Good morning ladies and gentlemen of the press.
I am taking to task the Acting Director of the Civil Security Group, Police Brig Gen Roberto Fajardo to initiate an investigation into the disarming of private security guards by communist terrorists yesterday morning at the Minergy Power Corporation in Balingasag, Misamis Oriental.
The investigation seeks to look into possible administrative and operational lapses by the private security provider of this vital installation.
The blue guards of AY76 security agency, apparently, were caught flat-footed, and did not offer any resistance when suspected CPP-NPA terrorists stormed the power plant and disarmed them of five AK-47 assault rifles and several rounds of ammunition, and looted the facility of radio transceiver sets, and other equipment of value.
Almost simultaneously, the terrorists launched another harassment in an isolated government post in adjacent Claveria town, apparently as a diversion to the raid in Balingasag.
In stark contrast to that unfortunate incident in Misamis Oriental, I am proud to take note of the gallant stand-put up by personnel of the Taysan police outpost in Legazpi City on Sunday evening against suspected CPP-NPA terrorists who attempted to lay siege on the police precinct after a 7-minute firefight.
All these CPP-NPA hostilities in the countryside over the weekend are apparently aimed to create acoustic effect to planned urban mobilization of militant cause-oriented groups and front organizations in Metro Manila and Negros Island this week.
Elsewhere across the country, two PNP personnel figured prominently in another commendable act of bravery in Patikul, Sulu while providing route security and protection to travelling DepEd teachers.
PCpl Angelo Canapi and Pat Nijar Awwalon both of 2nd Provincial Mobile Force Company of Sulu PPO re now undergoing treatment for battle wounds sustained during a gunbattle with suspected Abu Sayyaf terrorists that ambushed staged an ambush in Barangay Igasan.
On other matters, The Regional Director of Police Regional Office 7 in Central Visayas, POLice Brig Gen Debold Sinas, reported that out of 11 shooting incidents that transpired in different municipalities of Negros Oriental, four (4) cases were already solved and referred to the Prosecutor’s Office of Dumaguete City. Continuous manhunt operation is ongoing to arrest for the arrest of seven (7) other identified suspects.
In a related development, PRO 7 has created Special Investigation Task Groups (SITG) to closely supervise and monitor the six incidents involving Elected Government Officials and other prominent personalities, such as the murder of Atty. Trinidad, Prof. Bayawa, former Mayor Enardecido, City Councilor Jalandoni, and Brgy. Chairman Posadas.
Also happening today, some militant student groups and organizations, motivated by different shades of vested interest, will hold various protests today in Metro Manila tagged as Walk Out from Campus.
While we may not agree with some of their sentiments, especially that minors are involved, we will make sure they will be able to fully and freely exercise their constitutional rights to freedom of assembly and expression.
Let me reiterate that we have no problem with student activism so long as it is expressed only through actions within the ambit of the law.
As a policy, our security forces will remain tolerant to lawful activities, but we will be firm and uncompromising in addressing acts of willful violence, disobedience, anarchy and disrespect for the rule of law.
The PNP would like to call also the attention of parents of students to be cautious of extra-curricular activities that are not sanctioned or approved by school officials.
