionalizing the network.

As we realize that this may be a challenging endeavor, the undersigned have actively sought support from other organizations. To date, we are now working with the USAID STRIDE Program, a USAID-funded project focused on improving innovation capacity in the Philippines, for the development of various activities and outputs that the network will own and manage. The group intends to find many more other similar organizations.

As we embark on this new chapter of our FAB LAB’s developmental journey, we turn again to your leadership for insight, guidance, and support.

The Session 2 Plan Phase of the FAB LAB Operations Resilience Masterclass will focus on beginning with the end in mind as the FAB LABs will be an innovation center operating in the new and better normal. After customer discovery, FAB LABs will then enter the Plan Phase where they will be guided on monitoring & evaluation (M&E) particularly on how to properly frame their problem, the results chain / theory of change, and the logical framework. This will allow FAB LABs to measure and assess the success and performance of their respective recovery plans.

Ricky Lozari, President of Results-Based Initiatives Consulting (RBI Consulting) and Pilipinas Monitoring and Evaluation Society - PMES will be the Session 2 facilitator for the FORM 2020, a pilot class for the Makerspace Management Academy which aims to equip FAB LABs in developing resilience plans, a very vital component that innovation centers need to be more productive as they navigate the new normal.

FORM 2020 is organized by the United States Agency for International Development (USAID) through the Science, Technology, Research and Innovation for Development (STRIDE) Program in partnership with FAB LABs Philippines.
