MEMORANDUM CIRCULAR NO. 07, SERIES OF 2026
Subject: IMPLEMENTATION OF COMPRESSED WORK HOURS (CWH)
In line with the Civil Service Commission (CSC) issuances and recent directives of the national government on flexible work arrangements, including the adoption of a four-day work week to promote energy conservation, operational efficiency and employee well-being, LGU San Francisco shall implement Compressed Work Hours (CWH) in all offices effective March 23, 2026.
Under the CWH scheme, employees shall observe a four (4) day onsite work schedule, Mondays to Thursdays, from 7:30 AM to 6:30 PM. This arrangement shall cover all Regular, Coterminous, Casual and Job Order Personnel.
The following offices involved in the delivery of medical services, emergency response, basic public services and essential fieldwork, namely the Municipal Health Office (MHO); Municipal Disaster Risk Reduction and Management Office (MDRRMO); Municipal Economic Enterprise Development and Management Office (MEEDMO); Traffic Management Office (TMO); and Garbage Collection Unit of the Municipal Environment and Natural Resources Office (MENRO), shall ensure continuous delivery of services. These offices are directed to adopt appropriate work arrangements, such as skeletal staffing or staggered schedules, to sustain uninterrupted public services.
Administrative personnel of the above-mentioned offices, however, shall strictly observe the SWH schedule. Overtime work is not allowed, except when essential tasks are necessary to support office operations for the succeeding day.
This Circular shall take effect on March 23, 2026 and shall remain in force unless amended or revoked by the undersigned based on subsequent directives from the national government.
