The Planning and Design Section (PDS) of the Agusan del Sur 2nd District Engineering Office (ADS 2nd DEO) underwent two separate technical audits in July 2026 as part of the Departmentโs continued efforts to strengthen project planning, design, and cost estimation.
On July 30, 2026, the PDS was subjected to Regional-level Design Audit in preparation for the upcoming Design Audit (DA) 2026 of the Bureau of Design (BOD). The audit team from the Regional Office XIII Planning and Design Division (PDD) was composed of Engr. Edgar O. Bolotaolo, Engr. Jan Dave Agmata, and Engr. Jade Christian A. Gabriel.
The audit covered projects under Highways, Bridges, Buildings, and Road Slope Protection, and focused on the availability and completeness of plans, design calculations, design data, estimates, and other required supporting documents.
Meanwhile, the Cost Estimation Audit, conducted by the Bureau of Construction (BOC), concluded with an exit conference on July 16, 2026. The auditโs objective was to ensure the accuracy, reliability, and proper documentation of project cost estimates in accordance with current DPWH policies and standards.
BOCโs Engr. Allan R. Corpus and Engr. Laurice Anne L. Castillo evaluated the application of indirect cost mark-ups and the use of Cost Estimation Standard Forms under Department Order No. 30, s. 2025; the proper use of cost and price references under Department Order No. 125, s. 2025; hauling cost analysis; and the evaluation of canvassed prices, price quotations, highways equipment dry rental rates, and price-benchmarking computations.
The District attained an overall Very Satisfactory rating of 93.06%, including 99.37% Cost Accuracy and a 93.06% Numerical Rating for the five (5) projects audited.
