The PNP Finance Service (PNP FS) held the Oath-Taking and Donning of Ranks Ceremony for PCOL WILFREDO L VELAYO JR, Chief, Regional Finance Unit 5 (RFU-5), and PCOL SATURNINO S ESTIGOY, Chief, Regional Finance Unit 10 (RFU-10), on September 1, 2026, marking a significant milestone in their respective careers and the assumption of greater responsibilities as newly promoted Police Colonels.
PBGEN MARLOU ROY V ALZATE, Director, PNP Finance Service, administered the oath of office and led the donning of ranks at the PNP FS Multi-Purpose Facility, Camp BGen Rafael T Crame.
The ceremony was witnessed by members of the Command Group, together with the spouses, children, and other family members of the promotees, whose presence underscored the invaluable role of family support throughout the officers' professional journey and in reaching this significant career milestone.
In his message, PBGEN ALZATE congratulated PCOL VELAYO JR and PCOL ESTIGOY and emphasized that their new ranks carry greater responsibilities and expectations. He encouraged them to continue exemplifying professionalism, integrity, accountability, and dedication to duty as they lead their respective Regional Finance Units and contribute to the effective delivery of financial services across the PNP.
