RMFB3 POSITIONS RESCUE RESOURCES FOR SWIFT HABAGAT RESPONSE

Camp Olivas, City of San Fernando, Pampanga – The Regional Mobile Force Battalion 3 (RMFB3) demonstrated its disaster response preparedness following the official onset of the southwest monsoon (Habagat) through a comprehensive inspection of its Search and Rescue (SAR) equipment and operational assets on June 4, 2026.

The activity was led by PCOL FERDINAND D GERMINO, C, RCADD and PCOL FRANKLIN P ESTORO, C, ROD, as part of the PRO 3's continuing efforts to ensure operational readiness amid the rainy season.

During the inspection, RMFB3 personnel, under the leadership of PLTCOL EDILMAR G ALVIAR, OIC RMFB3, showcased the battalion's disaster response capabilities through the presentation and assessment of various rescue equipment and logistical assets essential for flood response, water rescue operations, evacuation assistance, and other emergency situations commonly encountered during the Habagat season.

The activity underscored the battalion's commitment to maintaining a high state of readiness, particularly in flood-prone communities across Central Luzon that are vulnerable to heavy rains and weather-related emergencies.

39-YEAR-OLD MAN COLLARED IN GUN BUST IN GUAGUA

Camp Olivas, City of San Fernando, Pampanga — Joint operatives of the 302nd MC, and Guagua MPS arrested a 39-year-old male during the implementation of a search warrant for violation of Section 28 of Republic Act 10591, or the Comprehensive Fi****ms and Ammunition Regulation Act, in Barangay Magsaysay, Guagua, Pampanga on May 29, 2026.

The operation stemmed from Search Warrant No. G-26-258 issued by Hon. Jesusa Mylene C. Suba-Isip, Executive Judge of the Regional Trial Court, Third Judicial Region, Office of the Executive Judge, Guagua, Pampanga, dated May 28, 2026.

Recovered from the suspect were one (1) caliber .45 pistol with tampered markings, one (1) magazine, five (5) live rounds of ammunition, and one (1) black sling bag.

The suspect was informed of his constitutional rights and was subsequently brought to the headquarters of the 302nd Maneuver Company, RMFB3 for documentation and proper disposition of confiscated evidence.

In a statement, PLTCOL EDILMAR G ALVIAR, OIC RMFB3, said, “Ang matagumpay na operasyong ito ay patunay ng matibay na paninindigan ng RMFB3 sa mahigpit na pagpapatupad ng batas laban sa ilegal na pagmamay-ari ng baril. Patuloy naming paiigtingin ang aming mga operasyon upang mapanatili ang kapayapaan at seguridad ng ating komunidad.”

RMFB3 WELCOMES CENTRAL LUZON TOP COP DURING COMMAND VISIT

Camp Olivas, City of San Fernando, Pampanga — The men and women of the Regional Mobile Force Battalion 3 (RMFB3), led by its newly installed Officer-in-Charge, PLTCOL EDILMAR G ALVIAR, warmly welcomed the Regional Director of Police Regional Office 3, PBGEN JESS B MENDEZ, during his command visit to the battalion headquarters on May 29, 2026.

During his visit, PBGEN MENDEZ emphasized the vital role of RMFB3 as the region’s Quick Reactionary Force, directing personnel to further strengthen rapid response capabilities, operational readiness, discipline, and professionalism in the performance of duty.

The Regional Director likewise underscored the importance of maintaining cleanliness within camps and offices, as well as sustaining proper Body Mass Index (BMI) standards among personnel to ensure physical fitness and mission effectiveness.

The command visit was anchored on the program “JBM CARES,” a leadership initiative being strengthened under the stewardship of PLTCOL ALVIAR, aimed at promoting personnel welfare, discipline, operational excellence, and responsive public service in line with the vision of a Bagong PNP para sa Bagong Pilipinas: Serbisyong Mabilis, Tapat, at Nararamdaman.

10 FORMER CTG SUPPORTERS RENOUNCE TIES THROUGH RMFB3 PEACE INITIATIVE

Camp Olivas, City of San Fernando, Pampanga — In line with Executive Order No. 70 or the Whole-of-Nation Approach to End Local Communist Armed Conflict (ELCAC), the Regional Mobile Force Battalion 3 (RMFB3) facilitated the withdrawal of support of ten former supporters of the Communist Terrorist Group (CTG) during a ceremony held at the 303rd Maneuver Company Headquarters on May 28, 2026.

The activity was led by RMFB3 Officer-in-Charge PLTCOL EDILMAR G ALVIAR and coincided with the observance of National Flag Day, symbolizing the participants’ renewed commitment and allegiance to the Republic of the Philippines.

During the program, the participants signed their Oath of Allegiance and “Panunumpa ng Katapatan sa Republika ng Pilipinas” as manifestation of their withdrawal of support from the CTG. Food packs and certificates were also distributed as part of the government’s reintegration and peace-building initiatives.

One participant also delivered a “Mensahe ng Pagkakatotoo,” sharing personal realizations and encouraging others to support the government’s peace and development programs.

According to PLTCOL ALVIAR, “Ang matagumpay na aktibidad na ito ay sumasalamin sa patuloy na pagkakaisa at pagtutulungan ng pamahalaan, kapulisan, at iba’t ibang sektor ng komunidad sa pagsusulong ng kapayapaan, pagkakaisa, at kaunlaran sa ating mga pamayanan.”

The activity also included a Talk-to-Men with personnel of the 303rd Maneuver Company, where PLTCOL ALVIAR relayed guidance from the Higher Headquarters regarding personnel welfare, discipline, and operational responsibilities.

RMFB3 SHOWCASES POLICE OPERATIONAL CAPABILITIES TO EARIST CRIMINOLOGY STUDENTS AT CAMP OLIVAS

Camp Olivas, City of San Fernando, Pampanga — Criminology students from different year levels of Eulogio “Amang” Rodriguez Institute of Science and Technology (EARIST), a public state college located in Nagtahan, Sampaloc, Manila, participated in an educational tour at the PRO3 Patrol Hall, Camp Olivas on May 26, 2026.

During the activity, personnel of RMFB3 conducted lectures and capability demonstrations on various police operational functions, including familiarization with SWAT equipment, Crowd Disturbance Management (CDM), Basic Radio Communication, and Search and Rescue (SAR) operations.

The activity aimed to provide the students with practical knowledge and firsthand exposure to actual police operations as part of their criminology education and professional development.

Meanwhile, newly installed OIC, RMFB3, PLTCOL EDILMAR ALVIAR, underscored the value of practical learning and service-oriented leadership, stating, “Ang kaalaman sa loob ng silid-aralan ay mas nagiging makabuluhan kapag nasasabayan ng aktwal na karanasan sa larangan. Sa bawat pagsasanay at demonstrasyon, hinuhubog hindi lamang ang kakayahan kundi pati ang puso ng isang lingkod-bayan.”
