As part of the celebration of the 2026 Philippine Councilors League (PCL) Week,the Sangguniang Bayan - Santol La Union together with Hon. Mayor Maria Theresa Lynn Wailan Senen and the Barangay Council Of Paagan led by PB Eladio Olay through its โ€œBILEG TI LINTIG, BILEG TI kaiLYaNNโ€ Program (Bringing Inclusive Legislation, Empowering the Grassroots), conducted a Consultative Dialogue with Overseas Filipino Workers (OFWs) and their families held at Barangay Paagan, Santol, La Union.
The BILEG TI LINTIG, BILEG TI kaiLYaNN Program is an initiative of the Sangguniang Bayan that seeks to bring legislation closer to the people. It provides an avenue for our constituents to actively participate in the legislative process by sharing their experiences, concerns, needs, and recommendations. Through meaningful consultation, the Sangguniang Bayan can better understand the realities on the ground and craft responsive, inclusive, and community-centered ordinances and resolutions.
The consultative dialogue with our OFWs and their families aims to give voice to our modern-day heroes and the families they leave behind. Beyond their sacrifices abroad, OFW families face various challenges involving financial management, livelihood and employment opportunities, education, healthcare, social protection, reintegration, family welfare, and access to government programs and services. Understanding these concerns is essential in developing interventions that address not only their immediate needs but also their long-term welfare and development.
The insights, recommendations, and concerns gathered during the dialogue will serve as an important reference of the Local Government Unit of Santol in developing and strengthening programs, projects, and services for OFWs and their families. Likewise, these inputs will guide the Sangguniang Bayan in crafting appropriate and effective legislation that can provide policy support, protection, opportunities, and meaningful assistance to our OFW community.
Through BILEG TI LINTIG, BILEG TI kaiLYaNN, the Sangguniang Bayan continues to believe that good legislation begins with listening to the people. By bringing the legislative process to the grassroots and creating spaces where every voice matters, we strengthen participatory governance and ensure that our policies are anchored on the real needs of our people. Together, let us build a Santol where our OFWs and their families are not only recognized for their sacrifices but are also empowered, supported, and included in the development of our community.

In celebration of ๐๐ก๐ข๐ฅ๐ข๐ฉ๐ฉ๐ข๐ง๐ž ๐‚๐จ๐ฎ๐ง๐œ๐ข๐ฅ๐จ๐ซ๐ฌ ๐‹๐ž๐š๐ ๐ฎ๐ž (๐๐‚๐‹) ๐–๐ž๐ž๐ค ๐Ÿ๐ŸŽ๐Ÿ๐Ÿ”, ๐ญ๐ก๐ž ๐๐‚๐‹ ๐’๐š๐ง ๐†๐š๐›๐ซ๐ข๐ž๐ฅ ๐‚๐ก๐š๐ฉ๐ญ๐ž๐ซ ๐ฅ๐ž๐ ๐›๐ฒ ๐’๐๐Œ ๐ˆ๐ฌ๐š๐ ๐š๐ง๐ข ๐‹. ๐ƒ๐ฎ๐ฆ๐š๐จ๐š๐ง๐ , together with eight regular Sangguniang Bayan Members and three ex-officio members, conducted a community health initiative on ๐‘บ๐’†๐’‘๐’•๐’†๐’Ž๐’ƒ๐’†๐’“ 7, 2026.

The activity brought essential health services to Day Care learners of Barangay Poblacion through the support of the Barangay Council of Poblacion, headed by Barangay Captain Sadiri Dumaoang, and the Philippine Pediatric Societyโ€“North Luzon Chapter, represented by Dr. Amelia Dumling-Dumaoang.

Also joining the activity were ๐Œ๐ฎ๐ง๐ข๐œ๐ข๐ฉ๐š๐ฅ ๐Œ๐š๐ฒ๐จ๐ซ ๐‹๐š๐ง๐ฒ ๐๐š๐จ๐›๐š๐จ๐ž๐ง-๐‚๐š๐ซ๐›๐จ๐ง๐ž๐ฅ๐ฅ, ๐•๐ข๐œ๐ž ๐Œ๐š๐ฒ๐จ๐ซ ๐‘๐š๐ฆ๐จ๐ฅ๐ข๐ญ๐จ ๐†๐ฎ๐ข๐ง๐จ๐ฆ๐ฆ๐š, and various municipal department heads. Parents and guardians, Day Care teachers, Barangay Health Workers, Barangay Nutrition Scholars, and the Barangay Peacekeeping Action Team likewise contributed to the smooth conduct of the outreach.

The initiative reflects the value of cooperation among local legislators, municipal officials, health professionals, barangay workers, teachers, and families in bringing basic health services closer to the community.

Through this meaningful observance, PCL San Gabriel continues to highlight the role of local legislators in promoting programs that respond to the needs and welfare of their constituents.

Barangay residents and officials were invited to witness the regular session of the Sangguniang Bayan. Officials and representatives from neighboring barangays also attended the activity, reflecting the spirit of unity and cooperation among local government leaders in advancing the welfare of their communities.

Following the session, the Vice Mayor Francis Fontanilla led the councilors to a town-hall-style dialogue with the residents, barangay officials, and guests. The discussion provided a meaningful venue for open communication between the local legislators and the community, consistent with the PCLโ€™s advocacy of empowering local councils and strengthening grassroots participation in governance.

Barangay officials shared their experiences and challenges in implementing municipal ordinances at the barangay level. Their insights, recommendations, and suggestions were solicited to help improve the implementation of local legislation and ensure that municipal policies are effectively translated into programs and actions responsive to the needs of the people.
