On 𝐒𝐞𝐩𝐭𝐞𝐦𝐛𝐞𝐫 𝟑, 𝟐𝟎𝟐𝟔, the 𝐓𝐄𝐒𝐃𝐀 𝐋𝐚 𝐔𝐧𝐢𝐨𝐧 𝐏𝐫𝐨𝐯𝐢𝐧𝐜𝐢𝐚𝐥 𝐎𝐟𝐟𝐢𝐜𝐞, in partnership with the 𝐃𝐞𝐩𝐚𝐫𝐭𝐦𝐞𝐧𝐭 𝐨𝐟 𝐇𝐞𝐚𝐥𝐭𝐡- 𝐓𝐫𝐞𝐚𝐭𝐦𝐞𝐧𝐭 𝐚𝐧𝐝 𝐑𝐞𝐡𝐚𝐛𝐢𝐥𝐢𝐭𝐚𝐭𝐢𝐨𝐧 𝐂𝐞𝐧𝐭𝐞𝐫 𝐋𝐚 𝐔𝐧𝐢𝐨𝐧, conducted the distribution of allowance to 24 scholars enrolled in 𝐂𝐚𝐫𝐩𝐞𝐧𝐭𝐫𝐲 𝐍𝐂 𝐈𝐈 under the 𝐒𝐩𝐞𝐜𝐢𝐚𝐥 𝐓𝐫𝐚𝐢𝐧𝐢𝐧𝐠 𝐟𝐨𝐫 𝐄𝐦𝐩𝐥𝐨𝐲𝐦𝐞𝐧𝐭 𝐏𝐫𝐨𝐠𝐫𝐚𝐦 (𝐒𝐓𝐄𝐏) 𝐒𝐜𝐡𝐨𝐥𝐚𝐫𝐬𝐡𝐢𝐩.

The 𝟑𝟖-𝐝𝐚𝐲 𝐭𝐫𝐚𝐢𝐧𝐢𝐧𝐠 is being delivered through a 𝐌𝐨𝐛𝐢𝐥𝐞 𝐓𝐫𝐚𝐢𝐧𝐢𝐧𝐠 𝐏𝐫𝐨𝐠𝐫𝐚𝐦 𝐛𝐲 𝐈𝐥𝐨𝐜𝐨𝐬 𝐓𝐫𝐚𝐢𝐧𝐢𝐧𝐠 𝐚𝐧𝐝 𝐀𝐬𝐬𝐞𝐬𝐬𝐦𝐞𝐧𝐭 𝐂𝐞𝐧𝐭𝐞𝐫 (𝐈𝐓𝐀𝐂) 𝐈𝐧𝐜., bringing technical-vocational training closer to the scholars and providing them with an opportunity to develop practical skills in carpentry. As part of the scholarship assistance, each scholar received their 𝐟𝐢𝐫𝐬𝐭 𝐭𝐫𝐚𝐧𝐜𝐡𝐞 of allowance amounting to ₱𝟑,𝟎𝟒𝟎, based on the ₱𝟏𝟔𝟎 𝐝𝐚𝐢𝐥𝐲 𝐚𝐥𝐥𝐨𝐰𝐚𝐧𝐜𝐞 𝐫𝐚𝐭𝐞, to support them throughout their training journey.

The partnership between TESDA La Union Provincial Office and DOH TRC La Union highlights the importance of collaboration among government institutions in creating inclusive opportunities for skills development. Through this partnership, the scholars are given access not only to technical training but also to a pathway where their newly acquired skills can become a foundation for employment, livelihood, and personal growth.

Skills found their way to opportunities as the 𝐓𝐄𝐒𝐃𝐀 𝐋𝐚 𝐔𝐧𝐢𝐨𝐧 𝐏𝐫𝐨𝐯𝐢𝐧𝐜𝐢𝐚𝐥 𝐎𝐟𝐟𝐢𝐜𝐞 successfully conducted the 𝐖𝐨𝐫𝐥𝐝 𝐂𝐚𝐟𝐞́ 𝐨𝐟 𝐎𝐩𝐩𝐨𝐫𝐭𝐮𝐧𝐢𝐭𝐢𝐞𝐬 (𝐖𝐂𝐎) 𝟐𝟎𝟐𝟔 on 𝐀𝐮𝐠𝐮𝐬𝐭 𝟐𝟕, 𝟐𝟎𝟐𝟔, at 𝐒𝐌 𝐂𝐢𝐭𝐲 𝐋𝐚 𝐔𝐧𝐢𝐨𝐧, bringing together skilled workers, job seekers, employers, and government partners under one roof.

Held in celebration of 𝐍𝐚𝐭𝐢𝐨𝐧𝐚𝐥 𝐓𝐞𝐜𝐡-𝐕𝐨𝐜 𝐃𝐚𝐲 and the 𝟑𝟐𝐧𝐝 𝐓𝐄𝐒𝐃𝐀 𝐀𝐧𝐧𝐢𝐯𝐞𝐫𝐬𝐚𝐫𝐲, with the theme “𝐇𝐮𝐬𝐚𝐲, 𝐓𝐢𝐛𝐚𝐲, 𝐚𝐭 𝐓𝐚𝐠𝐮𝐦𝐩𝐚𝐲,” the activity gathered 𝟐𝟖𝟑 𝐩𝐚𝐫𝐭𝐢𝐜𝐢𝐩𝐚𝐧𝐭𝐬, majority of whom were 𝐓𝐄𝐒𝐃𝐀 𝐠𝐫𝐚𝐝𝐮𝐚𝐭𝐞𝐬 𝐚𝐧𝐝 𝐍𝐚𝐭𝐢𝐨𝐧𝐚𝐥 𝐂𝐞𝐫𝐭𝐢𝐟𝐢𝐜𝐚𝐭𝐞 (𝐍𝐂) 𝐡𝐨𝐥𝐝𝐞𝐫𝐬—individuals who have invested time and effort in acquiring skills and competencies to build better opportunities for themselves and their families.

With 𝟓𝟎 𝐩𝐚𝐫𝐭𝐧𝐞𝐫 𝐚𝐠𝐞𝐧𝐜𝐢𝐞𝐬 𝐟𝐫𝐨𝐦 𝐭𝐡𝐞 𝐩𝐫𝐢𝐯𝐚𝐭𝐞 𝐚𝐧𝐝 𝐠𝐨𝐯𝐞𝐫𝐧𝐦𝐞𝐧𝐭 𝐬𝐞𝐜𝐭𝐨𝐫𝐬, WCO 2026 provided participants with a venue to explore employment opportunities, connect directly with potential employers, and learn about programs and services that can help them move forward in their careers. The activity likewise identified 𝟏𝟓 𝐇𝐢𝐫𝐞𝐝 𝐨𝐧 𝐭𝐡𝐞 𝐒𝐩𝐨𝐭 (𝐇𝐎𝐓𝐒), providing valuable insight into the current workforce needs of industries.

The partnership among government agencies, industries, and stakeholders therefore goes beyond bringing people together in one event—it creates a stronger bridge between training and employment, skills and industry demand, and aspiration and actual opportunities.

The event was spearheaded by 𝐓𝐄𝐒𝐃𝐀 𝐋𝐚 𝐔𝐧𝐢𝐨𝐧 𝐏𝐫𝐨𝐯𝐢𝐧𝐜𝐢𝐚𝐥 𝐃𝐢𝐫𝐞𝐜𝐭𝐨𝐫 𝐃𝐢𝐫. 𝐋𝐚𝐫𝐫𝐲 𝐅. 𝐃𝐢𝐳𝐨𝐧, 𝐒𝐫., 𝐂𝐒𝐄𝐄, with 𝐒𝐮𝐩𝐞𝐫𝐯𝐢𝐬𝐢𝐧𝐠 𝐓𝐄𝐒𝐃 𝐒𝐩𝐞𝐜𝐢𝐚𝐥𝐢𝐬𝐭 𝐌𝐬. 𝐆𝐥𝐞𝐧𝐝𝐚 𝐎. 𝐀𝐜𝐞𝐯𝐞𝐝𝐨 leading the acknowledgment of participants.

Adding significance to the occasion was the presence of the 𝐑𝐞𝐠𝐢𝐨𝐧𝐚𝐥 𝐃𝐢𝐫𝐞𝐜𝐭𝐨𝐫 𝐨𝐟 𝐓𝐄𝐒𝐃𝐀 𝐑𝐞𝐠𝐢𝐨𝐧𝐚𝐥 𝐎𝐟𝐟𝐢𝐜𝐞 𝟏 𝐃𝐢𝐫. 𝐑𝐚𝐦𝐨𝐧 𝐄𝐯𝐚𝐧 𝐓. 𝐑𝐮𝐢𝐳, whose attendance affirmed TESDA's continuing commitment to strengthening partnerships and expanding opportunities for skilled workers throughout the region.

The gathering also featured messages from key government and community partners, including 𝐇𝐨𝐧. 𝐌𝐚𝐫𝐢𝐨 𝐄𝐝𝐮𝐚𝐫𝐝𝐨 𝐂. 𝐎𝐫𝐭𝐞𝐠𝐚, Governor of the Province of La Union, duly represented by 𝐌𝐬. 𝐑𝐮𝐬𝐬𝐞𝐥 𝐀𝐥𝐞𝐭𝐚 𝐒𝐚𝐧𝐭𝐢𝐚𝐠𝐨, 𝐉𝐃, Executive Assistant and Alternate Provincial Technical Education and Skills Development Committee La Union Chairperson; 𝐀𝐑𝐃 𝐑𝐨𝐦𝐞𝐨 𝐏. 𝐉𝐚𝐫𝐚𝐦𝐢𝐥𝐥𝐚, Assistant Regional Director of the Department of Migrant Workers Regional Office 1; 𝐃𝐢𝐫. 𝐇𝐨𝐧𝐨𝐫𝐢𝐧𝐚 𝐃𝐢𝐚𝐧- 𝐁𝐚𝐠𝐚, Regional Director of the Department of Labor and Employment Regional Office 1; and 𝐇𝐨𝐧. 𝐌𝐢𝐠𝐮𝐞𝐥 𝐂𝐨𝐫𝐥𝐞𝐨𝐧𝐞 “𝐌𝐢𝐠𝐬” 𝐌𝐚𝐠𝐬𝐚𝐲𝐬𝐚𝐲, First District Provincial Board Member and Committee Chairman on Labor and Employment, duly represented by 𝐌𝐬. 𝐏𝐚𝐭𝐫𝐢𝐜𝐢𝐚 𝐀𝐧𝐧𝐞 𝐍𝐢𝐜𝐡𝐨𝐥𝐞 𝐁𝐚𝐧𝐠𝐮𝐠.

Their participation underscored a shared commitment among government institutions and industry partners to create pathways where skills can translate into decent work, sustainable livelihoods, and greater opportunities for Filipinos.

World Café of Opportunities was more than a job-matching activity. It was a reminder that the skills they worked hard to earn have value—and that opportunities become more meaningful when they are brought closer to the people who need them most.

Through WCO 2026, TESDA La Union continues to build bridges between skills and employment, training and livelihood, aspirations and achievement.
